Projektets mål är dels att bygga ut den informationstekniska infrastrukturen i och mellan kommunerna och dess orter i regionen för ökad tillgänglighet och säkerhet, dels att bygga en infrastruktur främst till de små och medelstora företagen men även till myndigheter och organisationer för att därmed stimulera en ökad anslutning till bredband. Infrastrukturen ger: -Berörda kommuner ortsammanbindande nät. -Företag möjlig tillgång till 100 Mbit/s i linje med 2020-målet. Och därmed möjliggöra att det år 2020 ska finnas möjlighet för alla fasta offentliga arbetsställen inom de ortsammanbindande sträckorna att ha tillgång till bredband om minst 100 Mbit/s. Projektet genererar främst följande resultat: - Möjliggör att det år 2020 ska finnas ett öppet, robust och operatörsneutralt nät mellan och inom berörda kommuner i länet. - Det ortsammanbindande nätet kopplas ihop med de befintliga näten i Jämtland, Västernorrland och landet i övrigt. - Utbyggnaden av bredband har skett på prioriterade platser. - Operatörer och tjänsteleverantörer möjlighet att leverera trådbundna och trådlösa tjänster till nya områden. - Åtkomst till en större arbetsmarknad från orter där de boende i dag är utestängda från denna på grund av undermålig IT-kommunikation. - Kommunikationsmöjligheter mellan fler orter i kommunerna samt stärka och säkra befintliga samarbetsmöjligheter. - En möjlig plattform för kulturella tjänster på landsbygden, exempelvis livesända teateruppsättningar eller operakonserter. Respektive kommun äger efter projekttiden de nät som byggs inom kommunen. Efter en revidering av de sökta sträckorna (se ansökan) utifrån offentliga samrådet sommaren 2015, är nedan beskrivna sträckor aktuella i denna ansökan. Revidering av budgeten har också gjort med hänsyn till detta (se vidare i budgeten). The goal of the project is partly to expand the information technology infrastructure in and between the municipalities and its locations in the region for increased accessibility and security, partly to build an infrastructure primarily to the small and medium-sized enterprises, but also to authorities and organisations to stimulate an increased connection to broadband. The infrastructure provides: —Influencing municipalities’ local network. —Companies possible access to 100 Mbit/s in line with the 2020 target. In this way, it will be possible for all fixed public establishments within the localised distances to have access to broadband of at least 100 Mbps by 2020. The project mainly generates the following results: — Enables that by 2020 there will be an open, robust and operator-neutral network between and within the municipalities concerned in the county. — The local network is connected to the existing networks in Jämtland, Västernorrland and the rest of the country. — The expansion of broadband has taken place in prioritised locations. — Operators and service providers the ability to deliver wired and wireless services to new areas. — Access to a larger labour market from locations where residents today are excluded from this due to poor IT communication. — communication opportunities between more municipalities and strengthen and secure existing opportunities for cooperation. — A possible platform for cultural services in rural areas, such as live theatre productions or opera concerts. After the project period, each municipality owns the networks that are being built within the municipality. After a revision of the routes applied for (see application) based on the public consultation in summer 2015, the routes described below are relevant in this application. The revision of the budget has also taken into account this (see further in the budget).
