Conform Planului de Dezvoltare Regionala 2014-2020 al Regiunii Sud-Est, conform Prioritatii de dezvoltare urbana durabila integrata, in Domeniul de interventii 2 – Cresterea eficientei energetice a cladirilor din sectorul public, in perioada 2014-2020 investitiile se vor concentra cu precadere spre reabilitarea si modernizarea termica a cladirilor existente si a cladirilor noi, din sectorul public; crearea, extinderea, retehnologizarea infrastructurii pentru incalzirea si prepararea apei calde menajere, producerea si distribuirea energiei, prin folosirea oricaror forme de energie regenerabila; contorizarea utilitatilor la nivelul cladirilor, imbunatatirea sistemului de iluminat, inclusiv prin utilizarea tehnologiei LED si de control a luminii, inclusiv prin utilizarea sistemelor de iluminat cu panouri fotovoltaice. De asemenea, conform Strategiei de Dezvoltare Locală a Municipiului Medgidia unul din obiectivele domeniului Infrastructură, servicii publice locale si mediu il reprezinta Reabilitarea termică a institutiilor publice si a blocurilor de locuinte, care sa asigure imbunatatirea calitatii factorilor de mediu si a eficientei energetice. Prezentul proiect, prin obiectul general, isi propune sa contribuie la rezolvarea problemelor identificate in documentele programatice. Obiectivul general al proiectului „ Reabilitare termica si energetica a constructiei denumita Pavilion Administrativ–Detasamentul de Pompieri Medgidia” il constituie cresterea eficientei energetice prin economia de energie folosita, reducerea poluarii si scaderea consumurilor. Proiectul de investitii se incadreaza in investitiile preconizate a fi implementate prin Programul Operational Regional 2014-2020, vizand in mod direct obiectivul specific al Axei prioritare 3: Sprijinirea tranzitiei catre o economie cu emisii scazute de carbon, Prioritatiea de investitii 3.1: Sprijinirea eficientei energetice, a gestionarii inteligente a energiei si a utilizarii energiei din surse regenerabile in infrastructurile publice, inclusiv in cladirile publice, si in sectorul locuintelor, Operatiunea B Cladiri publice, respectiv obiectivul specific: „Cresterea eficientei energetice in cladirile rezidentiale, cladirile publice si sistemele de iluminat public, indeosebi a celor care inregistreaza consumuri energetice mari”. Asigurarea cresterii durabile printr-o utilizare mai eficienta si mai ecologica a resurselor reprezinta unul din obiectivele asumate, pe termen lung, la nivel european, prin Strategia Europa 2020, Romania in calitate de stat membru al UE fiind obligata sa-si atinga tintele nationale asumate, inclusiv pe cele care vizeaza eficienta energetica pentru care s-a propus realizarea unei economii de energie primara de 10 milioane tep la nivelul anului 2020 ceea ce reprezinta o reducere a consumului de energie primara prognozat (52,99 milioane tep) prin modelul PRIMES 2007 pentru scenariul realist de 19%. According to the Regional Development Plan 2014-2020 of the South-East Region, according to the priority of integrated sustainable urban development, in Area of Interventions 2 – Increasing the energy efficiency of public sector buildings, in the period 2014-2020 the investments will focus mainly on the rehabilitation and thermal modernisation of existing buildings and new public sector buildings; creating, expanding, retrofitting infrastructure for heating and preparing domestic hot water, producing and distributing energy, by using any forms of renewable energy; metering utilities at building level, improving the lighting system, including using LED and light control technology, including the use of photovoltaic panels lighting systems. Also, according to the Local Development Strategy of Medgidia, one of the objectives of the field of Infrastructure, local public services and environment is the thermal rehabilitation of public institutions and housing blocks, to ensure the improvement of the quality of environmental factors and energy efficiency. This project, through its general object, aims to contribute to solving the problems identified in the programmatic documents. The general objective of the project "Thermal and Energy Rehabilitation of the Construction "Administrative Pavilion – Medgidia Fire Detachment" is to increase energy efficiency by saving the energy used, reducing pollution and decreasing consumption. The investment project falls within the investments expected to be implemented through the Regional Operational Programme 2014-2020, directly targeting the specific objective of Priority Axis 3: Supporting the transition towards a low carbon economy, Investment Priority 3.1: Supporting energy efficiency, smart energy management and renewable energy use in public infrastructure, including public buildings, and housing sector, Operation B Public Buildings, namely the specific objective: “Increasing energy efficiency in residential buildings, public buildings and public lighting systems, especially those who record high energy consumption”. Ensuring sustainable growth through a more efficient and environmentally friendly use of resources is one of the long-term goals assumed at European level, through the Europe 2020 Strategy, Romania as an EU Member State being obliged to reach its national targets, including those aiming at energy efficiency for which it was proposed to achieve a primary energy saving of 10 million toe in 2020 which represents a projected reduction in primary energy consumption (52.99 million toe) through PRIMES 2007 model for the realistic 19 % scenario.
