Întărirea capacității Ministerului Public în ceea ce privește audierile realizate conform prevederilor noilor coduri prin crearea unui sistem IT performant ce va fi utilizat în această materie În cadrul acestui proiect, se va dezvolta un soft care va sprijini activitatea de management la nivelul parchetelor (Ministerului Public) și va contribui astfel la eficientizarea si modernizarea metodelor de lucru utilizate în cadrul activității de urmărire penală, mai exact în materia audierilor așa cum este ea definită în legislația penală în vigoare. Prin implementarea acestui proiect, se va atinge obiectivul specific 1.3 al axei 1 din cadrul POCA, respectiv Dezvoltarea și implementarea de sisteme standard și instrumente moderne și eficiente de management la nivelul instituțiilor din sistemul judiciar. Noile Coduri, strategia de dezvoltare a sistemului judiciar 2015-2020, precum si planul de acțiune care o însoțește (Hotărârea de Guvern 1155/2014), toate acestea iterează nevoia de modernizare si transparentizare a unor acte realizate de magistrați. Astfel, pentru a răspunde modificărilor legislative intervenite în ultimii ani, dar și evoluției tehnologiei care permite armonizarea acesteia cu rigorile legislației penale care trebuie să respecte drepturile și libertățile fundamentale ale persoanei în cadrul procesului de aflare a adevărului și de apărare a interesului general al societății, în cadrul acestui proiect se va crea un soft de management al audierilor performant care va beneficia si de o baza de date a cărei menire este de a sprijini procurorul să ia cea mai bună decizie. Mai mult acest sistem IT, va spori si gradul de încredere al cetățenilor în actul de justiție, întrucât noul sistem va oferi certitudinea respectării tuturor drepturilor menționate în legislația penală în vigoare. Eficientizarea managementului audierilor se va implementa în parchetele din subordinea PICCJ, adică la nivel național, ceea ce va însemna o schimbare și o modernizare structurală la nivelul activității Ministerului Public. Strengthening the capacity of the Public Prosecutor’s Office with regard to hearings conducted in accordance with the provisions of the new codes by creating an efficient IT system to be used in this field. This project will develop a software that will support the management activity at the level of the Public Prosecutor’s Offices (Public Ministry) and will thus contribute to the efficiency and modernisation of the working methods used in the criminal prosecution activity, namely in the field of hearings as defined in the criminal legislation in force. By implementing this project, specific objective 1.3 of axis 1 of POCA will be achieved, namely the development and implementation of standard systems and modern and efficient management tools at the level of the institutions of the judicial system. The new Codes, the strategy for the development of the judicial system 2015-2020, as well as the accompanying action plan (Government Decision 1155/2014), all of these relate to the need for modernisation and transparency of certain acts carried out by magistrates. Thus, in order to respond to the legislative changes made in recent years, but also to the evolution of the technology that allows it to be harmonised with the rigors of the criminal legislation that must respect the fundamental rights and freedoms of the person in the process of finding out the truth and defending the general interest of society, within this project will be created a software for managing the high-performance hearings that will also benefit from a database whose purpose is to help the prosecutor to make the best decision. Moreover, this IT system will also increase citizens’ confidence in the act of justice, as the new system will provide certainty of respect for all rights mentioned in the criminal legislation in force. The efficiency of the management of hearings will be implemented in the public prosecutor’s offices subordinated to the PICCJ, i.e. at national level, which will mean a change and a structural modernisation at the level of the Public Prosecutor’s Office.
