Projekta mērķis ir palielināt privāto investīciju apjomu Smiltenes novadā, veicot ieguldījumus komercdarbības attīstībai nepieciešamajā ielu infrastruktūrā. Pašvaldībai atbilstoši likumā “Par pašvaldībām” 15.pantam, nodrošinot vienu no tās autonomajam funkcijām - pārbūvēt komersantu darbībai nepieciešamo ielu infrastruktūru un uzbūvēt ražošanas ēku, bet komersantiem Ministru kabineta noteikumi Nr. 645 noteiktajā termiņā attīstīt savu komercdarbību, radot jaunas darba vietas un veicot nefinanšu investīcijas pašu nemateriālajos ieguldījumos un pamatlīdzekļos. Smiltenes novada dome, strādājot ar esošajiem un potenciālajiem investoriem, ir saskārusies ar problēmu, ka viens no galvenajiem šķēršļiem jaunu investīciju piesaistē ir nepieciešamās infrastruktūras trūkums. Smiltenes novada domes iecere ir veikt ceļu rekonstrukciju un uzbūvēt jaunu ražošanas ēku Limbažu ielā 8, Smiltenē, kur šīs projekta aktivitātes atbilsts Reģionālās politikas pamatnostādnēm 2013.-2019.gadam, kas apstiprinātas ar Ministru kabineta 2013.gada 29.oktobra rīkojumu Nr.496 „Par Reģionālās politikas pamatnostādnēm 2013.-2019.gadam” un Valdības rīcības plāna Deklarācijai par Māra Kučinska vadītā Ministru kabineta iecerēto darbību īstenošanu, kas nosaka nepieciešamību izvērtēt mehānismu, kā palielināt pašvaldību lomu investīciju piesaistes procesā un kā pašvaldības var sniegt pēc iespējas plašāku atbalstu uzņēmējiem. Šis atbalsts ir ļoti būtisks, jo Latvijā un Smiltenes novadā 99% ir tieši mazie un vidējie uzņēmumi un tā kā šie uzņēmumi ir nelieli, tos sevišķi ietekmē pārmaiņas nozarē un viņiem ir ierobežota finansiālā kapacitāte, kas nedod iespēju to straujākai attīstībai un jaunu ražošanas ēku būvniecībai. Projektā ir plānots realizēt Celtnieku ielas, Limbažu ielas un Gaujas ielas posmu asfaltēšanu (minētās ielas un to atzari, ar kopējo garumu 1,17 km), Limbažu ielas 8 teritorijas degradētās teritorijas sakārtošanu, ūdensapgādes, kanalizācijas un siltumapgādes pieslēguma izveidošanu un ārējo elektrisko tīklu un apgaismojuma pārbūvi. Projekta ietvaros ir arī plānots izbūvēt 49 publiskas stāvvietas, kas būs brīvi pieejamas un neierobežotas ar zīmēm un barjerām, kā arī ražošanas ēkas teritorijā Limbažu ielā plānots uzbūvēt 12 stāvvietas, 1 invalīda stāvvietu un 1 stāvvietu operatīvajam transportam. Pašvaldība plāno ražošanas ēkas izbūvi Limbažu ielā 8, kur šīs ražošanas telpas rīkojot atklātu izsoli tiks iznomātas ražošanas uzņēmumiem.Projekta īstenošanai paredzētas šādas darbības: ceļa posmu un ražošanas ēkas projektēšana, būvniecība, autoruzraudzība, būvuzraudzība. Projektā ir plānoti arī publicitātes pasākumi.Projektā ir plānots jaunu ūdensapgādes, kanalizācijas un siltumapgādes pieslēgumu izveidošana, un atbilst nosacījumiem par valsts atbalstu komercdarbībai.Sasniedzamie rezultāti ir: Pēc SIA “AW Latvia” ir 8 jaunas darba vietas un saskaņā SIA “AW Latvia” sniegto apliecinājumu par interesi komersants no 2015.gada līdz 2019. gadam savā ražotnē plāno investēt 344 394,00 EUR. Uzņēmums izstrādā jaunus produktus, palielina apgrozījumu produktu sortimentam, kā arī veic ieguldījuma investīcijas ražošanā. Uzņēmumā 2016.gadā veica investīcijas savos nemateriālajos ieguldījumos un pamatlīdzekļos, kas sastādīja 262 394,00 EUR. Komersants SIA “Artex Latvia” 2015. un 2016. gadā savā ražotnē investēja 42 872,00 EUR, bet līdz 2023. gadam plāno vēl investēt 211 180,00 EUR. un radīt 51 jaunu darba vietu. SIA “Troll Smiltene” plāno radīt 5 jaunas darba vietas un veikt investīcijas savos nemateriālajos ieguldījumos un pamatlīdzekļos 150 000,00 EUR. Projekta kopējās plānotās izmaksas ir EUR 2 711 823,11 EUR ar PVN 21%, tai skaitā, attiecināmās izmaksas ir EUR 2 618 418,58 EUR un plānotais ERAF līdzfinansējums no attiecināmām izmaksām ir EUR 1 195 391.68 EUR, bet projekta kopējās neattiecināmās izmaksas ir 93 404.53 EURProjekta īstenošanu plānots veikt 24 mēnešu laikā no projekta apstiprināšanas. The aim of the project is to increase the amount of private investment in Smiltene municipality by investing in street infrastructure necessary for business development. In accordance with Article 15 of the Law “On Local Governments”, by providing one of its autonomous functions – to rebuild the street