ОБЩИНА БОТЕВГРАД

Общата цел на настоящото проектно предложение е намаляване на количеството депонирани БО от членовете на РСУО – регион Ботевград, чрез осигуряване на допълнителен капацитет за предварително третиране на смесено събрани БО и за разделно събиране и рециклиране чрез компостиране на зелени и биоразградими отпадъци. В рамките на проекта се предвижда изготвяне, съгласуване и одобрение на инвестиционен проект и изпълнение на дейности по изграждане на инсталации за компостиране на зелени и биоразградими отпадъци и за предварително третиране на смесено събраните БО. Инсталациите ще бъдат разположени на терен, публична общинска собственост в местността „Темуша“. Капацитетът на инсталацията за компостиране е 2770 т/год. като е избран технологичен процес с аеробно разграждане в двустранно обслужваеми открити компостни купове без принудителна аерация. Каптацитетът на инсталацията за предварително третиране на смесени БО е до 9000 т/год, включваща сортиране и отделяне на рециклируемите фракции и модул за стабилизиране на подситовата фракция. Настоящото проектно предложение отчита нагласите на населението от общините – Ботевград, Правец, Етрополе, към разделното събиране на зелени и биоразградимите отпадъци, към употреба на компост от отпадъци, както и степента на осведоменост на населението за нуждите от осигуряване на необходимите количества зелени и биоразградими БО. За осигуряване на законосъобразното изпълнение на строителството ще бъдат изпълнени дейности по оценка на съответствието на инвестиционния проект и строителен надзор по време на строителството. За информиране на обществеността относно финансовия принос на ЕС за изпълнение на проекта ще бъдат изпълнени дейности за информация и комуникация. В резултат от изпълнението на проекта ще се намали въздействието върху околната среда, причинено от образуваните отпадъци, ще се подобри ефективността на използване на ресурсите и ще се стимулират инвестициите в областта на управление на отпадъците. The overall objective of this project proposal is to reduce the amount of BO landfilled by the members of the RSPO — Botevgrad region, by providing additional capacity for pre-treatment of mixed collected BOs and for separate collection and recycling through composting of green and biodegradable waste. The project envisages the preparation, coordination and approval of investment project and implementation of activities for the construction of installations for composting green and biodegradable waste and for the pre-treatment of mixed collected BOs. The installations will be located on a public municipal property in Temusha locality. The capacity of the composting plant is 2 770 t/year and aerobic digestion process has been selected in double-sided serviceable open compost clusters without forced aeration. The capacity of the pre-treatment plant for mixed BOs is up to 9000 tonnes/year, including sorting and separation of the recyclable fraction and a module for stabilising the saturated fraction. This project proposal takes into account the attitudes of the population from the municipalities — Botevgrad, Pravets, Etropole, towards the separate collection of green and biodegradable waste, towards the use of compost from waste, as well as the level of awareness of the population about the needs of providing the necessary quantities of green and biodegradable waste. To ensure the lawful execution of the construction will be carried out conformity assessment activities of the investment project and construction supervision during the construction. Information and communication activities will be implemented to inform the public about the EU contribution to the implementation of the project. The implementation of the project will reduce the environmental impact caused by the generated waste, improve resource efficiency and stimulate investment in waste management. (English)

