L’opération est mise en œuvre à travers trois actions distinctes et complémentaires. **Action 1 « Opération d’animation opérationnelle du dispositif PLIE Melun Val de Seine »** Cette action est relative à l'animation, à la coordination et au suivi du dispositif PLIE. Il s’agit de décliner les orientations définies par le protocole d'accord et de mettre en oeuvre les axes stratégiques et prioritaires définis par les membres du comité de pilotage. Afin de mener à bien sa mission d'accompagnement et de placement des participants du dispositif PLIE, l'équipe d'animation opérationnelle s'appuie sur un réseau de prestataires sélectionnés sur la base de marchés publics. Les actions 2 et 3 sont mises en oeuvre, pour l'essentiel, par ces prestataires. **Action 2 « Opération d’accompagnement et de placement en emploi durable »** Deux types d’accompagnement sont réalisés par des référents PLIE (intervenants du PLIE) et des chargés de placement en emploi, afin d’accompagner les participants vers l’emploi durable : * Le référent PLIE assure sa mission par un accompagnement individualisé et renforcé visant la levée des freins auxquels sont confrontés les participants. Le seul référent PLIE interne à la structure MEIMVS accompagne uniquement les publics de moins de 26 ans inscrits à la Mission locale. Les autres référents PLIE sont externes à la stucture et accompagneront le public adulte. Le référent PLIE a pour objectifs de co-construire les parcours d’insertion avec les participants, d’assurer un suivi et un accompagnement des personnes durant ce parcours et jusqu'à 6 mois après la prise d’emploi ou l’entrée en formation qualifiante, d’assurer la cohérence des parcours d’insertion en fonction des besoins des participants et des potentialités d’emploi du territoire, de mobiliser les réseaux d’aide au regard des difficultés des participants. * Le chargé de placement (prestataires du PLIE) a pour objectif l’intégration en emploi durable des personnes en difficulté d’insertion, selon les critères définis par le protocole d’accord du dispositif PLIE (CDI, CDD 6 mois, contrat intérim choisi de plus de 900 heures, entrée en formation qualifiante, création d'entreprise). Les personnes lui sont adressées en fin de parcours par le référent PLIE, c'est à dire lorsque les freins majeurs qu'elles rencontraient ont été levés. Le chargé de placement assure sa mission par un accompagnement individualisé, y compris dans le cas où il est amené à utiliser les techniques d’animation collective. Il a pour rôle, dans la co-construction des étapes de prospection, d’aider chaque participant à se positionner clairement et en cohérence avec les potentialités d’emploi. Il développe également une prospection ciblée, via son propre réseau d’entreprises, et/ou démarche de nouvelles entreprises susceptibles d’être intéressées par les compétences du participant. La coordination entre le PLIE, les référents et les chargés de placement s'effectue au sein de la plateforme emploi/entreprise du PLIE. **Action 3 « Opération actions d’insertion »** Cette action renvoie aux diverses actions d’insertion permettant de répondre aux besoins des participants et des référents dans leur mission de construction de parcours de retour à l’emploi. La prescription sur ces actions est effectuée par le référent de parcours. Il pourra s’agir par exemple d’actions de socialisation, remobilisation, formation (informatique, permis de conduire…), chantiers d’insertion, bilans de compétence, immersion en entreprise… (French)

