La Ley 39/2015 convierte a los medios electrónicos en pilar básico para la prestación de servicios a la ciudadanía y la tramitación de procedimientos administrativos. Así, entre sus principales novedades se encuentra que todos los procedimientos administrativos se tramiten electrónicamente con carácter general y obligatorio. En este sentido, esta operación contempla la evolución de la plataforma de Administración electrónica actual para adecuarla a los requerimientos de la Ley 39/2015._x000D_ Esta operación tiene por objetivo la implantación efectiva y completa de la administración electrónica en el Ayuntamiento de Santa Cruz de Tenerife, evolucionando y adecuando la plataforma tecnológica actual del Ayuntamiento de Santa Cruz de Tenerife a las necesidades y requerimientos de la ley 39/2015._x000D_ Respecto a la financiación del proyecto, incluye la contratación de servicios externos para realizar los siguientes_x000D_ trabajos:_x000D_ - Implantación y puesta en marcha de una herramienta de Portafirmas electrónico que centralice todas las_x000D_ operaciones de firma de la diversidad de las herramientas de gestión._x000D_ - Evolución de la gestión de expedientes de Población para la implantación del expediente electrónico_x000D_ Evolución de la Plataforma tecnológica corporativa de e-Administración para cubrir los requisitos de la ley_x000D_ 39/2015: Notificaciones electrónicas, integración con SIR –Sistema integrado de registros-, tablón_x000D_ electrónico de anuncios, archivo electrónico, etc._x000D_ Se ejecutarán otras actuaciones con personal interno del Ayuntamiento de Santa Cruz que no serán objeto de_x000D_ financiación:_x000D_ - Análisis de la situación actual del Ayuntamiento de Santa Cruz de Tenerife en el ámbito de la_x000D_ administración electrónica: se realizará un diagnóstico inicial y una revisión de la situación del municipio_x000D_ en cuanto a los servicios prestados y al nivel de madurez de la administración electrónica alcanzado._x000D_ - Elaboración del Plan de Administración Digital (Spanish)

Law 39/2015 makes electronic means a basic pillar for the provision of services to citizens and the processing of administrative procedures. In this sense, this operation contemplates the evolution of the current electronic administration platform to adapt it to the requirements of Law 39/2015._x000D_ This operation aims at the effective and complete implementation of electronic administration in the municipality of Santa Cruz de Tenerife, evolving and adapting the current technological platform of the City of Santa Cruz de Tenerife to the needs and requirements of Law 39/2015._F_x000D_ With regard to the financing of the project, includes the contracting of external services to carry out the following_xxF_xxD_requirements for the management of the digital file for the management of all the eF000D tools.
