Projekta mērķis ir palielināt privāto investīciju apjomu reģionā, veicot ieguldījumus komercdarbības attīstībai, atbilstoši Rēzeknes pilsētas domes attīstības programmā noteiktajai teritoriju ekonomiskajai specializācijai un balstoties uz komersantu vajadzībām.Projekta ietvaros plānots pārbūvēt Viļakas ielas posmu no Rēzeknes pilsētas robežas līdz Atbrīvošanas alejai 714,63 m garumā. Ielas posmā izbūvējot 7,00 m platu brauktuvi ar 3,5 m platām braukšanas joslām, veloceliņu (662,60m) un gājēju ietvi (513,85 m un 665,35 m). Ielas kreisajā pusē visā ielas garumā gājēju ietvi kopā ar veloceliņu 3,10 m platumā, labajā pusē gājēju ietvi 2,00 m platumā. Ietves platums kopā ar veloceliņu plānots 3,10 m, maksimāli veidojot viena platuma gājēju pārvietošanās koridoru. Ietvei veidosies mainīgs platums, lai nešķērsotu blakus esošo privātīpašumu robežas, un standartizētu autobusu pieturvietu platformu, kā arī pēc iespējas vairāk tiktu saglabāti esošie koki un citi apstādījumi. Projekta ietvaros plānots veikt kompleksu inženierkomunikāciju rekonstrukciju.Projektā plānoto darbību rezultātā tiks atbalstīti 4 komersanti, radītas 25 jaunas darba vietas un piesaistītas papildus nefinanšu investīcijas 1 289 553.00 EUR apmērā.Projekta īstenošanas laiks ir 15 mēneši.Projekta kopējās izmaksas ir 1 311 599.33 EUR, t.sk.1 225 839.24 EUR attiecināmās izmaksas, kuras tiek finansētas ar sekojošiem finanšu avotiem:ERAF 1 041 963.35 EUR, kas sastāda 85% no kopējā budžeta; Valsts budžeta dotācija 45968.97 EUR (3,75%);Pašvaldības finansējums 137906.92 EUR (11,25%). The aim of the project is to increase the amount of private investments in the region by investing for commercial development, in accordance with the economic specialisation of the territories defined in the development programme of Rezekne City Council and based on the needs of merchants. Construction of a carriageway 7.00 m wide with 3.5 m wide lanes, bicycle path (662.60 m) and footpath (513.85 m and 665.35 m) at the section of the street. On the left side of the street, all along the street side footpath together with a bicycle path in width of 3.10 m, on the right side footpath in width of 2.00 m. The width of the pavement together with the cycle path is planned to be 3.10 m, creating a maximum of one width of pedestrian movement corridor. The pavement will form a variable width so as not to cross the boundaries of adjacent private property and to standardise the bus stop platform, as well as to keep existing trees and other greenery as much as possible. Within the framework of the project it is planned to reconstruct complex engineering communications.The project’s planned activities will result in 4 merchants, 25 new jobs created and additional non-financial investments attracted in the amount of EUR 1289553.00.The duration of the project is 15 months.The total cost of the project is EUR 1311599.33, incl. EUR 1 225839.24 eligible costs, which are financed by the following financial sources:ERAF EUR 1041963.35, which is 85 % of the total budget; State budget grant EUR 45968.97 (3.75 %); Local Government funding EUR 137906.92 (11.25 %).
