Hiánypótlás kiegészítés: 1.A fejlesztési célforrás felhasználás kerete az „Egyéb megyei szereplő számára elkülönített indikatív keretösszeg”. 2.Zöldmezős beruházás indoklása: Kaposmérőben nem áll az Önkormányzat rendelkezésére használaton kívül került iparterület, gazdasági vagy vasútterület , elhagyott katonai terület, ezért az ipari terület kialakíánytása csak zöldmezős beruházásként valósulhat meg. Kaposmérő Önkormányzata már 2015 évben felmérte a tulajdonában lévő potenciális helyszíneket. A választott terület a település megyeszékhelyhez közeli K-i oldalán , a 610. sz. főút és a vasút nyomvonala között fekszik,mely ipari terület céljára ideális, de más tevékenységekre csak korlátozottan használható. A választott terület (5,2 ha),mérete, felszíne , talaja optimális és 2 telek kivételével (ingatlan vásárlás a projekt része)az Önkormányzat tulajdonát képezi. 3.Kaposmérő Község Önkormányzata nyilatkozik, hogy a projektnek nincs előre látható klímakockázata. 4.A fejlesztetendő terület besorolás módosítása: A Képviselő-testület – az iparterületek fejlesztésére kiírt pályázat feltételrendszere miatt – módosítja a 45/2016. (IV. 05.) Kt. határozat 1. pontját oly módon, hogy az érintett területen a Gksz5 építési övezeti jelű kereskedelmi, szolgáltató gazdasági terület helyett egyéb ipari terület legyen nevesítve, de a rá vonatkozó építési övezeti paraméterek és egyéb szabályozási előírások ne változzanak. A 45/2016. (IV. 05.) Kt. határozat 1. pontjának tartalma egyebekben változatlan marad. 5.Elérhetőséget javító útfejlesztés besorolása:A projekt esetében a településről történő megközelítést szolgáló - egyértelműen az elérhetőséget javító- kerékpárút és híd építése(Kaposmérő Hrsz.041/24) és az Ipari terület 610.sz. főútról történő megközelítését szolgáló –és elérhetőségét javító - lehajtó(Kaposmérő Hrsz.046.) építése a Pályázati Felhívás 3.1.1. B) Iparterületek kialakítása, zöldmezős beruházás önállóan támogatható tevékenységbe sorolható. Ezen belül a) Az iparterület alap infrastruktúrájának kiépítése, kialakítása, közlekedőfelület kialakítása, telekhatáron kívüli infrastrukturális beruházás pontba illeszkedik. 6. Eszközbeszerzés indoklása:A projekt részeként a Kaposmérői Ipari terület működtetéséhez és a betelepülő vállalkozások számára nyújtott termelést és működést elősegítő szolgáltatási funkció teljesítéséhez eszközbeszerzés tervezett. A projekt révén létrejött Kaposmérői Ipari Terület területe kiterjed arra a területre, melyet a betelepülő vállalkozások majd bérbe vesznek (22 db telek) és a fejlesztéssel közvetlenül érintett szolgáltató épület(hrsz.041/21,041/22,041/23), utak, közmű nyomvonalak,parkolók területére. Az ipari terület működtetéséhez tartozik a bérbeadásra szánt telkek,a területen lévő árkok, utak karbantartása , üzemeltetése és a szolgáltató épület karbantartása és üzemeltetése. A Kaposmérői Ipari Terület szolgáltatásai: ipari terület bérbeadás, hűtő-tárolási és csomagolási szolgáltatások. A tárolási szolgáltatásokhoz szükséges a mérleg beszerzése a bejövő áru mennyiségének meghatározásához, a tároláshoz szükségesek a minőséget őrző és szabványméretű M10 és M30 rekeszek beszerzése , a tárolási helyre való mozgatáshoz a targonca és raklapemelő beszerzése. A tárolt áru nyilvántartásainak vezetéséhez és védelmére szükséges számítástechnikai eszközök beszerzése és biztonsági riasztó-kamera rendszer telepítése. A Higiénia megőrzésére takarítógép beszerzése szükséges. A csomagolási szolgáltatáshoz a sokrétű igények kielégítésére több féle csomagoló és tisztító gép beszerzése szükséges:multi csomagológép, címkéző, Loran csomagológép, Loran mosó gép, vákuum csomagoló gép,zöldség-gyümölcs koptató és tisztító gép, szeletelő-kockázó gép. Az Ipari Terület szolgáltatásaihoz megkülönböztetés mentes hozzáférés biztosított a felhasználók számára, az az ipari területre is megkülönböztetés mentes betelepülés biztosított a telkek bérbeadása révén. Ugyanakkor a tárolási szolgáltatás révén a minimalizált szállítási költségek és a kiváló alapanyag miatt várható az ipari területre élelmiszer feldolgozó vállalkozások betelepülése, melyek részére az Ipari terület hűtő-tárolási és csomagolási szolgáltatást nyújt, melyhez feltétlenül szükséges a tervezett eszközbeszerzés. A projekt szükségessége, indoklása: Kaposmérő virágzó település, ez köszönhető Kaposvár közelségének, a 610. sz. főútnak, mely áthalad a községen, részben a település vezetésének. Prukner Gábor 1990 óta polgármestere a településnek. Fiatalos lendülettel, határozott elképzelésekkel, kiváló munkatársakkal tevékenykedik a település fejlesztéséért, a gazdaság élénkítéséért a lakónépesség életminőségének javításáért, megtartásáért. Az Önkormányzat következetesen vállalkozásbarát. Az előző pályázati ciklusban minden lehetőséget megragadott a foglalkoztatási szint növeléséhez szükséges optimális helyi feltételek megteremtése terén. Justification de l’investissement sur le terrain: La municipalité ne dispose pas d’une zone industrielle, d’une zone économique ou ferroviaire ou d’une zone militaire abandonnée dans le Kaposmeter. Par conséquent, la construction de la zone industrielle ne peut être réalisée qu’en tant qu’investissement dans des zones nouvelles. La municipalité de Kaposmeter a déjà évalué les sites potentiels qu’elle possède en 2015. La zone choisie est située du côté K de la colonie, à proximité du siège du comté, entre la route principale no 610 et le chemin de fer, qui est idéal pour une zone industrielle, mais se limite à d’autres activités.
