El concepto de "Asistencia Técnica" se fundamenta en el artículo 50 del Reglamento (UE) Nº 1303/2013 que establece las disposiciones comunes para todos los Fondos EIE. El objetivo de la Asistencia Técnica es garantizar las condiciones necesarias para la correcta implementación del Acuerdo de Asociación y los Programas Operativos, su puesta en marcha, seguimiento y evaluación, gestión y control, así como el funcionamiento de las estructuras de coordinación necesarias para un eficaz desarrollo de los mismos. Se trata, por tanto, de un eje instrumental que apoya el desarrollo de las distintas funciones contenidas en el ciclo de implementación de los fondos, de conformidad con los requisitos reglamentariamente establecidos. _x000D_ _x000D_ "En el período 2014-2020 se ha eliminado el PO FEDER plurirregional de Asistencia Técnica, siguiendo las recomendaciones del documento Position Paper de la Comisión. Esto conduce a que en el Eje 13 de los PO plurirregionales, se incluyan cuatro tipos de acciones: " Acciones específicas para apoyar el desarrollo del propio programa llevadas a cabo por la DGFE y los Organismos Intermedios. " Acciones transversales, no directamente vinculadas al Programa. Estas acciones tienen su origen en las funciones de las Autoridades de Gestión y de Certificación, únicas para todos los Programas del FEDER en España (plurirregionales y regionales) así como las actuaciones de las Redes Temáticas y de otros organismos de la AGE que intervienen en las actividades del FEDER de carácter horizontal. " Acciones de organismos de la AGE en relación con la gestión del FEDER en los P.O. Regionales en que interviene la Administración General del Estado. " Acciones desarrolladas por organismos de cualquiera de las Administraciones Públicas que tengan un interés general para las actividades del FEDER en España." (Spanish)

The concept of "Technical Assistance" is based on Article 50 of Regulation (EU) No. 1303/2013 which establishes the common provisions for all EIE Funds. The objective of the Technical Assistance is to guarantee the necessary conditions for the correct implementation of the Association Agreement and the Operational Programs, its implementation, monitoring and evaluation, management and control, as well as the functioning of the coordination structures necessary for effective development of them. It is, therefore, an instrumental axis that supports the development of the different functions contained in the cycle of implementation of the funds, in accordance with the requirements established by regulation._x000D_ _x000D_ "In the 2014-2020 period, the multi-regional Technical Assistance ERDF PO has been eliminated, following the recommendations of the Commission's Position Paper. This leads to the Axis 13 of the multi-regional POs, including four types of actions: o Specific actions to support the development of the program itself carried out by the DGFE and the Intermediate Organizations. o Transversal actions, not directly linked to the Program. These actions have their origin in the functions of the Management and Certification Authorities, unique to all the ERDF Programs in Spain (multi-regional and regional) as well as the actions of the Thematic Networks and other AGE agencies involved in the ERDF activities of a horizontal nature. o Actions of AGE agencies in relation to the management of the ERDF in the P.O. Regional in which the General State Administration intervenes. o Actions developed by organizations of any of the Public Administrations that have a general interest for the activities of the ERDF in Spain.
