A projekt célja A projekt célja egy olyan gyógynövény, zöldség, gyümölcs feldolgozására alkalmas zöldmezős beruházás megvalósítása, amely együttesen biztosítja új munkahelyek teremtését, kistermelők és kisvállalatok beszállítási lehetőségének kialakítását, valamint új, magas hozzáadott értékű szolgáltatás megyébe való településének lehetőségét. A projekt megvalósítása során az Önkormányzat tulajdonában lévő fejlesztési területen kialakításra kerül a zöldmezős beruházás eredményeképpen létrejövő ipari park alap infrastruktúrája és az ipari park első termelő és szolgáltató tevékenységhez kapcsolódó új épülete. Az ipari park alapinfrastruktúrájának kiépítése keretében megvalósul az iparterület víz, gáz, elektromos vezetékrendszerrel való ellátása, a párhuzamosan más pályázatból támogatandó csatornarendszerbe való opcionális bekötése vagy saját szennyvíztisztító kialakítása, valamint a terület védelmét biztosító kerítés, parkoló és a főúthoz való bekötőút kialakítása. A pályázat főtevékenységén belül valósul meg továbbá az ipari park első termelő és szolgáltató tevékenységhez kapcsolódó épületének kialakítása. Az épület létesítésén kívül kialakításra kerülnek az épület üzemeltetéséhez szükséges épületgépészeti berendezések. A pályázat keretében önállóan nem támogatható, kötelezően megvalósítandó tevékenységek közül releváns az energia hatékonysági intézkedések és a nyilvánosság biztosítása. A fejlesztéssel érintett ingatlan tetőszerkezetének legalább 30 %-a alkalmas a későbbiekben napenergia nyerésére kialakított eszközök telepítésére. A projekt keretében kiépítésre kerül az épület energia igényének egy részét biztosító nap cella rendszer. A Kajdacsi Gyógynövény-feldolgozás Célú Ipari Park fejlesztése pályázatból támogatható, mivel a projekt tárgya Kajdacs településrendezési tervében ipari területnek minősített területen van (OTÉK 253/1997 (XII.20.)). A projekt szakmai tartalmának kialakításakor Kajdacs Község Önkormányzata olyan mezőgazdasági infrastrukturális beruházást határozott meg, amely nem csak Kajdacs, hanem a szomszédos települések helyi munkahelyteremtő szükségletein alapuló és a gyógynövénytermesztés beindítását követően fenntartható és gazdaságos működést jelent. A közvetlen munkahelyteremtő értékén kívül több száz közvetett munkahelyet teremt a következő területeken: kistermelői gyógynövénytermesztés, speciális igényeket kielégítő zöldség-, és gyümölcstermesztés, vadon termő gyümölcsök és gyógynövények betakarítása, alapanyag szállítmányozás, készáru szállítmányozás, melléktermék pellet pogácsák hasznosítása. Közvetlenül teremtett munkalehetőségek: nyersanyag és késztermék mozgatás, raktározás, csomagolás, betelepülő feldolgozó cégek munkahelyei. A tervezett ipari park más ipari parkok méretéhez képest jóval kisebb méretű, de a településhez és a támogatandó tevékenységek gazdaságos üzemeltetéséhez képest arányos léptékű. Figyelembe véve a tolna megyei még ki nem használt gyógynövény termelő kapacitás mértékét, valamint az ipari park infrastruktúrájával támogatandó csúcstechnológiás szuperkritikus extrakciós eljárás átlagon felüli hozzáadott érték teremtő képességét a feldolgozó üzem hosszú távú gazdaságos működtetése a tervezett bérleti szerződések alapján biztosítható. A projekt szakmai-műszaki tartalma a választott önállóan támogatható és önállóan nem támogatható tevékenységek körének a bemutatásával együtt A Kajdacsi Gyógynövény-logisztikai központ létrehozása összhangban van a TOP-1.1.1-15 pályázati felhívás céljaival, mivel Kajdacs Község Önkormányzata a megvalósítandó projekttel olyan „Iparterületet” valamint „Termelő és szolgáltató tevékenységekhez kapcsolódó új épület” kíván létrehozni, amely a betelepülő vállalkozások új telephelyeinek kialakítását célozza meg és az üzemcsarnokban kialakított szárító, fagyasztó, feldolgozó és késztermék raktározó infrastrukturális háttérrel hozzá kíván járulni a vállalatközi együttműködések javításához. Ez az ipari park a benne kialakítandó első feldolgozó üzemmel alkalmassá válik mind a megyén belüli regionális, mind pedig országos gazdaságélénkítő hatás kifejtésére. Az üzem alapanyagát jelentő gyógynövények, zöldségek, gyümölcsök az önkormányzat által a környező falvakkal kötött együttműködési megállapodások keretében helybéli kistermelőktől fog érkezni. A betelepülő vállalkozások a megye több mint 10 településéről fogják felvásárolni a termesztett növényi alapanyagokat. Az előállított nagy hozzáadott értékű növényi extraktumokat, mint gyógyszer alapanyag fogják továbbértékesíteni. A betelepült vállalkozások iparűzési adója és kiemelt értékű gazdaságélénkítő hatása a helyi önkormányzat bevételeit növeli. Mindezek alapján megállapíthatjuk, hogy a tervezett beruházás összhangban van a TOP-1.1.1-15 számú pályázati felhívás céljaival. Objective of the project The aim of the project is to