Η Πράξη αφορά έργα για την προστασία της παραλίας του Αγίου Ανδρέα της Δημοτικής Ενότητας Αίπειας του Δήμου Μεσσήνης σε μήκος ακτογραμμής 2,0km περίπου που θα κατασκευασθούν εκατέρωθεν του ομώνυμου λιμενίσκου. Στη συγκεκριμένη περιοχή υπάρχει πρόβλημα διάβρωσης πριν από την κατασκευή του λιμενίσκου, το οποίο έγινε εντονότερο μετά την κατασκευή του προσήνεμου μόλου τη δεκαετία του 1950. Μετά και την ολοκλήρωση των έργων βελτίωσης του λιμενίσκου το 2002, εξακολουθεί να υφίσταται το πρόβλημα της διάβρωσης. Στο βόρειο τμήμα παρατηρείται έντονο το φαινόμενο της διάβρωσης και ιδιαίτερα στα βόρεια του λιμενίσκου και σε μήκος περίπου 250 μέτρων. Στο υπόλοιπο τμήμα της ακτής, προς τα βόρεια, η διάβρωση προχωρά με πιο αργούς ρυθμούς. Στη νότια περιοχή παρουσιάζεται έντονο το φαινόμενο της διάβρωσης προ της εκβολής του ρέματος Έπη σε μήκος 300 μέτρων προς τα βόρεια. Στο υπόλοιπο τμήμα της ακτής και προς το λιμενίσκο παρατηρείται μικρή απόθεση ιζήματος. Η μείωση του εύρους της ακτής θέτει σε κίνδυνο τις παραλιακές ιδιοκτησίες, στις οποίες παρατηρούνται πλημμύρες σε περιόδους έντονης θαλασσοταραχής. Η διαχρονική εξέλιξη του φαινομένου έχει μελετηθεί και τα έργα που προτείνεται να κατασκευασθούν είναι:- Ένας Προβόλος Π1 στο βόρειο τμήμα της περιοχής- Τρεις ύφαλοι κυματοθραύστες ΥΚ1, ΥΚ2 και ΥΚ3 (κάτω από την επιφάνεια της θάλασσας) παράλληλα στην ακτή - Ένας Προβόλος Π2 στο νότιο τμήμα της περιοχής, στη ρίζα του υπήνεμου μώλου ταυ λιμενίσκου) - Ενίσχυση του υφιστάμενου υφάλου στο νότιο τμήμα. The Act concerns projects for the protection of the beach of Agios Andreas of the Municipal Unit of Apeia of the Municipality of Messina on a coastline of approximately 2.0 km that will be built on either side of the homonymous port. In this area there is a problem of erosion before the construction of the port, which became more pronounced after the construction of the wind pier in the 1950s. After the completion of the port improvement projects in 2002, the problem of erosion continues to arise. In the northern part, the phenomenon of erosion is intense, especially in the north of the port and at a length of about 250 meters. On the rest of the coast, to the north, erosion progresses slowly. In the southern region the phenomenon of erosion before the estuary of the Epi stream occurs at a length of 300 meters to the north. On the rest of the coast and towards the port there is a small deposition of sediment. The reduction in the coastline range endangers coastal properties, where floods occur during periods of intense sea turbulence. The timeless development of the phenomenon has been studied and the projects proposed to be constructed are:- A Provolos Π1 in the northern part of the area- Three reefs breakers YK1, YK2 and YK3 (under sea level) parallel to the coast – A Provolos Π2 in the southern part of the area, at the root of the subtle mole of the port) – Enhancement of the existing reef in the south.
