Въвеждането на доброто управление и повишаването на ефикасността на администрацията са основни цели на всички pравителства. Традиционно политиките се реализират чрез нормативни актове, тъй като по този начин се осигурява устойчивост на решенията. В българската административна практика почти липсва друг подход за реализиране на политики. Поради тази причина в Закона за нормативните актове е въведено задължение за извършване на оценка на въздействието на нормативните актове. Оценката на въздействието като инструмент осигурява по-голяма прозрачност на законодателния процес, устойчивост на политиките и от там на нормативните актове. Стабилното законодателство спестява разходи както на адресатите на нормите, така и на администрацията и на тези, които предлагат законодателството.Проектът ще даде възможност да бъдат извършени цялостни предварителни оценки на въздействието на проекти на закони или кодекси и последващи оценки на въздействието на действащи закони и кодекси. Това ще даде възможност за реализиране на ключови за администрацията политики. Заедно с това ще се повиши капацитета на администрацията за извършването на ОВ, което ще гарантира мултипликационен ефект в бъдеще. (Bulgarian)

The introduction of good governance and improving the efficiency of the administration are key objectives of all governments. Policies have traditionally been implemented through regulations, as this ensures the sustainability of decisions. There is almost no other policy approach in the Bulgarian administrative practice. For this reason, the Law on normative acts introduces an obligation to carry out an impact assessment of the normative acts. Impact assessment as a tool ensures greater transparency of the legislative process, sustainability of policies and regulations. Robust legislation saves costs for both the addressees of the norms and the administration and those who propose the legislation.The project will allow for comprehensive ex-ante impact assessments of draft laws or codes and ex-post impact assessments of existing laws and codes. This will enable the implementation of key policies for the administration. At the same time, the capacity of the administration to carry out the IA will be increased, which will ensure a multiplier effect in the future. (English)

L’introduction d’une bonne gouvernance et l’amélioration de l’efficacité de l’administration sont des objectifs clés de tous les gouvernements. Les politiques ont traditionnellement été mises en œuvre au moyen de règlements, car cela garantit la durabilité des décisions. Il n’existe pratiquement aucune autre approche politique dans la pratique administrative bulgare. C’est pourquoi la loi sur les actes normatifs introduit l’obligation de procéder à une analyse d’impact des actes normatifs. L’analyse d’impact en tant qu’outil garantit une plus grande transparence du processus législatif, la durabilité des politiques et des réglementations. Une législation solide permet d’économiser des coûts tant pour les destinataires des normes que pour l’administration et pour ceux qui proposent la législation. Le projet permettra d’effectuer des analyses d’impact ex ante complètes des projets de lois ou de codes et des analyses d’impact ex post des lois et codes existants. Cela permettra la mise en œuvre de politiques clés pour l’administration. Dans le même temps, la capacité de l’administration à mener à bien l’analyse d’impact sera renforcée, ce qui garantira un effet multiplicateur à l’avenir. (French)

Die Einführung einer verantwortungsvollen Staatsführung und die Verbesserung der Effizienz der Verwaltung sind zentrale Ziele aller Regierungen. Die Politik wurde traditionell durch Verordnungen umgesetzt, da dies die Nachhaltigkeit der Entscheidungen sicherstellt. In der bulgarischen Verwaltungspraxis gibt es fast keinen anderen politischen Ansatz. Aus diesem Grund führt das Gesetz über normative Rechtsakte eine Verpflichtung zur Durchführung einer Folgenabschätzung der normativen Rechtsakte ein. Folgenabschätzung als Instrument sorgt für mehr Transparenz des Gesetzgebungsprozesses, Nachhaltigkeit von Politiken und Vorschriften. Robuste Rechtsvorschriften sparen Kosten sowohl für die Adressaten der Normen als auch für die Verwaltung und für diejenigen, die die Gesetzgebung vorschlagen.Das Projekt ermöglicht umfassende Ex-ante-Folgenabschätzungen von Gesetzesentwürfen oder Kodizes sowie Ex-post-Folgenabschätzungen bestehender Gesetze und Kodizes. Dies wird die Umsetzung wichtiger Politiken für die Verwaltung ermöglichen. Gleichzeitig wird die Fähigkeit der Verwaltung zur Durchführung der Folgenabschätzung erhöht, wodurch künftig ein Multiplikatoreffekt gewährleistet wird. (German)

