Niniejsza inwestycja realizowana będzie w partnerstwie 14 jednostek samorządu terytorialnego Subregionu Południowego (Lider Projektu – Powiat Nyski oraz 13 partnerskich JST). Zakres rzeczowy przedsięwzięcia obejmuje kompleksową termomodernizację 18 obiektów użyteczności publicznej, w tym zabytków (szerzej: C.2 SWI) i wynika bezpośrednio z przeprowadzonych audytów energetycznych. W zakresie optymalnych usprawnień w przedmiotowych audytach wskazano m.in. na konieczność podjęcia takich działań jak: wymiana źródeł ciepła, modernizacja instalacji c.w.u, modernizacja c.o., ocieplenie stropu, ocieplenie dachu, ocieplenie ścian zewnętrznych, ocieplenie ścian przy gruncie, wymiana okien, wymiana drzwi, modernizacja systemu oświetlenia, montaż OZE (montaż 3 szt. kotłów na biomasę w ramach zakresu rzeczowego realizowanego przez Gminę Biała oraz montaż pompy ciepła - Gmina Głubczyce), wprowadzenie układu wentylacji mechanicznej nawiewno-wywiewnej z odzyskaniem ciepła, przyłączenie do sieci ciepłowniczej. Mając na uwadze powyższy zakres inwestycja zakłada również wzrost wykorzystania OZE na obszarze Subregionu Południowego. Większość termomodernizowanych obiektów pełni funkcje społeczne (szerzej: I.2 SWI). Poza robotami budowlanymi przewiduje się również prowadzenie nadzoru inwestorskiego, aktualizację dokumentacji oraz promocję projektu (zakup tablic informacyjno-pamiątkowych). Zakres rzeczowy projektu opisany został szerzej w pkt. D.3 SWI oraz sekcji V WoD, zaś stan techniczny obiektów w pkt. A.1 SWI. Inwestycja przyczyni się do znacznych oszczędności energii oraz redukcji emisji CO2 do atmosfery. Miejsce realizacji całej inwestycji obejmuje obszar Subregionu Południowego. Szerzej w pkt. 3.5 WoD. This investment will be carried out in partnership between 14 local government units of the Southern Sub-Region (Project Leader – District Nyski and 13 partner JSTs). The material scope of the project includes comprehensive thermomodernisation of 18 public utilities, including monuments (more: C.2 SWI) and results directly from energy audits carried out. In terms of optimal improvements in these audits, the need to take measures such as: replacement of heat sources, modernisation of hot water installations, modernisation of central heating, ceiling warming, roof warming, warming of external walls, warming of walls by the ground, replacement of windows, replacement of doors, modernisation of the lighting system, installation of RES (assembly of 3 biomass boilers as part of the physical scope of the White Municipality and installation of a heat pump – Głubczyce Municipality), introduction of a mechanical ventilation system with heat recovery, connection to the heating network. Given the above scope, the investment also assumes an increase in the use of RES in the South Sub-Region. Most of the thermomodern facilities perform social functions (more: I.2 SWI). In addition to construction works, it is also envisaged to carry out investor supervision, update documentation and promote the project (purchase of information and souvenir boards). The material scope of the project is described in more detail in paragraph. D.3 SWI and Section V WoD, and the technical condition of the facilities in point. A.1 SWI. The investment will contribute to significant energy savings and reduction of CO2 emissions into the atmosphere. Cet investissement sera réalisé en partenariat entre 14 collectivités locales de la sous-région sud (chef de projet — District Nyski et 13 JST partenaires). Le champ d’application matériel du projet comprend une thermomodernisation complète de 18 services publics, y compris des monuments (suite: C.2 SWI) et les résultats directement des audits énergétiques effectués. En ce qui concerne l’amélioration optimale de ces audits, la nécessité de prendre des mesures telles que: le remplacement des sources de chaleur, la modernisation des installations d’eau chaude, la modernisation du chauffage central, le réchauffement du plafond, le réchauffement du toit, le réchauffement des murs extérieurs, le réchauffement des murs par le sol, le remplacement des fenêtres, le remplacement des portes, la modernisation du système d’éclairage, l’installation de SER (assemblage de 3 chaudières à biomasse dans le cadre de la municipalité blanche et l’installation d’une pompe à chaleur — municipalité de Głubczyce), l’introduction d’un système de ventilation mécanique avec récupération de chaleur, connexion au réseau de chauffage. Compte tenu de ce qui précède, l’investissement suppose également une augmentation de l’utilisation des SER dans la sous-région sud. La plupart des installations thermomodernes remplissent des fonctions sociales (suite: I.2 SWI). Outre les travaux de construction, il est également envisagé d’assurer la supervision des investisseurs, de mettre à jour la documentation et de promouvoir le projet (achat de conseils d’information et de souvenirs). Le champ d’application matériel du projet est décrit plus en détail au paragraphe. D.3 SWI et Section V WoD, et l’état technique des installations en point. A.1 SWI. L’investissement contribuera à des économies d’énergie significatives et à une réduction des émissions de CO2 dans l’atmosphère.