L’objectif général de la présente proposition de projet est de réduire la quantité d’OGM mis en décharge par les membres de la région RSPO — Botevgrad, en fournissant des capacités supplémentaires pour le prétraitement des OB collectés en mélange et pour la collecte séparée et le recyclage par compostage des déchets verts et biodégradables. Le projet prévoit la préparation, la coordination et l’approbation du projet d’investissement et la mise en œuvre d’activités de construction d’installations de compostage de déchets verts et biodégradables et de prétraitement des OB collectés en mélange. Les installations seront situées sur une propriété municipale publique dans la localité de Temusha. La capacité de l’usine de compostage est de 2 770 t/an et le processus de digestion aérobie a été sélectionné dans des grappes de compost ouvert recto-verso sans aération forcée. La capacité de l’usine de prétraitement pour les BO mixtes est jusqu’à 9000 tonnes/an, y compris le tri et la séparation de la fraction recyclable et un module de stabilisation de la fraction saturée. Cette proposition de projet tient compte des attitudes de la population des municipalités — Botevgrad, Pravets, Etropole — vis-à-vis de la collecte séparée des déchets verts et biodégradables, de l’utilisation du compost issu des déchets, ainsi que du niveau de sensibilisation de la population aux besoins de fournir les quantités nécessaires de déchets verts et biodégradables. Afin d’assurer l’exécution légale de la construction, les activités d’évaluation de la conformité du projet d’investissement et de supervision de la construction seront réalisées pendant la construction. Des activités d’information et de communication seront mises en œuvre pour informer le public de la contribution de l’UE à la mise en œuvre du projet. La mise en œuvre du projet permettra de réduire l’impact environnemental causé par les déchets produits, d’améliorer l’utilisation efficace des ressources et de stimuler les investissements dans la gestion des déchets. Das übergeordnete Ziel dieses Projektvorschlags besteht darin, die von den Mitgliedern der RSPO-Region Botevgrad deponierte Menge an BO zu verringern, indem zusätzliche Kapazitäten für die Vorbehandlung gemischter Sammelbehälter und für die getrennte Sammlung und Verwertung durch Kompostierung grüner und biologisch abbaubarer Abfälle bereitgestellt werden. Das Projekt sieht die Vorbereitung, Koordinierung und Genehmigung von Investitionsvorhaben sowie die Durchführung von Maßnahmen für den Bau von Anlagen zur Kompostierung grüner und biologisch abbaubarer Abfälle sowie für die Vorbehandlung gemischter BOs vor. Die Anlagen befinden sich auf einem öffentlichen kommunalen Grundstück in Temusha. Die Kapazität der Kompostieranlage beträgt 2 770 t/Jahr und der aerobe Verdauungsprozess wurde in doppelseitig bedienbaren offenen Kompost-Clustern ohne Zwangsbelüftung ausgewählt. Die Kapazität der Vorbehandlungsanlage für gemischte BOs beträgt bis zu 9000 Tonnen/Jahr, einschließlich Sortierung und Trennung der recycelbaren Fraktion und eines Moduls zur Stabilisierung der gesättigten Fraktion. Dieser Projektvorschlag berücksichtigt die Haltung der Bevölkerung aus den Gemeinden Botevgrad, Pravets, Etropole, zur getrennten Sammlung grüner und biologisch abbaubarer Abfälle, zur Verwendung von Kompost aus Abfällen sowie dem Grad des Bewusstseins der Bevölkerung für den Bedarf an umweltverträglichen und biologisch abbaubaren Abfällen. De algemene doelstelling van dit projectvoorstel is het verminderen van de hoeveelheid BO die door de leden van de RSPO — Botevgrad-regio wordt gestort, door extra capaciteit te bieden voor de voorbehandeling van gemengde ingezamelde BO’s en voor gescheiden inzameling en recycling door compostering van groen en biologisch afbreekbaar afval. Het project voorziet in de voorbereiding, coördinatie en goedkeuring van investeringsprojecten en de uitvoering van activiteiten voor de bouw van installaties voor de compostering van groen en biologisch afbreekbaar afval en voor de voorbehandeling van gemengde ingezamelde BO’s. De installaties zullen zich bevinden op een openbaar gemeentelijk pand in Temusha. De capaciteit van de composteerinstallatie is 2 770 t/jaar en het aerobe vergistingsproces is geselecteerd in dubbelzijdige bruikbare open compostclusters zonder gedwongen beluchting. De capaciteit van de voorbehandelingsinstallatie voor gemengde BO’s bedraagt maximaal 9000 ton/jaar, inclusief sortering en scheiding van de recycleerbare fractie en een module voor het stabiliseren van de verzadigde fractie. In