Jelen támogatási kérelmet Sirok Községi Önkormányzat (GFO 321) kívánja benyújtani és végrehajtani összhangban a Felhívás 3.1.1 önállóan támogatható tevékenységek körében meghatározott helyi termelői piac kialakítása céljából. A támogatást igénylő és a projekt tárgya nem tartozik a Felhívás 4.2. pontjában és az „Általános Útmutató a Felhívásokhoz” c. dokumentum 2. pontjában meghatározott kizáró okok alá. A Felhívás célja, az önkormányzatok és az önkormányzati többségi tulajdonú vállalkozások kisléptékű termék-előállításhoz, rövid ellátási láncokhoz kötődő logisztikai fejlesztései, melyek eredményeként a helyi mezőgazdasági termékek helyi piacokra való hatékony eljuttatását, a helyi termékek értékesítési csatornáinak infrastrukturális támogatását szolgáló agrárlogisztikai beruházások valósulhatnak meg. Összhangban a felhívás céljaival és önállóan támogatható tevékenységeivel, jelen támogatási kérelem célja, hogy megfelelő és színvonalas infrastrukturális feltételek megteremtésével biztosítsa a helyi és térségi termelőknek, termék előállítóknak termékeik és terményeik értékesítését. Az önkormányzat, összhangban a Felhívás 3.1.1 önállóan támogatható tevékenységével -„Helyi termelők, helyi piacra jutásának támogatása” - egy olyan közösségi térrel is funkcionáló új helyi termelő piacot kíván létrehozni, mely elősegíti a helyi mezőgazdasági termékek helyi piacra való hatékony eljuttatását és a termékek értékesítési csatornáinak infrastrukturális támogatását. A pályázatba bevont piactér a helyi lakosság, a helyi őstermelők és mezőgazdasági kistermelők életében játszik fontos szerepet. A projektet, a projektgazda önállóan kívánja megvalósítani, konzorciumi megállapodás megkötése nélkül. Ugyanakkor, jelen fejlesztési elképzelés - ahogy minden egyes projektje esetében is – tartalmának kidolgozása, annak helyi elfogadtatása, megfelelő végrehajtása, sikere érdekében széles körű partnerségi tevékenységen alapul. A projektgazda önkormányzat korábban megvalósult és a jelenleg folyamatban lévő gazdaságfejlesztési projektjei megvalósítása és fenntartása során széleskörű együttműködést tart fenn, mely együttműködési kört jelen projektre is ki kívánja terjeszteni. A projekt megvalósítása után együtt kívánnak működni a helyi Polgárőr Egyesülettel, az Országh Kristóf Általános Iskolával, valamint a településen lévő szolgáltatókkal, vállalkozókkal, illetve a fejlesztett infrastruktúrát igénybe vevő helyi termelőkkel. Utóbbiak nyilatkozat formájában jelzik szándékukat. A szándéknyilatkozatok jelen támogatási kérelem mellékletét képezik. A projekt indokoltsága és gazdasági szempontú alátámasztása jelen támogatási kérelemhez csatolt üzleti tervben került bemutatásra. A fejlesztési igény megalapozása érdekében, a projektgazda projekt előkészítése során az széleskörű piackutatást végzett, felmérte a helyi piacok iránti igényeket és vásárlói szokásokat. Az elemzés során megállapítható, hogy tervezett fejlesztéssel egy eddig hiányzó kínálati elem valósul meg a térségben, mely hosszú távon megoldást kínál a vázolt hiányterületre. Az önkormányzat fejlesztési elképzelései esetében mindig elsődleges szempont, hogy azok a helyi lakosság életkörülményeinek javítását szolgálják, és igyekszik igényeikhez mérten megvalósítani azt. A helyi jövedelmek helyben-tartása érdekében, elsősorban a sirokon élő helyi termelők által létrehozott termények és termékek árusítása céljából kíván helyi termelői piacot létrehozni, másodsorban pedig a környék (40km-es körzeten belül) termelőit kívánja támogatni. A helyi erőforrásokból előállított helyi termékek kiemelkedő gazdasági potenciállal bírnak és a helyben, magas színvonalon előállított és feldolgozott termékeknek jelentős szerepük lehet a piacon. Ezen helyi termékek piacra jutásához járul hozzá a projekt keretében létrejövő helyi piac is. A fejlesztési célterület a Pétervásárai járás területén található. A 2007- 2015 időszakra vonatkozóan a járás átlagosan 1, 456 mrd Ft (főre jutó 70.331 ezer Ft) Európai Uniós támogatást tudott fogadni és hatékonyan felhasználni. A környező járások közül csupán a Bélapátfalvi járás marad el, ott 616 millió Ft támogatás került felhasználásra. A vizsgált időszakban az Egri járásban jutott a legtöbb forráshoz, több, mint 10 milliárd Ft-ot sikerült beruházásokra