Esta actuación está enmarcada en la estrategia de la CE de flexibilización de los reglamentos de fondos europeos para facilitar a los Estados miembros hacer frente a la situación sanitaria y socioeconómica provocada por la COVID-19. El objetivo, es dar cobertura a aquellas operaciones puestas en marcha para atender a las necesidades derivadas de la lucha contra la enfermedad._x000D_ El cierre de la frontera dejó desamparados en nuestra ciudad a numerosos nacionales marroquíes que no pudieron volver a su país. A ellos se unió la emergencia que provocaba que deambulasen sin control sanitario inmigrantes en situación irregular._x000D_ A todos ellos se les hubo de habilitar instalaciones que contasen con las dotaciones básicas para una vida digna, además de los servicios de vigilancia y medios de protección._x000D_ La necesidad de desinfectar barriadas enteras por la aparición de brotes, o la desinfección de colegios ante el inminente inicio del curso escolar._x000D_ Todas estas situaciones han sido definidas por la Ciudad como el Programa Ceuta Resiste, que en este caso se dedica dentro de su eje 9 a actuaciones de tipo asistencial y socio-sanitario._x000D_ La ciudad tiene dentro de este programa y como consecuencia de las ulteriores prórrogas del estado de Alarma gastos que superan los de la convocatoria, por lo que la subvención solicitada deberá ser el límite total de la convocatoria. This action is part of the EC strategy to make the regulations on European funds more flexible to help Member States deal with the health and socio-economic situation caused by COVID-19. The objective is to cover those operations launched to meet the needs derived from the fight against the disease._x000D_ The closure of the border left many Moroccan nationals stranded in our city who could not return to their country. They were joined by the emergency that caused immigrants in an irregular situation to wander without sanitary control._x000D_ All of them had to equip facilities that had the basic provisions for a dignified life, in addition to surveillance services and means of protection._x000D_ The need to disinfect entire neighborhoods due to the appearance of outbreaks, or the disinfection of schools before the imminent start of the school year._x000D_ All these situations have been defined by the City as the Ceuta Resiste Program, which in this case is dedicated within its axis 9 to assistance and socio-sanitary actions._x000D_ The city has within this program and as a consequence of the subsequent extensions of the Alarm status, expenses that exceed those of the call, so the requested subsidy must be the total limit of the call.
