W ramach projektu wsparcie udzielane będzie na realizację projektów dotyczących likwidacji „niskiej emisji” w Gminie Pułtusk. Podjęte działania skierowane będą na wymianę starych kotłów, pieców, urządzeń grzewczych wykorzystujących paliwa stałe na źródła ciepła spalające biomasę lub wykorzystujące paliwa gazowe. W ramach projektu nastąpi wymiana czynnika grzewczego (kotłów, pieców, urządzeń grzewczych) w gospodarstwach domowych. Dla wszystkich obiektów wykonano świadectwa energetyczne, które potwierdziły spełnienie minimalnych warunków energetycznych, tj; zapotrzebowanie budynku na nieodnawialną energię pierwotną do ogrzewania, wentylacji, chłodzenia, przygotowania ciepłej wody użytkowej oraz oświetlenia w przypadku domów jednorodzinnych nie przekracza 150 kWh/(m2 x rok), zaś dla domów wielorodzinnych nie przekracza wartości 135 kWh/(m2 x rok). W sumie projekt obejmie 103 gospodarstwa domowe i 1 budynek wielorodzinny. Projekty realizowany będzie na terenie gminy o przekroczonych dopuszczalnych i docelowych poziomach substancji w powietrzu – w szczególności pyłu zawieszonego PM 10 - Kryt. 3. Wnioskodawca planuje przygotowanie programu wsparcia dla najuboższych osób, które w wyniku realizacji projektu będą ponosić zwiększone koszty grzewcze lokalu związane z trwałą zmianą systemu ogrzewania - Kryt.8. Ponadto projekt realizowany jest na terenie miast średnich tracących funkcje społeczno-gospodarcze i ulegających depopulacji . As part of the project, support will be provided for the implementation of projects concerning the elimination of “low emissions” in the municipality of Pułtusk. The actions taken will be aimed at replacing old boilers, stoves, heating appliances using solid fuels with heat sources burning biomass or using gaseous fuels. The project will replace the heating medium (boilers, stoves, heating appliances) in households. Energy certificates have been carried out for all facilities, which have confirmed that the minimum energy conditions have been met, i.e. the building needs for non-renewable primary energy for heating, ventilation, cooling, domestic hot water preparation and lighting for single-family houses shall not exceed 150 kWh/(m² x year) and for multi-family houses shall not exceed 135 kWh/(m² x year). In total, the project will cover 103 households and 1 multi-family building. The projects will be carried out in the municipality with exceeded permissible and target levels of substances in the air – in particular particulate matter PM 10 – Kryt. 3. The applicant plans to prepare a support programme for the poorest people who, as a result of the implementation of the project, will bear the increased heating costs of the premises due to the permanent change of the heating system – Kryt.8. Dans le cadre du projet, un soutien sera apporté à la mise en œuvre de projets concernant l’élimination des «faibles émissions» dans la municipalité de Pułtusk. Les actions entreprises viseront à remplacer les anciennes chaudières, poêles et appareils de chauffage utilisant des combustibles solides par des sources de chaleur brûlant de la biomasse ou utilisant des combustibles gazeux. Le projet remplacera le milieu de chauffage (chaudières, poêles, appareils de chauffage) dans les ménages. Des certificats énergétiques ont été délivrés pour toutes les installations, ce qui a confirmé que les conditions énergétiques minimales étaient remplies, à savoir: les besoins en énergie primaire non renouvelable pour le chauffage, la ventilation, le refroidissement, la préparation de l’eau chaude domestique et l’éclairage pour les maisons unifamiliales ne doivent pas dépasser 150 kWh/(m² x an) et, pour les habitations multifamiliales, 135 kWh/(m² x an). Au total, le projet couvrira 103 ménages et 1 immeuble multifamilial. Les projets seront réalisés dans la municipalité avec des niveaux de substances dans l’air dépassés et cibles — en particulier les particules PM 10 — Kryt. 3. Le demandeur prévoit d’élaborer un programme d’aide aux personnes les plus pauvres qui, à la suite de la mise en œuvre du projet, supporteront l’augmentation des coûts de chauffage des locaux due au changement permanent du système de chauffage — Kryt.8. Im Rahmen des Projekts wird die Durchführung von Projekten zur Beseitigung von „niedrigen Emissionen“ in der Gemeinde Pułtusk unterstützt. Die ergriffenen Maßnahmen zielen darauf ab, alte Kessel, Öfen, Heizgeräte mit festen Brennstoffen durch Wärmequellen zu ersetzen, die Biomasse verbrennen oder gasförmige Brennstoffe verwenden. Das Projekt ersetzt das Heizmedium (Kessel, Öfen, Heizgeräte) in Haushalten. Energieausweise wurden für alle Anlagen durchgeführt, die bestätigt haben, dass die Mindestenergiebedingungen erfüllt sind, d. h. der Gebäudebedarf an nicht erneuerbaren Primärenergie für Heizung, Lüftung, Kühlung, Warmwasserbereitung und Beleuchtung für Einfamilienhäuser darf 150 kWh/(m² x Jahr) und für Mehrfamilienhäuser nicht mehr als 135 kWh/(m² x Jahr) betragen. Insgesamt umfasst das Projekt 103 Haushalte und 1 Mehrfamilienhaus. Die Projekte werden in der Gemeinde durchgeführt, wobei die zulässigen Grenzwerte und die Zielwerte von Stoffen in der Luft – insbesondere Feinstaub PM 10 – Kryt – überschritten werden. 