    Las subvenciones a conceder tienen como finalidad superar las barreras de entrada para aquellos usuarios que, encontrándose en ubicaciones en las que no hay disponibles servicios que permiten el acceso a la banda ancha fija a una velocidad de transmisión de datos en sentido descendente de 10 Mbits por segundo y simultáneamente tienen un retardo inferior a los 100 milisegundos (ms), puedan contratar servicios de acceso de banda ancha fija a una velocidad mínima de transmisión de datos en sentido descendente de 30 Mbits por segundo, sufragándose los gastos asociados al alta en los mismos.