dit projectvoorstel wordt rekening gehouden met de houding van de bevolking van de gemeenten — Botevgrad, Pravets, Etropole — ten aanzien van de gescheiden inzameling van groen en biologisch afbreekbaar afval, ten opzichte van het gebruik van compost uit afval, en met het bewustzijn van de bevolking over de noodzaak om de nodige hoeveelheden groen en biologisch afbreekbaar afval te leveren. Om ervoor te zorgen dat de bouw rechtmatig wordt uitgevoerd, worden tijdens de bouw conformiteitsbeoordelingsactiviteiten van het investeringsproject en toezicht op de bouw uitgevoerd. Er zullen voorlichtings- en communicatieactiviteiten worden uitgevoerd om het publiek te informeren over de bijdrage van de EU aan de uitvoering van het project. De uitvoering van het project zal de milieueffecten van het geproduceerde afval verminderen, de hulpbronnenefficiëntie verbeteren en investeringen in afvalbeheer stimuleren. (Dutch)

L'obiettivo generale della presente proposta di progetto è ridurre la quantità di BO collocato in discarica dai membri della regione RSPO — Botevgrad, fornendo capacità aggiuntive per il pretrattamento dei BO raccolti misti e per la raccolta differenziata e il riciclaggio attraverso il compostaggio di rifiuti verdi e biodegradabili. Il progetto prevede la preparazione, il coordinamento e l'approvazione di progetti di investimento e l'attuazione di attività per la costruzione di impianti per il compostaggio di rifiuti verdi e biodegradabili e per il pretrattamento dei BO raccolti misti. Gli impianti saranno situati in una proprietà comunale pubblica in località Temusha. La capacità dell'impianto di compostaggio è di 2 770 t/anno e il processo di digestione aerobica è stato selezionato in cluster di compost aperti su due lati senza aerazione forzata. La capacità dell'impianto di pretrattamento per i BO misti è fino a 9000 tonnellate/anno, compresa la cernita e la separazione della frazione riciclabile e un modulo per stabilizzare la frazione satura. Questa proposta di progetto tiene conto dell'atteggiamento della popolazione dei comuni — Botevgrad, Pravets, Etropole, nei confronti della raccolta differenziata dei rifiuti verdi e biodegradabili, dell'uso del compost dei rifiuti, nonché del livello di consapevolezza della popolazione circa le esigenze di fornire le quantità necessarie di rifiuti verdi e biodegradabili. Per garantire l'esecuzione legale della costruzione saranno svolte attività di valutazione della conformità del progetto di investimento e supervisione della costruzione durante la costruzione. Saranno realizzate attività di informazione e comunicazione per informare il pubblico in merito al contributo dell'UE all'attuazione del progetto. L'attuazione del progetto ridurrà l'impatto ambientale causato dai rifiuti generati, migliorerà l'efficienza delle risorse e stimolerà gli investimenti nella gestione dei rifiuti. (Italian)

El proyecto prevé la preparación, coordinación y aprobación del proyecto de inversión y la realización de actividades para la construcción de instalaciones de compostaje de residuos verdes y biodegradables y para el tratamiento previo de juntas mixtas recogidas. Las instalaciones estarán ubicadas en una propiedad municipal pública en la localidad de Temusha. La capacidad de la planta de compostaje es de 2 770 t/año y se ha seleccionado el proceso de digestión aeróbica en racimos de compost abierto de doble cara sin aireación forzada. La capacidad de la planta de pretratamiento para los BO mezclados es de hasta 9000 toneladas/año, incluida la clasificación y separación de la fracción reciclable y un módulo para estabilizar la fracción saturada. Esta propuesta de proyecto tiene en cuenta las actitudes de la población de los municipios — Botevgrad, Pravets, Etropole, hacia la recogida selectiva de residuos verdes y biodegradables, hacia el uso de compost a partir de residuos, así como el nivel de sensibilización de la población sobre las necesidades de proporcionar las cantidades necesarias de residuos verdes y biodegradables. Para garantizar que la ejecución lícita de la construcción se llevará a cabo actividades de evaluación de la conformidad del proyecto de inversión y la supervisión de la construcción durante la construcción.