3. Der Antragsteller plant die Ausarbeitung eines Unterstützungsprogramms für die ärmsten Menschen, die infolge der Durchführung des Projekts die erhöhten Heizkosten der Räumlichkeiten aufgrund des permanenten Wechsels des Heizsystems – Kryt.8 – tragen werden. Darüber hinaus wird das Projekt in mittelgroßen Städten durchgeführt, die sozioökonomische Funktionen verlieren und sich entvölkern. In het kader van het project zal steun worden verleend voor de uitvoering van projecten met betrekking tot de uitbanning van „lage emissies” in de gemeente Pułtusk. De genomen maatregelen zijn erop gericht oude ketels, kachels, verwarmingstoestellen die vaste brandstoffen gebruiken, te vervangen door warmtebronnen die biomassa verbranden of gasvormige brandstoffen gebruiken. Het project vervangt het verwarmingsmedium (ketels, kachels, verwarmingstoestellen) in huishoudens. Er zijn energiecertificaten uitgevoerd voor alle installaties, die hebben bevestigd dat aan de minimale energievoorwaarden is voldaan, d.w.z. de behoefte aan niet-hernieuwbare primaire energie voor verwarming, ventilatie, koeling, voorbereiding van warm water voor huishoudelijk gebruik en verlichting voor eengezinswoningen bedraagt niet meer dan 150 kWh/(m² x jaar) en voor meergezinswoningen niet meer dan 135 kWh/(m² x jaar). In totaal zal het project betrekking hebben op 103 huishoudens en 1 meergezinsgebouw. De projecten zullen worden uitgevoerd in de gemeente met overschrijdingen en streefwaarden van stoffen in de lucht — met name deeltjes PM 10 — Kryt. 3. De aanvrager is van plan een steunprogramma op te stellen voor de armste mensen die als gevolg van de uitvoering van het project de hogere verwarmingskosten van de gebouwen zullen dragen als gevolg van de permanente verandering van het verwarmingssysteem — Kryt.8. Nell'ambito del progetto sarà fornito un sostegno per l'attuazione di progetti relativi all'eliminazione delle "basse emissioni" nel comune di Pułtusk. Le azioni intraprese saranno volte a sostituire vecchie caldaie, stufe, apparecchi di riscaldamento che utilizzano combustibili solidi con fonti di calore che bruciano biomassa o che utilizzano combustibili gassosi. Il progetto sostituirà il mezzo di riscaldamento (caldaie, stufe, apparecchi di riscaldamento) nelle famiglie. Sono stati rilasciati certificati energetici per tutti gli impianti, che hanno confermato il rispetto delle condizioni minime di energia, vale a dire il fabbisogno immobiliare di energia primaria non rinnovabile per il riscaldamento, la ventilazione, il raffreddamento, la preparazione di acqua calda per uso domestico e l'illuminazione per le case unifamiliari non deve superare 150 kWh/(m² x anno) e per le case plurifamiliari non deve superare 135 kWh/(m² x anno). In totale, il progetto coprirà 103 famiglie e 1 edificio plurifamiliare. I progetti saranno realizzati nel comune con livelli superiori ammissibili e target di sostanze nell'aria — in particolare particolato PM 10 — Kryt. 3. Il richiedente prevede di preparare un programma di sostegno per le persone più povere che, a seguito dell'attuazione del progetto, sosterranno l'aumento dei costi di riscaldamento dei locali a causa del cambiamento permanente dell'impianto di riscaldamento — Kryt.8. Como parte del proyecto, se prestará apoyo a la ejecución de proyectos relativos a la eliminación de «bajas emisiones» en el municipio de Pułtusk. Las medidas adoptadas tendrán por objeto sustituir las calderas, estufas, aparatos de calefacción que utilicen combustibles sólidos por fuentes de calor que queman biomasa o que utilicen combustibles gaseosos. El proyecto sustituirá al medio de calefacción (calderas, estufas, aparatos de calefacción) en los hogares. Se han llevado a cabo certificados energéticos para todas las instalaciones, que han confirmado que se han cumplido las condiciones energéticas mínimas, es decir, las necesidades de energía primaria no renovable de los edificios para calefacción, ventilación, refrigeración, preparación de agua caliente sanitaria e iluminación para viviendas unifamiliares no superarán los 150 kWh/(m² x año) y las viviendas multifamiliares no superarán 135 kWh/(m² x año). En total, el proyecto abarcará 103 hogares y 1 edificio multifamiliar. Los proyectos se llevarán a cabo en el municipio con niveles superiores admisibles y objetivos de sustancias en el aire, en particular partículas PM 10 — Kryt. 3. El solicitante tiene previsto preparar un programa de apoyo a las personas más pobres que, como resultado de la ejecución del proyecto, sufragarán el aumento de los costes de calefacción de los locales debido al cambio permanente del sistema de calefacción — Kryt.8.