infrastructure necessary for the operation of merchants and build a production building, and merchants to develop their commercial activities within the time limit specified by Regulation No. 645 of the Cabinet of Ministers, creating new jobs and making non-financial investments in their own intangible investments and fixed assets. Working with existing and potential investors, Smiltene County Council has faced the problem that one of the main obstacles to attracting new investments is the lack of necessary infrastructure. Smiltene County Council’s intention is to reconstruct roads and build a new production building in Limbažu Street 8, Smiltene, where these project activities are in accordance with Regional Policy Guidelines 2013-2019 approved by Cabinet of Ministers Order No.496 of 29 October 2013 “On Regional Policy Guidelines 2013-2019” and Government Action Plan Declaration on implementation of planned activities by Māris Kučinskis, which determines the necessity to evaluate the mechanism, how to increase municipal investment role in the process. L’objectif du projet est d’augmenter le montant des investissements privés dans la région de Smiltene en investissant dans les infrastructures routières nécessaires au développement des entreprises. Conformément à l’article 15 de la loi sur les collectivités locales, en assumant l’une de ses fonctions autonomes, à savoir la reconstruction des infrastructures de rue nécessaires à l’exploitation des commerçants et la construction d’un bâtiment de fabrication, ainsi que le développement de leurs activités commerciales dans le délai fixé par le règlement no 645 du Conseil des ministres, la création d’emplois et la réalisation d’investissements non financiers dans leurs propres investissements incorporels et immobilisations. Smiltene County Council, en collaboration avec des investisseurs existants et potentiels, a été confronté au problème que l’un des principaux obstacles à l’attraction de nouveaux investissements est le manque d’infrastructures nécessaires. Ziel des Projekts ist es, die privaten Investitionen in der Region Smiltene durch Investitionen in die notwendige Straßeninfrastruktur für die Geschäftsentwicklung zu erhöhen. Nach Art. 15 des Gesetzes über lokale Gebietskörperschaften durch die Bereitstellung einer seiner autonomen Funktionen – den Wiederaufbau der für den Betrieb von Händlern erforderlichen Straßeninfrastrukturen und den Bau eines Fertigungsgebäudes sowie für die Händler, ihre Geschäftstätigkeit innerhalb der in der Kabinettsverordnung Nr. 645 vorgesehenen Frist auszubauen, neue Arbeitsplätze zu schaffen und nichtfinanzielle Investitionen in ihre eigenen immateriellen Investitionen und Anlagevermögen zu tätigen. Smiltene County Council, der mit bestehenden und potenziellen Investoren zusammenarbeitet, ist vor dem Problem, dass eines der Haupthindernisse für die Anwerbung neuer Investitionen das Fehlen der notwendigen Infrastruktur ist. Die Absicht des Kreisrates von Smiltene besteht darin, Straßen zu rekonstruieren und ein neues Industriegebäude in der Straße 8 Limbažu, Smiltene, zu errichten, wo diese Projektaktivitäten den Leitlinien für Regionalpolitik 2013-2019 entsprechen, die durch die Kabinettsverordnung Nr. 496 vom 29. Die Gemeinde plant den Bau eines Produktionsgebäudes in der Straße 8 Limbažu, wo diese Produktionsanlagen durch die Organisation einer offenen Auktion an Produktionsunternehmen vermietet werden. Straßenabschnitt und Produktionsgebäudeplanung, Bau, Autorenaufsicht, Bauaufsicht. Het doel van het project is het verhogen van de particuliere investeringen in de regio Smiltene door te investeren in de nodige straatinfrastructuur voor bedrijfsontwikkeling. L'obiettivo del progetto è aumentare l'importo degli investimenti privati nella regione di Smiltene investendo nelle infrastrutture stradali necessarie per lo sviluppo delle imprese. Ai sensi dell'art. 15 della legge sugli enti locali, prevedendo una delle sue funzioni autonome — la ricostruzione dell'infrastruttura stradale necessaria al funzionamento degli esercenti e la costruzione di un edificio manifatturiero, nonché lo sviluppo delle loro attività commerciali entro il termine previsto dal regolamento n. 