La operación propuesta pretende realizar una actuación global para la recuperación y rehabilitación de un barrio céntrico de la ciudad, con el fin de evitar su deterioro definitivo y poder recuperarlo con fines sociales. De este modo, además, se aumentaría el interés social por esta zona céntrica, fomentando que un área de potencial marginación urbana pase a ser un polo de atracción urbana.
