Przedmiotem projektu jest budowa morskiego systemu łączności w niebezpieczeństwie zgodnego z wytycznymi Międzynarodowej Konwencji o Bezpieczeństwie Życia na Morzu (zwanym systemem GMDSS - Global Maritime Distress and Safety System). System GMDSS jest systemem radiokomunikacyjnym obejmującym całokształt środków technicznych i organizacyjnych (w tym proceduralnych) mających zapewnić bezpieczeństwo życia na morzu w zakresie łączności radiowej.
