Проектното предложение е насочено към развитие на човешките ресурси, ангажирани в сферата на науката и научно-изследователската дейност на Националния военен университет, за превръщането му в съвременна научна организация, допринасяща за изграждане на икономика, основана на знанието. Основна целева група на проекта са общо 76 студенти, докторанти, пост-докторанти, млади учени и преподаватели от Националния военен университет. Предвидените дейности включват мобилност с цел провеждане на иновативни научни изследвания в научни центрове в рамките на ЕС, квалификация, продължаващо обучение и кариерно развитие на заетите с научна дейност, развитие на партньорски мрежи между български и чуждестранни учени, участие в международни научни форуми и публикации в международно признати списания, осигуряване на достъп до научни съоръжения, оборудване, бази данни и информация с цел провеждане на научни изследвания. Ключова дейност по проекта е Дейност 4 - развитие на научния капацитет на НВУ „В. Левски“ и мотивиране на млади специалисти за научноизследователска дейност, която е насочена към подобряване на капацитета на висшето училище за мотивиране и задържане на млади учени, както и към прилагане на иновативно докторантско обучение. В допълнение на това са включени две дейности за популяризиране на НВУ „Васил Левски“ като съвременен център за наука и научни изследвания, както и разпространение на научните резултати чрез организиране на международни научни форуми. Предвидени са и двете задължителни дейности за комуникация и публичност на проекта, както и организация и управление на проекта, за което е предвиден екип от 6 експерти. Интервенциите по проекта са в пълен синхрон с целите на приоритетна ос 2 на ОП „НОИР“, целите на стратегия „Европа 2020“, както и националната стратегия за развитие на научните изследвания 2020, и кореспондират в пълна степен със стратегическата цел на НВУ „Васил Левски“ да се превърне в съвременен център за научноизследователска и развойна дейност. The project proposal is aimed at developing human resources, engaged in the field of science and research activities of the National Military University, for its transformation into a modern scientific organisation, contributing to building a knowledge-based economy. The main target group of the project are 76 students, PhD students, post-doctoral students, young scientists and lecturers from the National Military University. The activities envisaged include mobility for the purpose of conducting innovative research in research centres within the EU, qualification, continuing training and career development of those working with scientific activities, development of partner networks between Bulgarian and foreign scientists, participation in international scientific forums and publications in internationally recognised journals, providing access to scientific facilities, equipment, databases and information for the purpose of conducting research. The key activity of the project is Action 4 — development of the scientific capacity of the “V. Levski” NV and motivating young specialists for research, which is aimed at improving the capacity of the higher school to motivate and retain young scientists, as well as to implement innovative doctoral training. In addition, two activities are included to promote the “Vasil Levski” NV as a modern centre for science and research, as well as dissemination of scientific results through the organisation of international scientific forums. Both mandatory communication and publicity activities are foreseen for the project, as well as project organisation and management, for which a team of 6 experts is foreseen. The project interventions are in full synergy with the objectives of Priority Axis 2 of OP “SESG”, the objectives of the Europe 2020 strategy, as well as the National Strategy for Research Development 2020, and correspond fully with the strategic objective of the National High School “Vasil Levski” to become a modern centre for research and development. La proposition de projet vise à développer les ressources humaines, engagées dans le domaine de la science et des activités de recherche de l’Université militaire nationale, en vue de sa transformation en une organisation scientifique