realise a greenfield investment suitable for the processing of herbs, vegetables and fruits, which together ensure the creation of new jobs, the creation of the possibility of supplying small producers and small enterprises, and the possibility of commencing a new service of high added value in the county. During the implementation of the project, the infrastructure of the industrial park resulting from the greenfield investment and the first new building of the industrial park related to production and service activities will be established in the development area owned by the Municipality. As part of the construction of the basic infrastructure of the industrial park, the industrial area will be supplied with water, gas, electrical wiring systems, optional connection to the sewerage system to be supported in parallel by other tenders or the establishment of a separate waste water treatment plant, as well as the fence, parking lot and access road to the main road to ensure the protection of the area. The main activity of the tender will also be the construction of the industrial park’s first production and service activities. In addition to the construction of the building, the technical building equipment necessary for the operation of the building will be installed. Energy efficiency measures and publicity are relevant among the mandatory activities that cannot be independently supported under the proposal. At least 30 % of the roofing structure of the property concerned by the development is suitable for the installation of devices designed to generate solar energy. As part of the project, the solar cell system will be installed to provide part of the energy demand of the building. The development of the Industrial Park for Herb Processing in Kajdacs is eligible for tender as the subject of the project is an industrial area classified as an industrial area in the town planning plan of Kajdacs (OTÉK 253/1997 (XII.20.)). When designing the professional content of the project, the Municipality of Kajdacs has identified an agricultural infrastructure investment that is sustainable and economical, based not only on the local job creation needs of neighbouring municipalities and after the start of herbal cultivation. In addition to its direct job creation value, it creates hundreds of indirect jobs in the following areas: small-scale herbal production, vegetable and fruit production meeting special needs, harvesting of wild fruits and herbs, transporting raw materials, ready-made delivery, utilisation of by-product pellet cakes. Directly created job opportunities: workplaces of raw materials and finished products moving, warehousing, packaging, installation of processing companies. The planned industrial park is much smaller than the size of other industrial parks, but is proportionate to the municipality and the economic operation of the activities to be supported. Taking into account the amount of herbal production capacity not yet used in the province of Tolna, and the above-average added value of the high-tech supercritical extraction process to be supported by the infrastructure of the industrial park, the long-term economic operation of the processing plant can be ensured on the basis of the planned lease agreements. The technical and technical content of the project, together with the presentation of the selected self-eligible and non-eligible activities. The establishment of the Healing Plant Logistics Centre in Kajdacs is in line with the objectives of the call for proposals TOP-1.1.1-15, since the Municipality of Kajdacs intends to create an “industrial area” and “a new building related to production and service activities” with the project to be implemented, which aims to create new sites for the installation companies and to contribute to the improvement of inter-company cooperation with the infrastructural background of drying, freezing, processing and finished products in the production hall. This industrial park, with the first processing plant to be set up in it, will be able to have a regional and national economic recovery effect within the county. Herbs, vegetables and fruits, which are the raw material of the plant, will come from local small producers within the framework of cooperation agreements concluded by the municipality with the surrounding villages. The incoming businesses will purchase the cultivated plant raw materials from more than 10 municipalities in the county. The high added value of herbal extracts produced will be resold as a pharmaceutical raw material. The business tax and the high-value economic recovery effect of established businesses increases the revenue of the local government. On the basis of the above, we can conclude that the planned investment is in line with the objectives of call TOP-1.1.1-15.