De invoering van goed bestuur en het verbeteren van de efficiëntie van het bestuur zijn belangrijke doelstellingen van alle regeringen. Het beleid wordt van oudsher uitgevoerd door middel van verordeningen, aangezien dit de duurzaamheid van besluiten waarborgt. Er is bijna geen andere beleidsaanpak in de Bulgaarse administratieve praktijk. Om die reden voorziet de wet op de normatieve handelingen in een verplichting om een effectbeoordeling van de normatieve handelingen uit te voeren. Effectbeoordeling als instrument zorgt voor meer transparantie van het wetgevingsproces, duurzaamheid van beleid en regelgeving. Robuuste wetgeving bespaart kosten voor zowel de adressaten van de normen als de administratie en degenen die de wetgeving voorstellen. Het project zal uitgebreide effectbeoordelingen vooraf van wetsontwerpen of codes en ex-post effectbeoordelingen van bestaande wetten en codes mogelijk maken. Dit zal de uitvoering van belangrijke beleidsmaatregelen voor de administratie mogelijk maken. Tegelijkertijd zal de capaciteit van de administratie om de effectbeoordeling uit te voeren worden vergroot, wat in de toekomst zal zorgen voor een multiplicatoreffect. (Dutch)

L'introduzione di una buona governance e il miglioramento dell'efficienza dell'amministrazione sono obiettivi fondamentali di tutti i governi. Le politiche sono state tradizionalmente attuate attraverso regolamenti, in quanto ciò garantisce la sostenibilità delle decisioni. Non esiste quasi nessun altro approccio politico nella prassi amministrativa bulgara. Per questo motivo, la legge sugli atti normativi introduce l'obbligo di effettuare una valutazione d'impatto degli atti normativi. La valutazione d'impatto come strumento garantisce una maggiore trasparenza del processo legislativo, la sostenibilità delle politiche e dei regolamenti. Una legislazione robusta consente di ridurre i costi sia per i destinatari delle norme che per l'amministrazione e per coloro che la propongono. Il progetto consentirà valutazioni d'impatto ex ante complete di progetti di legge o di codici e valutazioni d'impatto ex post delle leggi e dei codici esistenti. Ciò consentirà l'attuazione di politiche chiave per l'amministrazione. Allo stesso tempo, la capacità dell'amministrazione di effettuare la valutazione d'impatto sarà aumentata, il che garantirà un effetto moltiplicatore in futuro. (Italian)

La introducción de la buena gobernanza y la mejora de la eficiencia de la administración son objetivos clave de todos los gobiernos. Las políticas se han aplicado tradicionalmente a través de reglamentos, ya que esto garantiza la sostenibilidad de las decisiones. Casi no existe ningún otro enfoque político en la práctica administrativa búlgara. Por esta razón, la Ley de actos normativos establece la obligación de llevar a cabo una evaluación de impacto de los actos normativos. La evaluación de impacto como instrumento garantiza una mayor transparencia del proceso legislativo y la sostenibilidad de las políticas y reglamentos. Una legislación sólida ahorra costes tanto a los destinatarios de las normas como a la administración y a quienes proponen la legislación. El proyecto permitirá realizar evaluaciones de impacto ex ante exhaustivas de proyectos de leyes o códigos y evaluaciones de impacto ex post de las leyes y códigos existentes. Esto permitirá la aplicación de políticas clave para la administración. Al mismo tiempo, se incrementará la capacidad de la administración para llevar a cabo la evaluación de impacto, lo que garantizará un efecto multiplicador en el futuro. (Spanish)
