БЛ има за цел да осигури частично финансиране на възнагражденията и осигурителните вноски към тях на 69 бр. служители, в т.ч. изп. директор и всички служители от спец. адм. на АОП.Разходите за възнаграждения включват основни РЗ, всички допълнителни възнаграждения, съгласно приложимата действаща нормативна уредба, както и осигурителните вноски към тях. Съгласно Наредбата за заплатите на служителите в ДА допълнителните възнаграждения са; за нощен труд, за извънреден труд, за работа през официалните празници, за времето на разположение, за постигнати резултати;2. Голяма част от работното време на изпълнителния директор и служителите от специализираната администрация е свързано с изпълнение на дейности по ЕСИФ, включващи: оказване на методическа помощ на възложителите по прилагане на ЗОП при провеждането на процедури, финансирани със средства от националния бюджет и средства от европейските структурни фондове, осъществяване на контрол на процедури за възлагане на ОП, както и контрол върху изменения на договори за ОП, осигуряване на публичност на информацията, подлежаща на вписване в Регистъра на ОП и др. Според изготвения Анализ на заетостта на служителите от АОП за разпределяне на отработеното време по ЕСИФ за 2019 година, се предвижда 43 % от разходите за възнаграждения и дължимите осигурителни вноски към тях на 69 бр. служители да се финансират по настоящата БЛ. По този начин ще се осигури възможност за стимулиране на служителите във финансов аспект и повишаване на тяхната мотивация и отгворност при изпълнение на служебните им ангажименти задачи, допълнителните дейности.Специфичните цели на проекта ще се изпълняват съобразно обявените хоризонтални политики. Предвид спецификата на включените във ФП дейности кореспонденция може да се търси най-вече по отношение на политиката за насърчаване на равенството между жени и мъже, в частта недопускане на дискриминация. При изпълнението на проекта ще се съблюдават обаче и политики за партньорство и устойчиво развитие. (Bulgarian)

BL aims to provide part-financing of the salaries and social security contributions to them of 69 employees, including the Executive Director and all employees from the special administrative authorities of the PPA. The remuneration costs include basic RD, all additional remunerations, in accordance with the applicable legal framework, as well as the social security contributions to them. According to the Regulation on the salaries of the employees in the DA, the additional remuneration is; for night work, overtime, public holidays, on-call time, results achieved;2. A large part of the working hours of the Executive Director and the staff of the specialised administration is related to the implementation of ESIF activities, including: providing methodological assistance to the contracting authorities in implementing the Public Procurement Act in carrying out procedures financed from the national budget and funds from the European Structural Funds, monitoring procedures for awarding OPs, as well as controlling amendments to PO contracts, ensuring publicity of the information to be entered in the Register of OPs, etc. According to the prepared Employment Analysis of the employees of the APO for allocating the time worked under the ESIF for 2019, it is foreseen that 43 % of the remuneration costs and the social contributions due to them of 69 employees will be financed under the present BL. This will provide the opportunity to stimulate the employees in financial terms and increase their motivation and commitment in accordance with the tasks announced. Given the specific nature of the activities included in the FIs, correspondence can be sought primarily with regard to the policy of promoting equality between women and men, in the non-discrimination part. However, the implementation of the project will also respect partnership and sustainable development policies. (English)
