Mohács Város Önkormányzata kiemelt prioritásként kezeli a települési intézmények energiafelhasználásának racionalizálását. Az elmúlt időszakban a városban számos energia racionalizációs célú beruházás valósult meg: közvilágítás korszerűsítés, biomassza erőmű kiépítése és több önkormányzati épület energetikai korszerűsítése. Jelen projekt e sorba illeszkedik, e projekt keretében a mohácsi Kossuth Filmszínház energetikai korszerűsítése történik meg. A projekt keretében a Kossuth Filmszínház energetikai korszerűsítése valósul meg. Elsődleges cél, hogy az épület éves energiafelhasználása és üzemeltetési költsége, valamint az üvegházhatású gázok kibocsátása jelentősen csökkenjen, ezáltal csökkenjenek az önkormányzat energiaköltségei. A projekt összhangban van a TOP 3.2 intézkedésében megfogalmazott fejlesztési irányokkal: az önkormányzati tulajdonú épületek, intézmények, infrastruktúra energiahatékonyság-központú rehabilitációja, az épületek hőszigetelésének javítása a cél, illetve önkormányzati tulajdonú épületek intézmények és infrastruktúra energetikai korszerűsítése valósul meg. A projekt összhangban van a pályázati felhívás TOP-ból levezetett céljaival is: önkormányzati tulajdonú épület energiahatékonyságot célzó fejlesztése, valamint a hazai megújuló energiaforrások fokozottabb használata is megvalósul, hozzájárulva ezáltal a felhívásban és a TOP-ban rögzített indikátorok teljesüléséhez. A projekt tárgyát képező intézmény Mohács közigazgatási területén, a 7700 Mohács, Deák tér 3. szám alatt található. Az épület külső határoló szerkezetei nem felelnek meg a hőtechnikai követelményeknek, ami igen magas energiafelhasználást és energiaköltséget eredményeznek. A választott intézkedések az energetikai felmérésbe bevont épületenergetikai szakértő javaslatain alapulnak, miszerint az épületszerkezetek hőtechnikai jellemzői a tervezett fejlesztések megvalósulását követően meg fognak felelni a 2016.01.01-től hatályos 7/2006. TNM rendelet közel nulla szint követelményeinek. A projekt során teljes épületszerkezeti felújítás valósul meg. 3.1.1. a) külső határoló szerkezetek korszerűsítése:A rosszul záródó fém nyílászárók helyett, 3 rétegű hőszigetelő üvegezéssel ellátott nyílászárók kerülnek beépítésre, valamint árnyékoló rendszer kerül kiépítésre. A lapostetőt 20 cm vastagságban tervezzük leszigetelni. Az árkád födém ugyancsak 25 cm hőszigetelést kap. A homlokzati falakat 14 cm és 16 cm vastag kőzetgyapot anyaggal vagy azzal műszakilag egyenértékű tervezzük szigetelni, a lábazati falra 10 cm expandált polisztirolhab vagy azzal műszakilag egyenértékű kerül felragasztásra. 3.1.1. d) Napelemek telepítése: A projekt keretében napelemek is telepítésre kerülnek. Az épületszerkezetek hőtechnikai jellemzői a tervezett fejlesztések megvalósulását követően meg fognak felelni a 7/2006. (V.24.) TNM rendelet „közel nulla” szint követelményeinek. Jelen projekt keretében a kötelezően megvalósítandó tevékenységek közül a 3.1.2.1 a) akadálymentesítés (a rehabilitációs szakmérnök nyilatkozata alapján), 3.1.2.1 b) nyilvánosság biztosítása (a „Kedvezményezettek tájékoztatási kötelezettségei” című dokumentumban kötelezően előírt követelményeknek megfelelően), és 3.1.2.1 d) az épületet használók képzése valósul meg. A projekt futamideje összesen 20 hónap: 2018.01.01. – 2019.08.31. A projektgazda a fejlesztéssel érintett épület tulajdonosa, Mohács Város Önkormányzata. A projekt keretében kialakításra kerülő új fűtési rendszer üzemeltetését a tulajdonos önkormányzat fogja végezni, az üzemeltetésbe külső szolgáltató, vagy egyéb üzemeltető cég nem kerül bevonásra. The Municipality of Mohács considers the rationalisation of the energy use of municipal institutions a top priority. The city has recently made a number of energy rationalisation investments: modernisation of public lighting, construction of biomass power plants and energy modernisation of several municipal buildings. The present project is part of this line, as part of this project, the Kossuth Film Theatre in Mohács will be upgraded to energy. As part of the project, the energy modernisation of the Kossuth Film Theatre will be realised. The primary objective is to significantly reduce the annual energy use and operating costs of the building, as well as greenhouse gas emissions, thereby reducing the municipal energy costs. The project is in line with the development directions set out in measure 3.2 of the TOP: energy efficiency-oriented rehabilitation of municipal-owned buildings, institutions, infrastructure, and improvement of the thermal insulation of buildings will be achieved, and the energy modernisation of municipal-owned buildings and infrastructure will be achieved. The project is also in line with the objectives of the call for proposals derived from the TOP: the development of a municipal-owned building aimed at energy efficiency and the increased use of domestic renewable energy sources will also be achieved, thus contributing to the fulfilment of the indicators set out in the call and the TOP. The institution which is the subject of the project is located in Mohács’s administrative area at 7,700 Mohács, Deák tér 3. The external boundaries of the building do not meet the requirements of thermal engineering, resulting in very high energy consumption and energy costs. The chosen measures are based on the proposals of the building energy expert involved in the energy assessment, according to which the thermal characteristics of the building structures will comply with the requirements of the 7/2006 as of 01.01.2016 following the implementation of the planned developments. The nearly zero level requirements of Decree TNM. During the project, a complete building structure renovation will be carried out. 3.1.1. (a) modernisation of external boundaries:Instead of poorly closing metal doors and windows, doors and windows with 3 layers of thermal insulation glazing are installed and a shielding system is installed. The flat roof is designed to insulate in a thickness of 20 cm. The arcade slab also receives 25 cm thermal insulation. The facade walls are designed to be insulated with 14 cm and 16 cm thick rock wool material or technically equivalent; 10 cm expanded polystyrene foam or technically equivalent is attached to the plinth wall. 3.1.1.