The operation is implemented through three separate and complementary actions. **Action 1 “Operational animation operation of the PLIE Melun Val de Seine”** This action relates to the animation, coordination and monitoring of the PLIE system. The aim is to define the guidelines laid down in the Memorandum of Understanding and to implement the strategic and priority axes defined by the members of the Steering Committee. In order to carry out its mission of supporting and placing PLIE participants, the operational animation team relies on a network of service providers selected on the basis of public procurement. Actions 2 and 3 are mainly implemented by these providers. **Action 2 “Sustainable job placement and support operation”** Two types of support are carried out by PLIE referents (PLIE speakers) and job placement officers, in order to support participants towards sustainable employment: * The PLIE referent carries out his mission through an individualised and reinforced accompaniment aimed at lifting the brakes faced by the participants. The only PLIE focal point within the MEIMVS structure only assists audiences under 26 years of age enrolled in the Local Mission. The other PLIE referents are external to the stucture and will accompany the adult audience. The objectives of the PLIE referent are to co-build the integration pathways with the participants, to monitor and support people during this journey and up to 6 months after taking up employment or entry into qualifying training, to ensure consistency of the integration pathways according to the needs of the participants and the employment potential of the territory, to mobilise support networks in view of the difficulties of the participants. * The job placement officer (PLIE providers) has as its objective the integration into sustainable employment of people in difficulty of integration, according to the criteria defined in the Memorandum of Understanding of the PLIE scheme (CDI, CDD 6 months, interim contract chosen for more than 900 hours, entry into qualifying training, start-up of a company). The people are addressed to him at the end of the journey by the reference PLIE, i.e. when the major brakes they encountered were lifted. The placement officer performs his duties by individualised support, even if he is required to use collective animation techniques. Its role, in the co-construction of the survey stages, is to help each participant to position themselves clearly and in coherence with the employment potential. Coordination between the PLIE, the referents and the job placement officers takes place within the PLIE’s employment/company platform. **Action 3 “Operation actions for inclusion”** This action refers to the various integration actions that meet the needs of participants and referents in their mission of building return journeys. Das Vorhaben wird durch drei getrennte und sich ergänzende Maßnahmen durchgeführt. **Aktion 1 „Operation zur operativen Animation des Systems PLIE Melun Val de Seine“** Diese Aktion betrifft die Animation, Koordinierung und Überwachung der PLIE-Vorrichtung. Es geht darum, die im Memorandum of Understanding festgelegten Leitlinien festzulegen und die von den Mitgliedern des Lenkungsausschusses festgelegten strategischen und prioritären Schwerpunkte umzusetzen. Um seine Aufgabe der Begleitung und Platzierung der PLIE-Teilnehmer zu erfüllen, stützt sich das operative Betreuungsteam auf ein Netz von Dienstleistern, die auf der Grundlage öffentlicher Aufträge ausgewählt werden. Die Maßnahmen 2 und 3 werden im Wesentlichen von diesen Dienstleistern durchgeführt. **Aktion 2 „Förderung und Vermittlung in eine dauerhafte Beschäftigung“** Zwei Arten von Begleitung werden von PLIE-Referenten (Referenten der PLIE) und Arbeitsvermittlungsbeauftragten durchgeführt, um die Teilnehmer auf dem Weg zu einer nachhaltigen Beschäftigung zu begleiten: * Der PLIE-Referent übernimmt seine Aufgabe durch eine individualisierte und verstärkte Begleitung zur Beseitigung der Bremsen, mit denen die Teilnehmer konfrontiert sind. Der einzige interne PLIE-Verweiser in der MEIMVS-Struktur begleitet nur Publikum unter 26 Jahren, die bei der örtlichen Mission registriert sind. Die anderen PLIE-Referenten sind außerhalb des Unterrichts und begleiten das erwachsene Publikum. Ziel des PLIE-Referents ist es, die Eingliederungspfade mit den Teilnehmern zu konstruieren, die Personen während dieses Kurses und bis zu sechs Monate nach der Aufnahme oder dem Eintritt in eine qualifizierende Ausbildung zu begleiten und zu begleiten, die Kohärenz der Eingliederungswege entsprechend den Bedürfnissen der Teilnehmer und der Beschäftigungsmöglichkeiten des Gebiets zu gewährleisten und die Unterstützungsnetze