és egyéb ESZA jellegű tevékenységekre fordítani. A helyi piac kialakításával lehetőség nyílik a helyi termékek, többlettermékek forgalmazására, amely növeli a helyi termékek előállítását, a helyi kereskedelem fellendülését, a vidéki gazdaság jövedelemtermelő képességét. A projekt fenntartási időszaka alatt, az üzemeltetésért felelős személyt, az önkormányzat megbízási szerződés formájában vagy részmunkaidőben kívánja foglalkoztatni. A jogszabály által előírt, működtetéshez szükséges feladatokat pedig 2 közmunkás fogja ellátni. The present application for aid is intended to be submitted and implemented by the Municipality of Sirok (GFO 321) in accordance with the call for support for the development of a local producer market as defined by the Invitation 3.1.1 for self-eligible activities. The applicant and the subject of the project are not covered by the exclusion grounds set out in point 4.2 of the Call and point 2 of the ‘General Guide to Calls’. The aim of the call is to develop logistics related to small-scale product production and short supply chains by municipalities and majority-owned enterprises, which will result in agrologistic investments aimed at the efficient delivery of local agricultural products to local markets and infrastructural support for distribution channels for local products. In line with the objectives of the call and its eligible activities independently, the purpose of this aid application is to ensure that local and regional producers and producers of products sell their products and produce by creating adequate and high-quality infrastructure conditions. In line with the independently eligible activity of the Call 3.1.1 — “Local producers’ support for access to the local market”, the municipality intends to create a new local producer market, which also operates within a community space, which facilitates the efficient delivery of local agricultural products to the local market and the infrastructure support for the distribution channels of the products. The marketplace covered by the tender plays an important role in the lives of the local population, local primary producers and small farmers. The project owner intends to implement the project independently, without entering into a consortium agreement. At the same time, this development concept is based on a wide-ranging partnership activity to develop its content, get it locally accepted, properly implemented and succeed, as is the case for each of its projects. The project owner self-government maintains a wide-ranging cooperation in the implementation and maintenance of the economic development projects that have been implemented and are currently underway, which aims to extend the scope of cooperation to the present project. After the project has been implemented, they intend to cooperate with the local Citizens’ Association, Kristóf Kristóf Elementary School, as well as with service providers, entrepreneurs and local producers using the developed infrastructure. The latter indicate their intention in the form of a declaration. The letters of intent are annexed to this grant application. The rationale and economic justification of the project has been set out in the business plan attached to the present aid application. In order to establish the need for development, the project promoter carried out a wide range of market research during the preparation of the project, assessing the demand for local markets and purchasing habits. In the course of the analysis, it can be concluded that, with the planned development, a supply element is realised in the region so far, which offers a long-term solution to the identified deficit area. In the case of the local government’s development ideas, it is always a primary consideration that they serve to improve the living conditions of the local population and strive to implement it according to their needs. In order to keep local income locally, it intends to establish a local producer market, first of all, to sell the produce and products produced by local producers living on the sires and, secondly, to support producers in the region (within a radius of 40 km). Local products produced from local resources have a high economic potential and locally produced and