Proiectul este depus in cadrul Programului Operational Capacitatea Administrativa, Componenta 1 CP2/2017 - Cresterea capacitatii ONG-urilor si a partenerilor sociali de a formula politici publice alternative, Axa prioritara 1 Administratie publica si sistem judiciar eficiente, Operatiunea Dezvoltarea si introducerea de sisteme si standarde comune in administratia publica ce optimizeaza procesele decizionale orientate catre cetateni si mediul de afaceri in concordanta cu SCAP. OG: Cresterea capacitatii ONG-urilor si partenerilor sociali de a formula propuneri alternative la politicile publice initiate de Guvern in vederea simplificarii legislatiei aferente domeniului educational si integrarea principiilor orizontale si a temelor secundare in filozofia interventiilor in acest sector cu focus pe utilizarea noilor tehnologii prin instruirea a 160 de de persoane din 40 de ONG-uri si parteneri sociali care activeaza in domeniul educatiei si noilor tehnologii si implicarea a 60 de persoane din 10 ONG-uri, parteneri sociali si autoritati centrale relevante pentru educatie in formularea si promovarea PPA, timp de 16 luni. OG raspunde astfel nevoilor identificate de parteneri in sectiunea „Justificare” si „Grup tinta”: a) nevoia de integrare a noilor tehnologii in educatie pentru asigurarea accesului egal la educatie tuturor cetatenilor Romaniei; b) nevoia de a opri deteriorarea continua a dialogului civic si social in probleme ce tin de reforma educatiei si adoptarea politicilor publice fara consultare cu societatea civila. DESCRIEREA OBIECTIVULUI GENERAL OG raspunde a) nevoii de integrare a noilor tehnologii in educatie pentru asigurarea accesului egal la educatie tuturor cetatenilor Romaniei astfel: - Elaborarea, promovarea si acceptarea in cadrul unei campanii de advocacy a unei propuneri alternative la politicile publice initiate de Guvern privind integrarea noilor tehnologii in educatie pentru asigurarea accesului egal la educatie tuturor cetatenilor Romaniei fundamentata pe baza unei ample cercetari calitative privind procedurile birocratice si rolul mediului de afaceri si al societatii civile (ONG-uri si parteneri sociali) in procesul de simplificare a legislatiei din domeniul educatiei coroborata cu un studiu comparativ la nivel european pentru identificarea bunelor practici si a potentialului acestora de replicare in Romania; - Participarea a 60 de GT din minim 10 ONG-uri, parteneri sociali si autoritati centrale relevante pentru educatie in formularea si promovarea PPA vizata de proiect; - Participarea la campania de advocacy pentru promovarea si acceptarea PP vizata de proiect a 15 persoane din GT reprezentanti ai autoritatilor publice centrale cu rol relevant in acceptarea PPP; - Abordarea principiilor orizontale in toate activitatile cu GT. OG raspunde b) nevoii de a opri deteriorarea continua a dialogului civic si social in probleme ce tin de reforma educatiei si adoptarea politicilor publice fara consultare cu societat (Romanian)

The project is submitted within the Operational Programme Administrative Capacity, Component 1 CP2/2017 – Increasing the capacity of NGOs and social partners to formulate alternative public policies, Priority Axis 1 Public Administration and efficient judiciary, Operation Development and the introduction of common systems and standards in public administration that optimise the decision-making processes oriented towards citizens and the business environment in accordance with SCAP. OG: Increasing the capacity of NGOs and social partners to formulate alternative proposals to public policies initiated by the Government in order to simplify the legislation related to the educational field and to integrate horizontal principles and secondary themes into the philosophy of interventions in this sector with a focus on the use of new technologies by training 160 people in 40 NGOs and social partners working in the field of education and new technologies and involving 60 people from 10 NGOs, social partners and central authorities relevant for education in formulating and promoting ASF, for 16 months. The GO thus responds to the needs identified by the partners in the section “Justice” and “Target Group”: a) the need to integrate new technologies in education to ensure equal access to education for all Romanian citizens; B) the need to stop the continuous deterioration of civic and social dialogue on issues related to education reform and the adoption of public policies without consultation with civil society. Description OF THE OG GENERAL OBJECTIVE responds a) the need to integrate new technologies in education in order to ensure equal access to education for all Romanian citizens as follows: — Elaboration, promotion and acceptance in an advocacy campaign of an alternative proposal to public policies initiated by the Government on the integration of new technologies in education to ensure equal access to education for all Romanian citizens based on extensive qualitative research on bureaucratic procedures and the role of business environment and civil society (NGOs and social partners) in the process of simplifying the education legislation in conjunction with a comparative study at European level to identify good practices and their potential for replication in Romania; — The participation of 60 GT from at least 10 NGOs, social partners and central authorities relevant for education in formulating and promoting ASF targeted by the project; Participation in the advocacy campaign for the promotion and acceptance of PP targeted by the project of 15 persons from GT representatives of central public authorities with a relevant role in accepting PPPs; — Approaching horizontal principles in all activities with GT. The GO responds b) the need to stop the continuous deterioration of civic and social dialogue on issues related to education reform and the adoption of public policies without consultation with the society (English)
