A operação surge da necessidade de assegurar a proteção de pessoas e bens, através de intervenções subsequentes de consolidação estrutural, devido ao perigo de queda de blocos e possíveis movimentos de massas, relativamente a uma encosta de morfologia muito acidentada, com o agravamento da mesma ter sido atingida pelos incêndios que fustigaram a Cidade do Funchal entre 8 e 11 de agosto de 2016, que condicionaram ainda mais essa área.