645, la creazione di nuovi posti di lavoro e la realizzazione di investimenti non finanziari nei propri investimenti immateriali e immobilizzati. Il consiglio della contea di Smiltene, in collaborazione con gli investitori esistenti e potenziali, ha affrontato il problema che uno dei principali ostacoli all'attrazione di nuovi investimenti è la mancanza delle infrastrutture necessarie. L'intenzione del consiglio della contea di Smiltene è quella di ricostruire le strade e costruire un nuovo edificio industriale in via Limbažu 8 (Smiltene), dove tali attività progettuali sono conformi agli orientamenti di politica regionale 2013-2019, approvati con decreto del governo n. 496 del 29 ottobre 2013 sugli orientamenti di politica regionale 2013-2019 e alla dichiarazione del piano d'azione governativa sull'attuazione delle attività pianificate del gabinetto dei ministri guidato da Māra Kučinskis, che determina la necessità di valutare il meccanismo per aumentare il ruolo dei governi locali nel processo di attrarre gli investimenti e come i governi locali possano fornire il più ampio sostegno possibile agli imprenditori. Questo sostegno è molto importante perché in Lettonia e nella contea di Smiltene il 99 % è costituito da piccole e medie imprese e, essendo di piccole dimensioni, è particolarmente colpito dai cambiamenti del settore e dispone di una capacità finanziaria limitata, il che non consente il loro sviluppo più rapido e la costruzione di nuovi edifici industriali. Nel progetto si prevede di realizzare l'asfalto dei tratti di via Celtnieku, via Limbažu e via Gaujas (le suddette strade e i loro rami, per una lunghezza totale di 1,17 km), la sistemazione del territorio degradato del territorio di Limbažu iela 8, la creazione di un collegamento per l'approvvigionamento idrico, fognature e approvvigionamento di calore, e la ricostruzione di reti elettriche esterne e illuminazione. Nell'ambito del progetto si prevede anche la costruzione di 49 parcheggi pubblici, liberamente accessibili e illimitati con cartelli e barriere, così come nella zona dell'edificio di produzione in via Limbažu si prevede di costruire 12 posti auto, 1 parcheggio per disabili e 1 parcheggio per il trasporto di emergenza. Il comune prevede la costruzione di un edificio di produzione in via Limbažu 8, dove questi impianti di produzione saranno affittati alle imprese produttrici organizzando un'asta aperta. Per l'attuazione del progetto sono previste le seguenti attività: sezione stradale e progettazione dell'edificio di produzione, costruzione, supervisione dell'autore, supervisione della costruzione. Nell'ambito del progetto sono previste anche misure di pubblicità. Il progetto prevede la creazione di nuovi allacciamenti per l'approvvigionamento idrico, la rete fognaria e il riscaldamento e soddisfa le condizioni per gli aiuti di Stato per attività commerciali. I risultati da raggiungere sono: Dopo SIA "AW Lettonia" ci sono 8 nuovi posti di lavoro e secondo SIA "AW Latvia" conferma di interesse, il commerciante prevede di investire 344 394,00 EUR nel suo stabilimento di produzione dal 2015 al 2019. L'azienda sviluppa nuovi prodotti, aumenta il fatturato per l'assortimento di prodotti, oltre a investire nella produzione. Nel 2016 la società ha investito in investimenti immateriali e immobilizzazioni, pari a 262 394,00 EUR. Negli anni 2015 e 2016, la società ha investito 42 872,00 EUR nel suo stabilimento, ma entro il 2023 prevede di investire 2 111 180,00 EUR e creare 51 nuovi posti di lavoro. SIA "Troll Smiltene" prevede di creare 5 nuovi posti di lavoro e di investire in investimenti immateriali e immobilizzazioni EUR 150000,00 Il costo totale previsto del progetto è di EUR 2711823,11 con IVA 21 %, compresi i costi ammissibili 2 618 418,58 EUR e il cofinanziamento previsto FESR dei costi ammissibili 1 195 391,68 EUR, mentre il totale dei costi non ammissibili del progetto è di 93 044,53 EUR Il progetto dovrebbe essere attuato entro 24 mesi dall'approvazione del progetto. La ricostruzione e l'asfalto di Limbazu Street, Gaujas Street e Celtnieku Street e la costruzione dell'edificio di produzione e la sistemazione del territorio sono previste per la fine di settembre 2020.