angesichts der Schwierigkeiten der Teilnehmer zu mobilisieren. * Der Vermittlungsbeauftragte (Dienstleister des PLIE) hat das Ziel, Personen mit Eingliederungsschwierigkeiten in eine dauerhafte Beschäftigung zu integrieren, und zwar nach den Kriterien, die im Memorandum of Understanding des Programms PLIE festgelegt sind (ZIE, 6 Monate befristeter Vertrag, gewählter Interimsvertrag von mehr als 900 Stunden, Eintritt in eine qualifizierende Ausbildung, Unternehmensgründung). Der Vermittlungsbeauftragte erfüllt seine Aufgabe durch eine individuelle Begleitung, auch wenn er die Techniken der kollektiven Animation anwenden muss. Es hat die Aufgabe, bei der gemeinsamen Gestaltung der Explorationsschritte jedem Teilnehmer dabei zu helfen, sich klar und in Übereinstimmung mit dem Beschäftigungspotential zu positionieren. Darüber hinaus entwickelt er über sein eigenes Unternehmensnetzwerk eine gezielte Exploration und/oder neue Unternehmen, die an den Kompetenzen des Teilnehmers interessiert sein könnten. Die Koordinierung zwischen PLIE, Referenten und Arbeitsvermittlern erfolgt innerhalb der Arbeits-/Unternehmensplattform der PLIE. **Aktion 3 „Eingliederungsmaßnahmen“** Diese Aktion bezieht sich auf die verschiedenen Eingliederungsmaßnahmen, die den Bedürfnissen der Teilnehmer und Referenten in ihrem Auftrag, Wege zur Rückkehr in den Arbeitsmarkt zu bauen, gerecht werden. Die Verjährung dieser Handlungen erfolgt durch den Streckenreferenten. Dabei kann es sich z. B. um Sozialisierung, Remobilisierung, Ausbildung (Informatik, Führerschein usw.), Eingliederungsarbeiten, Kompetenzbilanzen, Eintauchen in Unternehmen usw. handeln. (German)

De concrete actie wordt uitgevoerd door middel van drie afzonderlijke en complementaire acties. **Actie 1 „Operationele animatie van de PLIE Melun Val de Seine”** Deze actie heeft betrekking op de animatie, coördinatie en monitoring van het PLIE-systeem. Het doel is de in het memorandum van overeenstemming vastgestelde richtsnoeren vast te stellen en de strategische en prioritaire assen uit te voeren die door de leden van de stuurgroep zijn vastgesteld. Om zijn missie van ondersteuning en plaatsing van PLIE-deelnemers uit te voeren, vertrouwt het operationele animatieteam op een netwerk van dienstverleners dat is geselecteerd op basis van overheidsopdrachten. De acties 2 en 3 worden voornamelijk door deze aanbieders uitgevoerd. **Actie 2 „Duurzame arbeidsbemiddelings- en ondersteuningsoperatie”** Twee soorten ondersteuning worden uitgevoerd door PLIE-veroordelaars (PLIE-sprekers) en arbeidsbemiddelingsfunctionarissen, om deelnemers te ondersteunen op weg naar duurzame werkgelegenheid: * De PLIE referent voert zijn missie uit door middel van een geïndividualiseerde en versterkte begeleiding gericht op het opheffen van de remmen waarmee de deelnemers worden geconfronteerd. Het enige PLIE-contactpunt binnen de MEIMVS-structuur helpt alleen doelgroepen jonger dan 26 jaar die zijn ingeschreven bij de lokale missie. De andere PLIE referenten zijn extern aan de stucture en zullen het volwassen publiek begeleiden. De doelstellingen van de PLIE-verwijzing zijn het samen opbouwen van de integratietrajecten met de deelnemers, het monitoren en ondersteunen van mensen tijdens deze reis en tot 6 maanden na het in dienst nemen of het volgen van een gekwalificeerde opleiding, om te zorgen voor consistentie van de integratietrajecten naargelang van de behoeften van de deelnemers en het werkgelegenheidspotentieel van het grondgebied, om ondersteunende netwerken te mobiliseren in het licht van de moeilijkheden van de deelnemers. * De arbeidsbemiddelaar (PLIE-aanbieders) heeft als doel de integratie in duurzame werkgelegenheid van mensen in moeilijkheden met integratie, volgens de criteria die zijn vastgesteld in het memorandum van overeenstemming van de PLIE-regeling (CDI, CDD 6 maanden, interimcontract gekozen voor meer dan 900 uur, toetreding tot een gekwalificeerde opleiding, opstarten van een bedrijf). De mensen worden aan het eind van de reis door de referentie PLIE tot hem gericht, d.w.z. wanneer de grote remmen die zij tegenkwamen werden