    OBIECTIVUL GENERAL al proiectului il reprezinta asigurarea unei rate crescute de participare a 120 de elevi teritoriul ITI Delta Dunarii din cadrul - ŞCOALA PROFESIONALĂ “DANUBIUS” TULCEA; Liceul Tehnologic “Mihai Viteazul”, la programe de invatare la locul de munca pe o perioada de 24 de luni, cu accent pe sectoarele economice cu potential competitiv identificate conform SNC si din domeniile de specializare inteligenta conform SNCDI. Pe termen lung, se vor crea astfel oportunitati sporite de integrare in munca a celor 120 de elevi teritoriul ITI Delta Dunarii, prin formarea si dezvoltarea de competente profesionale si transversale. Astfel, proiectul contribuie la realizarea obiectivului general al POCU. Proiectul genereaza un efect pozitiv pe termen lung, prin armonizarea studiilor teoretice cu cerintele pietei muncii, contribuind astfel la cresterea sanselor de incadrare pe piata muncii a viitorilor absolventi. Prin obiectivul general al proiectului se urmareste ca 120 de elevi teritoriul ITI Delta Dunarii sa beneficieze de sprijin pentru participarea la programe de educatie/FP. Ideea de baza a proiectului este: „Daca vrei sa construiesti un vapor, sa nu incepi prin a-i trimite pe oameni dupa lemne, cuie, unelte, sfori si alte materiale. Invata-i intai sa tanjeasca dupa marea indepartata, nesfarsita.” Strategia POCU urmareste integrarea nevoilor de dezvoltare a resurselor umane in ansamblul programelor si politicilor publice ale Romaniei, ca SM al UE si are in vedere valorizarea capitalului uman, ca resursa pentru o dezvoltare sustenabila in viitor. Performantele Romaniei in domeniul educatiei raman nesatisfacatoare, inregistrand rezultate sub mediile europene in invatamantul obligatoriu avand rate ridicate de nefrecventare a invatamantului obligatoriu si a abandonului scolar, in special in randul categoriilor vulnerabile, o participare scazuta la invatamantul tertiar si la IPV, fiind caracterizat de necorelare cu nevoile pietei muncii. Performantele reduse ale sistemului de educatie includ numeroase cauze, precum: resurse financiare reduse alocate acestui domeniu (2.386 euro/elev, comparativ cu 6.504 euro/elev la nivel UE27), infrastructura slab dezvoltata, metode de predare/invatare/evaluare neadecvate unei mai bune adaptari pe piata muncii, legatura deficitara intre mediul de afaceri si sistemul de educatie si formare, dar si ciclul vicios creat de existenta unei cereri pe piata orientata catre sectoarele cu valoare adaugata scazuta. Una din principalele cauze ale abandonului scolar si neinscrierii in sistemul de educatie este lipsa resurselor financiare. O alta cauza este disponibilitatea limitata a programelor de tip SDS sau de tip ADS pentru elevii cu risc de abandon scolar, dar si sistemul inadecvat de facilitare si stimulare a reintoarcerii la scoala. Discriminarea, persistenta fenomenului de segregare in scoli, mai ales pe criteriu etnic (romi) si lipsa unor programe adecvate de sprijin material, dar si pentru sustinerea cu (Romanian)

    The GENERAL objective of the project is to ensure an increased participation rate of 120 students of the Danube Delta ITI territory within the “DANUBIUS” PROFESSIONAL Şcoala TULCEA; Technological High School “Mihai Viteazul” at work-based learning programs for a period of 24 months, focusing on economic sectors with competitive potential identified according to SNC and in the fields of intelligent specialisation according to SNCDI. In the long term, it will create increased opportunities to integrate the 120 students into the work of the Danube Delta ITI territory, through the training and development of professional and transversal skills. Thus, the project contributes to the overall objective of POCU. The project generates a long-term positive effect, by harmonising theoretical studies with labour market requirements, thus contributing to increasing the chances of future graduates in the labour market. The general objective of the project is aimed at 120 students of the Danube Delta ITI territory to receive support for participation in education/FP programs. The basic idea of the project is: “If you want to build a ship, don't start by sending people for wood, nails, tools, strings and other materials. The POCU strategy aims to integrate the human resources development needs into the whole of Romania’s public policies and programs, as an EU MS and considers the value of human capital as a resource for sustainable development in the future. Romania’s performance in the field of education remains unsatisfactory, with results below the European environments in compulsory education with high rates of non-frequency of compulsory education and school drop-out, especially among vulnerable groups, low participation in third-party education and IPV, being characterised by a mismatch with the needs of the labour market. The poor performance of the education system includes many causes, such as: reduced financial resources allocated to this field (EUR 2,386/student, compared to EUR 6.504/student at EU27 level), poorly developed infrastructure, methods of teaching/learning/evaluation not suitable for better adaptation on the labour market, poor link between business environment and education and training system, but also the vicious cycle created by the existence of market demand oriented towards low value added sectors. One of the main causes of school abandonment and non-enrolment in the education system is the lack of financial resources. Another cause is the limited availability of SDS or ADS programs for students at risk of school dropout, but also the inadequate system to facilitate and stimulate return to school.
