Projekt będzie polegał na budowie i udostępnieniu jednolitego systemu (składającego się z zestawu aplikacji) klasy EZD do kompleksowego, elektronicznego zarządzania dokumentacją z predefiniowanymi procesami charakterystycznymi dla administracji rządowej i budowie chmury, na której usługi tej aplikacji będą udostępniane jako SaaS. Aplikacja będzie udostępniana bezpłatnie: 1) EZD RP-on premise, jako produkt do instalacji na infrastrukturze podmiotu użytkującego – dla instytucji publicznych, przede wszystkim administracji rządowej, dla której dodatkowo dostępny będzie bezpłatny maintenance; 2) EZD RP-SaaS, jako zestawu usług dostępnych w modelu SaaS, realizowanych na specjalnie zbudowanej w ramach projektu infrastrukturze chmury rządowej PaaS – dla administracji rządowej. EZD RP umożliwi jednostkom administracji rządowej wykonywanie czynności kancelaryjnych, dokumentowanie przebiegu załatwiania i rozstrzygania spraw, gromadzenie i tworzenie dokumentacji w postaci elektronicznej. Infrastruktura chmury zostanie zlokalizowana w serwerowniach NASK (w przypadku EZD RP on premise – w serwerowniach urzędów), a miejsce użytkowania będzie rozproszone w urzędach administracji rządowej. System będzie spełniał współczesne wymagania wobec UX i UI, a także zapewniał maksymalną interoperacyjność, stając się integratorem systemów teleinformatycznych oraz procesów w urzędach. System zapewni reużywalność danych i umożliwienie użytkownikom systemu dostępu do rejestrów będących w posiadaniu administracji. Spodziewanym efektem realizacji projektu – wobec bezpłatnej dystrybucji aplikacji i przygotowania narzędzi migracji danych z innych systemów – będzie wytworzenie standardu de facto dla EZD w administracji rządowej i masowe wdrożenia systemu już po zakończeniu projektu. Grupą docelową, czyli ostatecznymi odbiorcami systemu EZD RP będzie administracja rządowa, ale pośrednio także klienci administracji tj. obywatele i przedsiębiorcy korzystający z e-usług publicznych. The project will consist of building and making available a single EZD-class system (consisting of a set of applications) for comprehensive electronic documentation management with predefined processes specific to government administration and cloud construction, where the services of this application will be made available as SaaS. The application will be made available free of charge: 1) EZD RP-on premise, as a product for installation on the infrastructure of the user – for public institutions, especially government administration, for which additional free maintenance will be available; 2) EZD RP-SaaS, as a set of services available in the SaaS model, carried out on a specially built government cloud infrastructure, PaaS – for government administration. The EZD of the Republic of Poland will enable government administration units to carry out legal activities, document the course of handling and settlement of cases, collect and create documentation in electronic form. The cloud infrastructure will be located in NASK server rooms (in the case of EZD RP on premise – in the server rooms of offices) and the place of use will be distributed in government administration offices. The system will meet modern requirements for UX and UI, as well as ensure maximum interoperability, becoming an integrator of ICT systems and processes in offices. The system will ensure reusability of data and enable system users to access the registers held by the administration. The expected outcome of the project – in view of the free distribution of applications and preparation of tools of data migration from other systems – will be the creation of a de facto standard for EZD in government administration and mass implementation of the system after the completion of the project. The target group, i.e. the final recipients of the Polish EZD system, will be government administration, but indirectly also clients of administration, i.e. citizens and entrepreneurs using public e-services.