moderne, contribuant ainsi à l’édification d’une économie fondée sur le savoir. Le principal groupe cible du projet est de 76 étudiants, doctorants, étudiants postdoctoraux, jeunes scientifiques et conférenciers de l’Université militaire nationale. Les activités envisagées comprennent la mobilité en vue de mener des recherches innovantes dans les centres de recherche au sein de l’UE, la qualification, la formation continue et l’évolution de carrière des personnes travaillant dans le cadre d’activités scientifiques, le développement de réseaux de partenaires entre scientifiques bulgares et étrangers, la participation à des forums scientifiques internationaux et des publications dans des revues reconnues au niveau international, l’accès aux installations scientifiques, aux équipements, aux bases de données et aux informations aux fins de la recherche. L’activité clé du projet est l’action 4 — le développement de la capacité scientifique de la V. Levski NV et la motivation de jeunes spécialistes pour la recherche, qui vise à améliorer la capacité de l’école supérieure à motiver et à retenir les jeunes scientifiques, ainsi qu’à mettre en œuvre une formation doctorale innovante. En outre, deux activités sont prévues pour promouvoir le «Vasil Levski» NV en tant que centre moderne pour la science et la recherche, ainsi que la diffusion des résultats scientifiques par l’organisation de forums scientifiques internationaux. Des activités obligatoires de communication et de publicité sont prévues pour le projet, ainsi que pour l’organisation et la gestion du projet, pour lesquelles une équipe de six experts est prévue. Les interventions du projet sont en pleine synergie avec les objectifs de l’axe prioritaire 2 du PO «SESG», les objectifs de la stratégie Europe 2020, ainsi que la stratégie nationale pour le développement de la recherche 2020, et correspondent pleinement à l’objectif stratégique de l’école secondaire nationale «Vasil Levski» de devenir un centre moderne de recherche et de développement. Der Projektvorschlag zielt auf die Entwicklung von Humanressourcen ab, die sich auf dem Gebiet der Wissenschaft und Forschung der Nationalen Militäruniversität für ihre Umwandlung in eine moderne wissenschaftliche Organisation engagieren und einen Beitrag zum Aufbau einer wissensbasierten Wirtschaft leisten. Die Hauptzielgruppe des Projekts sind 76 Studierende, Doktoranden, Postdoktoranden, junge Wissenschaftler und Dozenten der Nationalen Militäruniversität. Zu den geplanten Maßnahmen gehören Mobilität zum Zwecke der Durchführung innovativer Forschungszentren in Forschungszentren in der EU, Qualifizierung, Weiterbildung und Laufbahnentwicklung von Personen, die mit wissenschaftlichen Tätigkeiten arbeiten, die Entwicklung von Partnernetzwerken zwischen bulgarischen und ausländischen Wissenschaftlern, die Teilnahme an internationalen wissenschaftlichen Foren und Veröffentlichungen in international anerkannten Zeitschriften, die Bereitstellung des Zugangs zu wissenschaftlichen Einrichtungen, Ausrüstungen, Datenbanken und Informationen zum Zwecke der Forschung. Die Haupttätigkeit des Projekts ist Aktion 4 – Entwicklung der wissenschaftlichen Kapazitäten des „V. Levski“ NV und motivierende junge Forscher für die Forschung, die darauf abzielt, die Fähigkeit der Hochschulbildung, junge Wissenschaftler zu motivieren und zu binden, zu verbessern sowie innovative Doktorandenausbildung durchzuführen. Darüber hinaus sind zwei Aktivitäten vorgesehen, um den „Vasil Levski“ NV als modernes Zentrum für Wissenschaft und Forschung sowie die Verbreitung wissenschaftlicher Ergebnisse durch die Organisation internationaler wissenschaftlicher Foren zu fördern. Sowohl obligatorische Kommunikations- als auch Werbemaßnahmen sind für das Projekt sowie für die Projektorganisation und das Projektmanagement vorgesehen, für die ein Team von sechs Experten vorgesehen ist. Die Projektinterventionen stimmen voll und ganz mit den Zielen der Prioritätsachse 2 des OP „SESG“, den Zielen der Strategie Europa 2020 sowie der nationalen Strategie für Forschungsentwicklung 2020 überein und entsprechen voll und ganz dem strategischen Ziel der Nationalen Hochschule „Vasil Levski“, ein modernes Zentrum für Forschung und Entwicklung zu werden.
