Przedmiotem projektu jest uruchomienie 13 elektronicznych usług publicznych, które będą świadczone przez Urząd Gminy Rozogi (UG) oraz informatyzacja procedur wewnętrznych w UG. Uruchamiane e-usługi charakteryzować się będą wysokim poziomem dojrzałości (5 usług zapewniających interakcję dwustronną oraz 8 usług transakcyjnych z mechanizmami personalizacji), większość z nich charakteryzuje wysoki potencjał korzystania (dotyczą często załatwianych spraw). Uruchomienie e-usług będzie połączone z wdrożeniem oraz modernizacją systemów informatycznych w UG i modernizacją infrastruktury sieciowo – sprzętowej w zakresie niezbędnym dla zaplanowanych wdrożeń. Projekt zakłada integrację systemów informatycznych UG, wykorzystanie możliwości platformy ePUAP oraz uruchomienie dedykowanego rozwiązania front-office dla mieszkańców. Systemy informatyczne wdrażane w ramach projektu będą spełniać wymagania dotyczące interoperacyjności wskazane w przepisach prawa oraz wymagania WCAG 2.0 w zakresie dostępności. Rozwiązania zaplanowane w projekcie uwzględniają potrzeby osób niepełnosprawnych. Projekt wpisuje się w założenia określone w SzOOP „Cyfrowy region” RPO WiM, ponieważ w całości opiera się na wykorzystaniu nowoczesnych technologii informacyjno-komunikacyjnych: wdrożenie systemów informatycznych w UG i zakup niezbędnego sprzętu. Wykorzystanie tych technologii będzie służyć osiągnięciu celów projektu: cyfryzacji procedur administracyjnych oraz zwiększeniu dostępności usług publicznych przez udostępnienie ich drogą elektroniczną. Projekt realizuje cel osi priorytetowej „Cyfrowy region” (zwiększenie podaży publicznych e-usług) bezpośrednio poprzez udostępnienie przez gminę Wnioskodawcy nowych e-usług. W projekcie zaplanowano kolejno: (1)opracowanie dokumentacji aplikacyjnej, (2)działania promocyjne, (3)zapewnienie nadzoru inżyniera projektu, (4)zakup środków trwałych oraz wartości niematerialnych i prawnych (licencji na oprogramowanie),(5)zakup i realizację usług informatycznych. The subject of the project is the launch of 13 electronic public services, which will be provided by the Municipality of Rozogi (UG) and the computerisation of internal procedures in the EMU. Launched e-services will be characterised by a high level of maturity (5 services providing bilateral interaction and 8 transaction services with personalisation mechanisms), most of which have a high potential for use (concerning frequently handled matters). The launch of e-services will be combined with the implementation and modernisation of IT systems in the EMU and the modernisation of network and hardware infrastructure to the extent necessary for the planned implementations. The project involves the integration of UG IT systems, the use of the ePUAP platform and the launch of a dedicated front-office solution for residents. The IT systems implemented within the project will meet the interoperability requirements set out in the legislation and WCAG 2.0 requirements for accessibility. The solutions planned in the project take into account the needs of people with disabilities. The project fits into the assumptions set out in the “Digital Region” of the RPO WiM, as it is entirely based on the use of modern information and communication technologies: implementation of IT systems in EMU and purchase of necessary equipment. The use of these technologies will serve to achieve the objectives of the project: digitise administrative procedures and increase the availability of public services by making them available electronically. The project pursues the objective of the priority axis “Digital Region” (increasing the supply of public e-services) directly by the commune of the Applicant’s new e-services. The project plans to: (1)development of application documentation, (2)promotion measures, (3)provision of supervision of project engineer, (4)purchase of fixed assets and intangible assets (software licenses),(5)purchase and delivery of IT services. Le projet a pour objet le lancement de 13 services publics électroniques à fournir par le bureau municipal de Rozogi (UG) et l’informatisation des procédures internes dans