opgeheven. De plaatsingsfunctionaris voert zijn taken uit door middel van geïndividualiseerde ondersteuning, zelfs als hij collectieve animatietechnieken moet gebruiken. In de co-constructie van de enquêtefasen heeft het tot taak elke deelnemer te helpen zich duidelijk en in samenhang met het werkgelegenheidspotentieel te positioneren. Het ontwikkelt ook een gerichte prospectie, via haar eigen netwerk van bedrijven, en/of aanpak van nieuwe bedrijven die geïnteresseerd kunnen zijn in de vaardigheden van de deelnemer. De coördinatie tussen de PLIE, de referenten en de arbeidsbemiddelingsfunctionarissen vindt plaats binnen het arbeids-/bedrijfsplatform van PLIE. **Actie 3 „Operationele acties voor inclusie”** Deze actie heeft betrekking op de verschillende integratieacties die voldoen aan de behoeften van deelnemers en referenten in hun missie om terugkeerreizen te bouwen. De beperking van deze acties wordt gemaakt door de routeverwijzende instantie. L'operazione è attuata attraverso tre azioni distinte e complementari. **Azione 1 "Operazione di animazione operativa del PLIE Melun Val de Seine"** Questa azione riguarda l'animazione, il coordinamento e il monitoraggio del sistema PLIE. L'obiettivo è definire gli orientamenti stabiliti nel memorandum d'intesa e attuare gli assi strategici e prioritari definiti dai membri del comitato direttivo. Per svolgere la sua missione di sostegno e collocamento dei partecipanti al PLIE, il gruppo di animazione operativa si basa su una rete di fornitori di servizi selezionati sulla base di appalti pubblici. Le azioni 2 e 3 sono attuate principalmente da questi fornitori. **Azione 2 "Operazione di collocamento e sostegno sostenibile"** Due tipi di sostegno sono effettuati dai referenti PLIE (oratori PLIE) e dai responsabili del collocamento, al fine di sostenere i partecipanti verso un'occupazione sostenibile: * Il referente PLIE svolge la sua missione attraverso un accompagnamento individualizzato e rinforzato volto a sollevare i freni affrontati dai partecipanti. L'unico punto focale PLIE all'interno della struttura MEIMVS assiste solo il pubblico sotto i 26 anni iscritto alla Missione Locale. Gli altri referenti PLIE sono esterni alla struttura e accompagneranno il pubblico adulto. Gli obiettivi del referente PLIE sono co-costruire i percorsi di integrazione con i partecipanti, monitorare e sostenere le persone durante questo percorso e fino a 6 mesi dopo l'assunzione o l'accesso alla formazione qualificata, garantire la coerenza dei percorsi di integrazione in base alle esigenze dei partecipanti e al potenziale occupazionale del territorio, mobilitare reti di supporto in considerazione delle difficoltà dei partecipanti. * Il responsabile del collocamento (fornitori di PLIE) ha come obiettivo l'integrazione in un'occupazione sostenibile delle persone in difficoltà di integrazione, secondo i criteri definiti nel memorandum d'intesa del regime PLIE (CDI, CDD 6 mesi, contratto interinale scelto per più di 900 ore, accesso alla formazione qualificata, avvio di un'impresa). Le persone sono indirizzate a lui alla fine del viaggio dal riferimento PLIE, cioè quando i freni principali incontrati sono stati sollevati. L'agente di collocamento svolge le sue funzioni con un supporto personalizzato, anche se è tenuto a utilizzare tecniche di animazione collettiva. Il suo ruolo, nella co-costruzione delle fasi dell'indagine, consiste nell'aiutare ciascun partecipante a posizionarsi in modo chiaro e coerente con il potenziale occupazionale. Sviluppa inoltre una prospezione mirata, attraverso la propria rete di imprese, e/o l'approccio di nuove imprese che potrebbero essere interessate alle competenze del partecipante. Il coordinamento tra il PLIE, i referenti e i responsabili del collocamento avviene all'interno della piattaforma di collocamento/azienda del PLIE. **Azione 3 "Azioni operative per l'inclusione"** Questa azione si riferisce alle varie azioni di integrazione che soddisfano le esigenze dei partecipanti e dei referenti nella loro missione di costruire viaggi di ritorno. La limitazione di queste azioni è fatta dal referente di rotta.