(d) Installation of solar panels: Solar panels will be installed as part of the project. The thermal characteristics of the building structures will be in accordance with Article 7/2006 following the completion of the planned developments. The “nearly zero” level requirements of Decree No 30/2000 of 24 May 2005 of the Minister for National Development (V.24.) In the framework of this project, the mandatory activities to be carried out include 3.1.2.1 (a) accessibility (based on the declaration of the specialist rehabilitation engineer), 3.1.2.1 (b) publicity (according to the mandatory requirements laid down in the document entitled ‘Information obligations for beneficiaries’) and 3.1.2.1 d) training for building users. The total duration of the project is 20 months: 2018.01.01. — 2019.08.31. The project owner is the owner of the building concerned by the development, the Municipality of Mohács. The operation of the new heating system to be developed in the framework of the project will be carried out by the owner municipality, and no external service provider or other operating company will be involved in the operation. La municipalité de Mohács considère la rationalisation de l’utilisation de l’énergie des institutions municipales comme une priorité absolue. La ville a récemment réalisé un certain nombre d’investissements dans la rationalisation de l’énergie: modernisation de l’éclairage public, construction de centrales à biomasse et modernisation énergétique de plusieurs bâtiments municipaux. Le présent projet fait partie de cette ligne, dans le cadre de ce projet, le Kossuth Film Theatre de Mohács sera modernisé en énergie. Dans le cadre du projet, la modernisation énergétique du théâtre du film Kossuth sera réalisée. L’objectif premier est de réduire de manière significative les coûts annuels de consommation d’énergie et d’exploitation du bâtiment, ainsi que les émissions de gaz à effet de serre, réduisant ainsi les coûts énergétiques municipaux. Le projet est conforme aux orientations de développement définies dans la mesure 3.2 du TOP: la remise en état, axée sur l’efficacité énergétique, des bâtiments municipaux, des institutions, des infrastructures et de l’isolation thermique des bâtiments sera réalisée, et la modernisation énergétique des bâtiments et des infrastructures appartenant aux municipalités sera réalisée. Le projet est également conforme aux objectifs de l’appel à propositions découlant du TOP: le développement d’un bâtiment appartenant à des municipalités visant à améliorer l’efficacité énergétique et à accroître l’utilisation des sources d’énergie renouvelables domestiques sera également réalisé, contribuant ainsi à la réalisation des indicateurs énoncés dans l’appel et dans le TOP. L’institution qui fait l’objet du projet est située dans la zone administrative de Mohács à 7 700 Mohács, Deák tér 3. Les limites extérieures du bâtiment ne répondent pas aux exigences de l’ingénierie thermique, ce qui entraîne une consommation d’énergie et des coûts énergétiques très élevés. Les mesures retenues sont fondées sur les propositions de l’expert en énergie du bâtiment participant à l’évaluation énergétique, selon lesquelles les caractéristiques thermiques des structures du bâtiment seront conformes aux exigences du 7/2006 à compter du 1er janvier 2016 à la suite de la mise en œuvre des aménagements prévus. Les exigences de niveau quasi nul du décret TNM. Au cours du projet, une rénovation complète de la structure du bâtiment sera réalisée. 3.1.1. a) modernisation de boundaries:Instead externe des portes et fenêtres métalliques mal fermées, des portes et des fenêtres avec 3 couches de vitrage isolant thermique et un système de blindage. Le toit plat est conçu pour isoler dans une épaisseur de 20 cm. La dalle d’arcade reçoit également une isolation thermique de 25 cm. Les murs de façade sont conçus pour être isolés avec un matériau en laine de roche de 14 cm et 16 cm d’épaisseur ou équivalent technique; la mousse de polystyrène expansé de 10 cm ou l’équivalent technique est fixé au mur du socle. 3.1.1 d) Installation de panneaux solaires: Des panneaux solaires seront installés dans le cadre du projet. Les caractéristiques thermiques des structures du bâtiment seront conformes à l’article 7/2006 à la suite de l’achèvement des aménagements prévus. Les exigences de niveau «presque zéro» du décret no 30/2000 du 24 mai 2005 du ministre du développement national (V.24.) Dans le cadre de ce projet, les activités obligatoires à réaliser comprennent 3.1.2.1 a) l’accessibilité (sur la base de la déclaration de l’ingénieur spécialisé en réhabilitation), 3.1.2.1 b) la publicité (selon les exigences obligatoires énoncées dans le document intitulé «Obligations d’information pour les bénéficiaires») et 3.1.2.1 d) la formation des usagers du bâtiment. La durée totale du projet est de 20 mois: 2018.01.01. — 2019.08.31. Le propriétaire du projet est le propriétaire du bâtiment concerné par le développement, la municipalité de Mohács. L’exploitation du nouveau système de chauffage à développer dans le cadre du projet sera réalisée par la municipalité propriétaire et aucun prestataire de services externe ou autre société d’exploitation ne sera impliqué dans l’exploitation.
