Mezőtúr Város Önkormányzata és a Jász-Nagykun-Szolnok Megyei Kormányhivatal által alkotott konzorcium célja egy jól működő, széleskörű foglalkoztatási partnerség megvalósítása, amely segíti a térség foglalkoztatási helyzetének javítását és a megyei munkaerőpiac védelmét. A projekt során az Önkormányzat kiemelt szerepet tölt be a munkaadókkal történő egyeztetésben és a munkahelybővítésben, a KH Foglalkoztatási Főosztálya ellátja a munkaerő-piaci hatósági feladatokat. A Mezőtúri foglalkoztatási együttműködések elnevezésű helyi paktum beavatkozási területe a Mezőtúri járás 5 településének a közigazgatási területére terjed ki, a paktum területe nincs átfedésben más helyi paktummal. A kedvezményezett járások besorolásáról szóló 290/2014 (XI.26) Kormányrendelet alapján a Mezőtúri járás kedvezményezett járás. A kedvezményezett települések besorolásáról és a besorolás feltételrendszeréről szóló 105/2015. (IV. 23.) Kormányrendelet értelmében a járás települései közül Kétpó társadalmi-gazdasági és infrastrukturális szempontból kedvezményezett, Mesterszállás pedig társadalmi-gazdasági és infrastrukturális szempontból kedvezményezett, illetve jelentős munkanélküliséggel sújtott település. A támogatási kérelem célja – illeszkedve a felhívás céljaihoz – az EU2020 Stratégia foglalkoztatási célkitűzéseinek elérése, helyi foglalkoztatás- és gazdaságfejlesztési programok kidolgozásával és megvalósításával történő segítse. A projekt hozzájárul a népességmegtartó erő, az életminőség és az üzleti környezet javításához, a helyi gazdaság erősödéséhez, új beruházások megvalósulásához, a foglalkoztatottság bővüléséhez. A projekt beavatkozás szinten illeszkedik a megye területfejlesztési programjához (5.1.1 Hátrányos helyzetű csoportok munkaerőpiaci integrációját szolgáló programok), továbbá hozzájárul a megyei ITP céljainak (Munkahelyteremtés és a munkába állás segítése) megvalósulásához. A projekt közvetlen célcsoportját az álláskereső hátrányos helyzetűek és az inaktívak, ill. a potenciális munkaadók és a paktum leendő tagjai alkotják. A tervezett paktum széleskörű társadalmi bázisra épít, jelen lesznek benne a járás munkaerőpiacának szereplői. A paktum működtetésének szakmai és pénzügyi feltételei a támogatást követően is biztosítva lesznek. A projekt keretében a helyi munkaerő-igényekből kiindulva képzési-foglalkoztatási programokat valósítunk meg hozzájárulva a munkaerőpiac bővítéséhez, a hátrányos helyzetű és inaktív, a térségben munkát vállalni szándékozó személyek képzéséhez és elhelyezkedéséhez, a szereplők együttműködésének erősítéséhez, ezáltal hozzájárulva a helyi és térségi fejlesztési, valamint esélyegyenlőségi programok megvalósulásához. A projekt indokoltságát alátámasztja a növekvő munkáltatói igény a szakképzett munkaerő iránt. Az előkészítés során végrehajtjuk az igényfelméréseket, partnerségi fórumokat szervezünk, elkészítjük a Megvalósíthatósági Tanulmányt. A megvalósítás során kidolgozzuk a munkaerő-piaci helyzetelemzést-stratégiát, az OFA sztenderdeknek megfelelően létrejön a foglalkoztatási paktum, és megvalósítjuk a kapcsolódó tevékenységeket („A” főtevékenység). A költségek min. 70%-át kitevő „B” főtevékenység keretében megtörténik a célcsoport képzése, foglalkoztatása és a munkaerő-piaci szolgáltatások nyújtása. A támogatások odaítélésénél előnyben részesülnek a TOP-ból üzleti infrastruktúrát fejlesztő vállalkozások. A projektben megvalósulnak a helyi gazdaság és a vállalkozások erősítését célzó beavatkozások is (befektetésösztönzés, vállalkozóvá válás segítése) és egyéb kötelező/kiegészítő tevékenységek valósulnak meg (projektmenedzsment, nyilvánosság, marketing, paktumképzés, eszközbeszerzés). A konzorciumi partnerek között a munkamegosztás az alábbi: a „B” főtevékenység a KH hatáskörébe tartozik (2 munkavállaló + 1 szakmai vezető), az Önkormányzat látja el az összes többi feladatot. A projekt forrásarányosan járul hozzá a megyei ITP-ben vállalt, valamint az Operatív Programban meghatározott indikátorok teljesítéséhez: 209 fő munkaerő-piaci programokba vonása, 133 fő álláshoz jut, 60 fő állással rendelkezik 6 hónappal a támogatás után. A Mezőtúri járási és a megyei paktum összehangolása biztosítani fogja, hogy a tervezett beavatkozások és az ütemezés egymáshoz illeszkedjen, a paktumok beavatkozásait integráltan és szinergikusan valósítjuk meg. Az összehangoltságra garanciát nyújt az is, hogy mindkét projektben a JNSZKH a konzorciumi partner, továbbá hogy a MÖK tagja lesz a helyi paktumnak is. Figyelmet fordítunk a TOP TC8 keretében támogatott gyermekellátási kapacitások HR-igényére is. A fejlesztés a GINOP/EFOP foglalkoztatási programjaival összehangolt módon valósul meg. A TSZ hatálybalépését követő 6 hónapon belül 2 