Pretende-se com esta intervenção estender a esta zona da cidade - dotada de uma concentração de equipamentos significativos (não apenas o CIEMar mas também o Aquário dos Bacalhaus e o Museu Marítimo) - o tipo de obra de requalificação que foi adotada para o casco antigo, já intervencionado ao abrigo do programa R.U.C.H.I., embora usando materiais diferentes, mas seguindo critérios semelhantes.
