    Seasonal fires in forests and bogs, dried grass burning in the Programme and project area are most defective emergencies during spring and summer as most of them are hard to reach and territories are quite big. High attendance of woods leads to numerous unregulated ignitions. Recreational zones and picturesque places located in project territory are factor of high danger. During spring and summer period the number of inhabitants and guests of the border territory increases to 4 times. Traditional historical type of dense wooden housing system in settlements and remote farms is a factor of increased fire danger. There are already examples of disconnections which result the huge fires and damage to nature and inhabitants. The institution of the volunteer rescue services have to be improved as the state fire service can´t be effective due to the long distances not only in high fire season. In cold winter risks of ignitions in old wooden houses with bad electric wiring are very high. The state services located in a long distance of in mainland, so volunteer rescue services (VRS) have to have good skills and equipment to localize and implement fire fighting activities before it comes out of the control. After administrative reforms in EE and RU transforming and improvement of common coordination of local rescue services (both the state and volunteer) are extremely needed. Preventive measures are always cheaper and more effective on local level. Overall Project objective is to improve living and leisure safety in RU-EE border area through complex of shared actions in risk management for forest and land fire protection. On administrative level project partners will improve mechanisms of local action to prevent or localize forest and land fires and protect inhabitants and territory from fires. Project foresees the complex of particular improvements of small municipal infrastructure for VRS. For a solution of problem of land and forest fires and dried grass burning it is planned to realize a complex of local preventive actions on both sides of border: - creation of the network from local voluntary fire-fighter teams for cooperation in Russia and Estonia; - creation the models for fire-fighting methods in different types or scenario (seasonal (hot summer and cold winter, woods, fields, settlements, islands etc.), updating the local thematic municipal programmes, improvement of local regulations and administrative acts (an example of Estonian party) regarding the voluntary fire teams, etc. to be used within the project territory and outside of it as a templates of showcases; - reduction of number of forestry connecting roads with main routes in timber-land as a good method for the control of the forests and reaction in emergency situations, the equipment of restrictions of road exits in woods, excavation or improvement of fire suppression ponds, plowing round settlements with bad ignition statistics, improvement of infrastructure for the firefighting facilities on the shore to provide operative reaction and localization of ignitions on the Narva river islands covered with woods and hard-to-reach remote territories and woods in Kirde-Eesti; - purchase of equipment for suppression and localization of the fires and ignitions, the modernization of mobile warning systems; creation of staff of public fire inspectors; - realization of a complex of public actions for prevention of the emergency situations and self-ignitions (the organization of information work with the population (stands, instructions in mass media, etc.) As a result of the project the number of uncontrolled huge forest and land fires will be decreased as well as damage to the inhabitants and nature. The measures to prevent or to localize the seasonal fires in municipalities will be improved and the particular municipal administrative instruments will be updated. The concrete “road maps” for different emergency situations will be elaborated, the public institutions as volunteer rescue teams and public fire inspectors will be integrated in to the improved governance practices in this sector in both countries. Scope of investment activities will be tested and performed during the project in both countries to improve the statistics of forest and land fires in the programme area. About 300 thousand of inhabitants will directly benefiting the project results in forest fire protection measures and additional 200-250 thousand of people from neighbouring municipalities and “summer inhabitants” from other parts of Estonia, Saint Petersburg and Leningrad region will also spent their vocational time in more fire safe territory. Project will benefit the whole programme area as any municipality will be able to use the templates and integrate it. (English)
