A operação consiste na construção de raiz do CE de Cela, para o ensino pré-escolar e 1º ciclo, com 5 salas de aulas, espaços comuns, infraestruturas básicas e arranjos exteriores. Colocação de mobiliário e equipamento informático adequados, servindo uma população escolar de mais de100 alunos, de várias EB1s e JI.