l’UG. Le lancement des services en ligne sera caractérisé par un haut niveau de maturité (5 services fournissant des interactions bilatérales et 8 services de transaction avec des mécanismes de personnalisation), dont la plupart sont caractérisés par un potentiel d’utilisation élevé (concernant des cas souvent réglés). Le lancement des services en ligne sera associé à la mise en œuvre et à la modernisation des systèmes informatiques dans l’UG et à la modernisation des infrastructures de réseau et de matériel dans la mesure nécessaire aux déploiements prévus. Le projet implique l’intégration des systèmes informatiques UG, l’utilisation de la plateforme ePUAP et le lancement d’une solution de front-office dédiée aux résidents. Les systèmes informatiques mis en œuvre dans le cadre du projet répondront aux exigences d’interopérabilité énoncées dans la législation et aux exigences en matière d’accessibilité WCAG 2.0. Les solutions prévues dans le projet tiennent compte des besoins des personnes handicapées. Le projet est conforme aux hypothèses énoncées dans le ROP WiM SzOOP «Région numérique» parce qu’il repose entièrement sur l’utilisation des technologies modernes de l’information et de la communication: mise en œuvre des systèmes informatiques dans UG et achat de l’équipement nécessaire. L’utilisation de ces technologies servira les objectifs du projet: numérisation des procédures administratives et amélioration de l’accessibilité des services publics en les mettant à disposition par voie électronique. Le projet poursuit l’objectif de l’axe prioritaire «Région numérique» (augmentation de la fourniture de services électroniques publics) directement par la fourniture de nouveaux services électroniques par la municipalité de la requérante. Le projet est planifié à tour de rôle: (1)développement de la documentation d’application, (2) activités de promotion, (3) fourniture de la supervision de l’ingénieur de projet, (4) acquisition d’immobilisations fixes et incorporelles (licences de logiciels), (5) achat et mise en œuvre de services informatiques. Gegenstand des Projekts ist die Einführung von 13 elektronischen öffentlichen Diensten, die vom Gemeindeamt Rozogi (UG) erbracht werden sollen, und die Informatisierung der internen Verfahren in der UG. Die Einführung elektronischer Dienste wird durch einen hohen Reifegrad gekennzeichnet sein (5 Dienste, die bilaterale Interaktion bieten, und 8 Transaktionsdienste mit Personalisierungsmechanismen), von denen die meisten durch ein hohes Nutzungspotenzial gekennzeichnet sind (betreffend oft geregelter Fälle). Die Einführung elektronischer Dienste wird mit der Implementierung und Modernisierung von IT-Systemen in der UG und der Modernisierung der Netz- und Hardwareinfrastruktur in dem für geplante Einsatz erforderlichen Umfang kombiniert. Das Projekt umfasst die Integration von UG-IT-Systemen, die Nutzung der ePUAP-Plattform und die Einführung einer speziellen Frontoffice-Lösung für Anwohner. Die im Rahmen des Projekts eingesetzten IT-Systeme werden die Interoperabilitätsanforderungen der Rechtsvorschriften und der WCAG 2.0 Barrierefreiheitsanforderungen erfüllen. Die im Projekt geplanten Lösungen berücksichtigen die Bedürfnisse von Menschen mit Behinderungen. Das Projekt steht im Einklang mit den Annahmen des SzOOP „Digital Region“ ROP WiM, da es vollständig auf dem Einsatz moderner Informations- und Kommunikationstechnologien beruht: Implementierung von IT-Systemen in der UG und Kauf der notwendigen Ausrüstung. Der Einsatz dieser Technologien dient den Zielen des Projekts: Digitalisierung der Verwaltungsverfahren und Verbesserung der Zugänglichkeit öffentlicher Dienste durch elektronische Bereitstellung. Das Projekt verfolgt das Ziel der Prioritätsachse „Digitale Region“ (Verbesserung der Bereitstellung öffentlicher elektronischer Dienste) direkt durch die Bereitstellung neuer elektronischer Dienstleistungen durch die Gemeinde der Klägerin. Het project betreft de lancering van 13 elektronische overheidsdiensten die door het gemeentebestuur van Rozogi (UG) moeten worden geleverd en de automatisering van interne procedures