Obiectivul general al proiectului il reprezinta facilitarea accesului la procesul de invatamant în mediul on-line în contextul pandemiei de SARS-CoV-2 prin dotarea scolilor din comuna LUNGANI cu echipamente mobile din domeniul tehnologiei informației de tipul tabletelor școlare, precum și a altor echipamente/dispozitive electronice necesare desfășurării activității didactice în mediul on-line în bune condiții în anul școlar 2020-2021. Proiectul vizeaza crearea premiselor tehnice de functionare a procesului de invatamant in situatia in care o parte din elevi sau toti trebuie sa urmareasca desfasurarea orelor de acasa. De asemenea, proiectul contribuie la indicatorul de rezultat al programului: nr. utilizatori de servicii și aplicații digitale prin dotarea claselor din unitatea/unitățile de învățământ preuniversitar cu echipamente/dispozitive IT performante. Totodata, proiectul are drept scop contributia la creşterea rezilienţei sistemelor de învăţământ – sisteme care să fie mai flexibile, complet dedicate tuturor elevilor, sisteme care educă printr-o varietate de modalităţi/metode şi tehnologii care sa fie mai bine echipate pentru a face faţă unor posibile crize. Atat obiectivul general cat si cele specifice ale proiectului contribuie la realizarea obiectivului 2.3 al POC, „Creșterea gradului de utilizare a Internetului”. Instrumentele TIC susţin procesul de învăţare si totodata sunt cele mai reprezentative pentru susţinerea dezvoltării în vederea absolvirii claselor şi pentru pregătirea continua a elevilor, dar şi pentru facilitarea incluziunii digitale. O astfel de abordare este perfect sincronizată cu strategia de dezvoltare economică bazată pe specializarea inteligentă care implică o abordare a dezvoltării economice şi inovaţiei în concordanţă cu specificitatea zonei care ar putea fi dezvoltata. Prezentul proiect, prin scopul sau va crea un mediu integrat pentru a raspunde nevoilor specifice utilizarii sustinute si coerente a comunicatiei multi-media ca resursa critica pentru procesul educational modern si astfel se vor pune bazele unor modele de invatamant mai flexible care vor facilita procesul de invatare. Este un proiect fezabil, cu o durata totala estimata de realizare (din momentul initierii demersurilor de realizare a Cererii de Finantare pana la finalizarea implementarii proiectului) de 12 luni, acesta urmand a fi finalizat pana la 31.08.2021. Valoarea estimata a proiectului este de 1.847.068,44 lei (inclusiv TVA), din care 1.761.786,95 lei reprezinta asistenta financiara nerambursabila ceruta, diferenta reprezentand contributia de la bugetul local (35.954,84 lei – contributia de 2% la costurile eligibile si 49.326,65 lei - costurile neeligibile). De altfel, din punctul de vedere al resurselor financiare situatia este una pozitiva, deoarece comuna LUNGANI are aprobat, prin H.C.L. 33/23.10.2020 prin care la art. 5 se prevede expres demararea procedurilor de includere in buget. The general objective of the project is to facilitate access to the educational process in the online environment in the context of the SARS-CoV-2 pandemic by equipping schools in Lungani commune with mobile equipment in the field of information technology such as school tablets, as well as other electronic equipment/devices needed to carry out the teaching activity in the online environment in good conditions in the school year 2020-2021. The project aims to create the technical prerequisites for the functioning of the education process in the situation where some or all of the students have to follow home classes. The project also contributes to the programme result indicator: No. users of digital services and applications by equipping classes in the pre-university educational unit(s) with high-performance IT equipment/devices. At the same time, the project aims to contribute to increasing the resilience of education systems – systems that are more flexible, fully dedicated to all students, systems that educate through a variety of ways/methods and technologies that are better equipped to cope with possible crises. Both the general and the specific objectives of the project contribute to the achievement of objective 2.3 of the POC, “Increasing the use of the Internet”. ICT tools support the learning process and are also the most representative for supporting the development of classroom graduation and continuous preparation of students, but also for facilitating digital inclusion. Such an approach is perfectly synchronised with the economic development strategy based on smart specialisation that involves an approach to economic development and innovation in line with the specificity of the area that could be developed. This project, through its purpose, will create an integrated environment to meet the specific needs of the sustained and coherent use of multi-media communication as a critical resource for the modern educational process and thus will lay the foundations for more flexible education models that will facilitate the learning process. It is a feasible project, with an estimated total duration of implementation (from the moment of initiating the implementation of the Financing Application until the completion of the project implementation) of 12 months, which will be completed by 31.08.2021. The estimated value of the project is 1,847,068.44 lei (including VAT), of which RON 1 761 786.95 represents the requested non-refundable financial assistance, the difference representing the contribution from the local budget (35.954,84 lei – 2 % contribution to eligible costs and RON 49 326.65 – ineligible costs). Moreover, from the point of view of financial resources, the situation is positive, because Lungani commune has approved, by H.C.L. 33/23.10.2020, which expressly provides for the start of the procedures for budgeting in Article 5.