dokumentált partneri találkozót tartunk, elérhető lesz a járás területére, különböző gazdasági ágazatokra kiterjedő stratégia. The consortium formed by the Municipality of Mezőtúr and the Jász-Nagykun-Szolnok County Government Office aims to implement a well-functioning, wide-ranging employment partnership that helps improve the employment situation in the region and protect the county labour market. During the project, the Municipality plays a key role in coordinating with employers and expanding the workplace, the Employment Department of the KH performs the tasks of the labour market authority. The intervention area of the local pact for employment cooperation in Mezőtúr extends to the administrative area of 5 municipalities in the district of Mezőtúr, and the area of the Pact does not overlap with other local pacts. Pursuant to Government Decree No 290/2014 of 26 November 2014 on the classification of the beneficiary districts, the district of Mezőtúr is a beneficiary district. 105/2015 on the classification of beneficiary municipalities and the criteria for classification (IV. 23.) According to the Government Decree, the settlements of the district are beneficiaries of socio-economic and infrastructural aspects, while Master Accommodation is a beneficiary from a socio-economic and infrastructural point of view and is a settlement affected by significant unemployment. The objective of the grant application, in line with the objectives of the call, is to help achieve the employment objectives of the EU2020 Strategy by developing and implementing local employment and economic development programmes. The project contributes to the improvement of population retention, quality of life and business environment, the strengthening of the local economy, the realisation of new investments and the expansion of employment. At the level of intervention, the project is consistent with the regional development programme of the county (5.1.1 Programmes for the integration of disadvantaged groups into the labour market) and contributes to the achievement of the county’s ITP objectives (creating jobs and helping to get into work). The project’s direct target groups are disadvantaged and inactive jobseekers and potential employers and future Pact members. The envisaged pact builds on a broad social base and will include those involved in the district labour market. The technical and financial conditions for the operation of the Pact will continue to be ensured after the support. In the framework of the project we implement training and employment programmes based on local labour needs, contributing to the expansion of the labour market, the training and employment of disadvantaged and inactive people who want to work in the region, and the strengthening of the cooperation of the actors, thereby contributing to the implementation of local and regional development and equal opportunities programmes. The justification of the project is supported by the increasing demand for skilled workers. During the preparation we carry out the needs assessments, organise partnership forums, prepare the feasibility study. The implementation will develop a labour market analysis strategy, establish the Employment Pact in accordance with OFA standards and implement the related activities (“main activity A”). The main activity B, which accounts for at least 70 % of the costs, involves training, employment and provision of labour market services for the target group. When awarding grants, an advantage will be given to companies developing business infrastructure from the TOP. The project also implements interventions aimed at strengthening the local economy and businesses (investment promotion, entrepreneurship) and other mandatory/complementary activities (project management, publicity, marketing, pact-building, equipment procurement). The division of labour between the consortium partners is as follows: the main activity B falls within the remit of the KH (2 employees + 1 professional manager), the Municipality performs all other tasks. The project contributes proportionally to the implementation of the indicators committed in the county ITP and the operational programme: The inclusion of 209 people in labour market programmes, 133 jobs, 60 jobs 6 months after the grant. The alignment of the Mezőtúr district and county pacts will ensure that the planned interventions and timing are aligned, and the interventions of the Pacts are implemented in an integrated and synergistic way. Coordination is also guaranteed by the fact that JNSZKH is the consortium partner in both projects and that MÖK will also be a member of the local pact. We also pay attention to the HR