processed products can play a significant role in the market. The local market under the project also contributes to market access for these local products. The development target area is located in the area of the Pétervás district. For the 2007-2015 period, the district was able to receive and effectively use EU funding of HUF 1 456 billion (HUF 70 331 000 per capita). Among the neighbouring districts, only the district of Bélapátfalva is left behind, where 616 million HUF funding was used. During the period under review, it received the most funding in Eger district, with more than HUF 10 billion spent on investments and other ESF-type activities. By creating a local market, it is possible to distribute local products and surplus products, which will increase the production of local products, the boom of local trade, and the ability of the rural economy to generate income. La présente demande d’aide est destinée à être présentée et mise en œuvre par la municipalité de Sirok (GFO 321) conformément à l’appel à l’aide au développement d’un marché de producteurs local tel que défini par l’invitation 3.1.1 pour les activités auto-éligibles. La requérante et l’objet du projet ne sont pas couverts par les motifs d’exclusion énoncés au point 4.2 de l’appel et au point 2 du «Guide général des appels». L’objectif de l’appel est de développer la logistique liée à la production de produits à petite échelle et aux chaînes d’approvisionnement courtes par les municipalités et les entreprises majoritaires, ce qui se traduira par des investissements agrologistes visant à la livraison efficace de produits agricoles locaux sur les marchés locaux et un soutien aux infrastructures pour les canaux de distribution des produits locaux. Conformément aux objectifs de l’appel et à ses activités éligibles en toute indépendance, la présente demande d’aide vise à garantir que les producteurs locaux et régionaux et les producteurs de produits vendent leurs produits et produits en créant des conditions d’infrastructure adéquates et de qualité. Dans le même temps, ce concept de développement est basé sur une vaste activité de partenariat pour développer son contenu, le faire accepter localement, correctement mis en œuvre et réussir, comme c’est le cas pour chacun de ses projets. L’autonomie gouvernementale du propriétaire du projet entretient une vaste coopération dans la mise en œuvre et la maintenance des projets de développement économique qui ont été mis en œuvre et sont actuellement en cours, ce qui vise à étendre le champ de la coopération au projet actuel. Une fois le projet mis en œuvre, ils ont l’intention de coopérer avec l’association locale des citoyens, l’école primaire Kristóf Kristóf, ainsi qu’avec les prestataires de services, les entrepreneurs et les producteurs locaux utilisant l’infrastructure développée. Ces dernières indiquent leur intention sous la forme d’une déclaration. Les lettres d’intention sont annexées à la présente demande de subvention. La raison d’être et la justification économique du projet ont été exposées dans le plan d’entreprise joint à la présente demande d’aide. Afin d’établir le besoin de développement, le promoteur du projet a effectué un large éventail d’études de marché au cours de la préparation du projet, en évaluant la demande de marchés locaux et les habitudes d’achat. Au cours de l’analyse, on peut conclure qu’avec le développement prévu, un élément d’approvisionnement est réalisé jusqu’à présent dans la région, ce qui offre une solution à long terme à la zone déficitaire identifiée. Dans le cas des idées de développement du gouvernement local, il est toujours primordial qu’elles servent à améliorer les conditions de vie de la population locale et à s’efforcer de la mettre en œuvre en fonction de leurs besoins. Afin de maintenir les revenus locaux au niveau local, elle entend établir un marché local des producteurs, tout d’abord, vendre les produits et produits produits par les producteurs locaux vivant sur les sires et, deuxièmement, soutenir les producteurs de la région (dans un rayon de 40 km). Les produits locaux produits à partir de ressources locales ont un potentiel économique élevé et les produits locaux et transformés peuvent jouer un rôle important sur le marché.