in de RUG. De lancering van e-diensten zal worden gekenmerkt door een hoge mate van volwassenheid (5 diensten voor bilaterale interactie en 8 transactiediensten met personalisatiemechanismen), waarvan de meeste worden gekenmerkt door een hoog benuttingspotentieel (voor vaak afgehandelde zaken). De lancering van e-diensten zal worden gecombineerd met de implementatie en modernisering van IT-systemen in UG en de modernisering van de netwerk- en hardware-infrastructuur voor zover dit nodig is voor de geplande uitrol. Het project omvat de integratie van UG IT-systemen, het gebruik van het ePUAP-platform en de lancering van een speciale front-office oplossing voor bewoners. De IT-systemen die in het kader van het project worden geïmplementeerd, zullen voldoen aan de interoperabiliteitseisen die zijn vastgelegd in de wetgeving en de toegankelijkheidseisen van WCAG 2.0. De in het project geplande oplossingen houden rekening met de behoeften van mensen met een handicap. Het project is in overeenstemming met de veronderstellingen in het SzOOP „Digital Region” ROP WiM, omdat het volledig gebaseerd is op het gebruik van moderne informatie- en communicatietechnologieën: implementatie van IT-systemen in UG en aankoop van benodigde apparatuur. Het gebruik van deze technologieën zal ten goede komen aan de doelstellingen van het project: digitalisering van administratieve procedures en verbetering van de toegankelijkheid van overheidsdiensten door deze langs elektronische weg beschikbaar te stellen. Het project streeft de doelstelling van de prioritaire as „Digitale regio” na (het vergroten van het aanbod van openbare e-diensten) rechtstreeks door het verlenen van nieuwe e-diensten door de gemeente van de aanvrager. Het project is op zijn beurt gepland: (1) ontwikkeling van applicatiedocumentatie, (2) promotieactiviteiten, (3) verlening van toezicht op projectingenieur, (4) verwerving van vaste en immateriële activa (softwarelicenties), (5)aankoop en implementatie van IT-diensten. Oggetto del progetto è l'avvio di 13 servizi pubblici elettronici forniti dall'Ufficio comunale di Rozogi (UG) e l'informatizzazione delle procedure interne all'UG. Il lancio dei servizi elettronici sarà caratterizzato da un elevato livello di maturità (5 servizi di interazione bilaterale e 8 servizi di transazione con meccanismi di personalizzazione), la maggior parte dei quali è caratterizzata da un elevato potenziale di utilizzo (per quanto riguarda i casi spesso risolti). Il lancio dei servizi elettronici sarà combinato con l'attuazione e l'ammodernamento dei sistemi informatici in UG e con l'ammodernamento dell'infrastruttura di rete e hardware nella misura necessaria per le implementazioni pianificate. Il progetto prevede l'integrazione dei sistemi IT UG, l'utilizzo della piattaforma ePUAP e il lancio di una soluzione front-office dedicata ai residenti. I sistemi informatici attuati nell'ambito del progetto soddisferanno i requisiti di interoperabilità stabiliti dalla normativa e i requisiti di accessibilità WCAG 2.0. Le soluzioni previste nel progetto tengono conto delle esigenze delle persone con disabilità. Il progetto è in linea con le ipotesi esposte nella SzOOP "Digital Region" ROP WiM perché si basa interamente sull'uso delle moderne tecnologie dell'informazione e della comunicazione: implementazione di sistemi informatici in UG e acquisto delle attrezzature necessarie. L'uso di queste tecnologie servirà agli obiettivi del progetto: digitalizzazione delle procedure amministrative e miglioramento dell'accessibilità dei servizi pubblici rendendoli disponibili per via elettronica. Il progetto persegue l'obiettivo dell'asse prioritario "Regione digitale" (aumentare l'offerta di servizi elettronici pubblici) direttamente attraverso la fornitura di nuovi servizi elettronici da parte del comune del richiedente. Il progetto è pianificato a sua volta: 1)sviluppo della documentazione applicativa, 2) attività promozionali, 3) fornitura di supervisione del progetto ingegnere, 4) acquisizione di beni immobili e immateriali (licenze software), (5) acquisto e realizzazione di servizi informatici.