needs of child care capacities supported under TOP TC8. The development will be carried out in a coordinated manner with the employment programmes of the GINOP/EFOP. Le consortium formé par la municipalité de Mezőtúr et le bureau du gouvernement du comté de Jász-Nagykun-Szolnok vise à mettre en place un partenariat pour l’emploi qui fonctionne bien et qui contribue à améliorer la situation de l’emploi dans la région et à protéger le marché du travail du comté. Au cours du projet, la municipalité joue un rôle clé dans la coordination avec les employeurs et l’expansion du lieu de travail, le département de l’emploi de la KH exécute les tâches de l’autorité du marché du travail. La zone d’intervention du pacte local pour la coopération en matière d’emploi à Mezőtúr s’étend à la zone administrative de cinq municipalités du district de Mezőtúr, et la zone du pacte ne fait pas double emploi avec d’autres pactes locaux. Conformément au décret gouvernemental no 290/2014 du 26 novembre 2014 relatif à la classification des districts bénéficiaires, le district de Mezőtúr est un district bénéficiaire. 105/2015 sur la classification des communes bénéficiaires et les critères de classification (IV. 23.) Conformément au décret gouvernemental, les établissements du district bénéficient d ' aspects socio-économiques et d ' infrastructures, tandis que le logement principal est bénéficiaire d ' un point de vue socio-économique et infrastructurel et est touché par un chômage important. L’objectif de la demande de subvention, conformément aux objectifs de l’appel, est de contribuer à la réalisation des objectifs de la stratégie Europe 2020 en matière d’emploi en élaborant et en mettant en œuvre des programmes locaux en matière d’emploi et de développement économique. Le projet contribue à l’amélioration du maintien de la population, de la qualité de vie et de l’environnement des affaires, au renforcement de l’économie locale, à la réalisation de nouveaux investissements et à l’expansion de l’emploi. Au niveau de l’intervention, le projet s’inscrit dans le cadre du programme de développement régional du département (5.1.1 Programmes d’intégration des groupes défavorisés sur le marché du travail) et contribue à la réalisation des objectifs de PIT du comté (création d’emplois et aide à l’insertion professionnelle). Les groupes cibles directs du projet sont les demandeurs d’emploi défavorisés et inactifs, les employeurs potentiels et les futurs membres du Pacte. Le pacte envisagé s’appuie sur une vaste base sociale et inclura les acteurs du marché du travail de district. Les conditions techniques et financières du fonctionnement du pacte continueront d’être assurées après le soutien. Dans le cadre du projet, nous mettons en œuvre des programmes de formation et d’emploi fondés sur les besoins locaux en matière de main-d’œuvre, contribuant à l’expansion du marché du travail, à la formation et à l’emploi des personnes défavorisées et inactives qui souhaitent travailler dans la région, et au renforcement de la coopération des acteurs, contribuant ainsi à la mise en œuvre des programmes de développement local et régional et d’égalité des chances. La justification du projet est étayée par la demande croissante de travailleurs qualifiés. Au cours de la préparation, nous effectuons les évaluations des besoins, organisons des forums de partenariat, préparons l’étude de faisabilité. La mise en œuvre élaborera une stratégie d’analyse du marché du travail, établira le pacte pour l’emploi conformément aux normes de l’OFA et mettra en œuvre les activités connexes («activité principale A»). L’activité principale B, qui représente au moins 70 % des coûts, concerne la formation, l’emploi et la fourniture de services du marché du travail pour le groupe cible. Lors de l’octroi de subventions, un avantage sera accordé aux entreprises qui développent des infrastructures commerciales à partir du TOP. Le projet met également en œuvre des interventions visant à renforcer l’économie et les entreprises locales (promotion des investissements, entreprenariat) et d’autres activités obligatoires/complémentaires (gestion de projet, publicité, marketing, construction de pactes, achat d’équipements). La répartition du travail entre les partenaires du consortium est la suivante: L’activité principale B relève de la compétence de la KH (2 salariés + 1 gestionnaire professionnel), la municipalité exécute toutes les autres tâches. Le projet contribue proportionnellement à la mise en œuvre des indicateurs engagés dans le PIT du comté et le programme opérationnel: L’inclusion de 209 personnes dans les programmes du marché du travail, 133 emplois, 60 emplois 6 mois après la subvention.
