Au sein d’Uni Est, les missions du PLIE sont conduites sur les territoires par un binôme Chef de Projet Plie et Animateur et se déclinent en deux volets principaux : **La coordination des politiques emploi/insertion locales et intercommunales** * Élaboration d’un diagnostic partagé puis d’une stratégie d’intervention définie avec l’élu local délégué à cette thématique * Recherche de complémentarité et d’articulation avec le droit commun (Pole Emploi, par exemple) et les dispositifs spécifiques (politique de la ville, RSA …) * Anticipation des mutations économiques pour favoriser le rapprochement offre/demande * Apport d'une offre de service RH répondant aux besoins des entreprises et en adéquation avec les compétences présentes sur le bassin d’emploi * Développement d’actions expérimentales et / ou aide au montage d'actions nouvelles * Définition de l’échelle pertinente d’intervention entre échelon local et intercommunal * Optimisation de l’utilisation des financements publics pour permettre le développement d’une offre de service cohérente et en adéquation avec les besoins des publics L’animation signifie également le suivi des actions financées : suivi quantitatif bien évidemment (cf. § suivant) mais également qualitatif : points réguliers avec les opérateurs, comité de pilotage etc. Le Chef de Projet Plie est donc un interlocuteur privilégié sur le territoire pour le champ de l’emploi et de l’insertion. **L’animation des parcours Plie** * Vérification de l’éligibilité des publics au dispositif PLIE cofinancé par du fonds social européen (FSE), validation des aides individuelles(mobilité, formation), gestion des enveloppes financières locales * Suivi, veille et analyse des parcours (analyse des parcours longs et de ceux peu dynamiques et recherche de solutions) * Saisie des étapes de parcours et réalisation d’états de situation à 6 et 12 mois (dont le suivi des files actives) qui permettent un suivi rapproché de l’action et donc d’effectuer les ajustements éventuellement nécessaires * Relais d’information /communication (informations collectives, offres d’emploi, formations,…) auprès des partenaires du territoire. Cet appui de proximité favorise une meilleure appropriation des outils Plie et plus largement des actions mobilisables ainsi qu'une meilleure diffusion des offres d'emploi, de formation * Gestion administrative des documents liés aux parcours Plie * Appui aux opérateurs dans l’utilisation de Ma Démarche FSE pour la saisie des participants aux actions cofinancées par du FSE Ce suivi rapproché des accompagnements permet de mettre en place un observatoire précis des publics participants aux opérations conventionnées. Il rend possible, entre autres, une fine connaissance des freins rencontrés et des manques en terme de réponse locale comme intercommunale. Bien évidemment ce suivi permet également de s’assurer du respect des cahiers des charge et donc de la bonne utilisation des fonds publics. L'animation du PLIE se décline à travers différentes instances : * Le comité de pilotage intercommunal du Plie co-présidé par l’Etat, composé des membres du Conseil d’Administration d’Uni-Est et des partenaires institutionnels. * Le Comité Local composé des services de la ville concernée, de l’Etat, la Métropole (ou Conseil Général), Pole Emploi, CCAS, et tout autre partenaire financeur. Cette instance a pour objectif la définition de la stratégie locale et donne un avis d’opportunité sur les actions proposées par les porteurs de projets. * Le Comité des opérateurs : partage de diagnostics sur les problématiques rencontrées, émergence d’actions nouvelles et innovantes. L’ensemble des partenaires locaux est convié : services des villes, opérateurs, financeurs, élus, « experts » sur une thématique spécifique etc. * Le comité de suivi : examen des dossiers pour l’intégration etla sortie du dispositif. Étude et décision quant aux demandes d’aides financières. Échanges sur les parcours qui « patinent » afin de trouver une solution. Les référents de parcours, le Pôle Emploi, la MDR, le CCAS sont membres de ce comité . L’ensemble des objectifs quantitatifs et qualitatifs est explicité dans une « convention d’animation locale » annuelle signée entre Uni Est et chacune des communes membres déclinant localement la stratégie et les objectifs fixés par le protocole d'accord du PLIE signé par l'ensemble des communes membres et partenaires institutionnels et financiers (French)

Within the United East, PLIE’s missions are conducted in the territories by a Plie and Facilitator Project Manager and are divided into two main components: **Coordination of local and inter-communal employment/integration policies** * Development of a shared diagnosis followed by an intervention strategy defined with the local elected representative responsible for this theme * Research of complementarity and articulation with common law (e.g. Employment Pole) and specific schemes (city policy, RSA...) * Anticipation of economic changes to promote matching offer/demand * Input of an HR service responding to the needs of enterprises and in line with the skills present in the employment area * Development of experimental actions and/or assistance in the assembly of new actions * Definition of the relevant scale of public funding * means the appropriate level of public funding and support for the development of the public sector. quantitative monitoring of course (see next paragraph) but also qualitative: regular points with operators, steering committee etc. The Project Manager Plie is therefore a privileged partner in the territory for the field of employment and integration. ** Animation of the paths Plie** * Verification of the eligibility of the public for the PLIE scheme co-financed by the European Social Fund (ESF), validation of individual aids (mobility, training), management of local financial envelopes * Monitoring, monitoring and analysis of the pathways (analysis of long and low dynamic paths and search for solutions) * Seizure of the journey stages and realisation of situational situations at 6 and 12 months (including the monitoring of active files) which allow a close monitoring of the action and therefore to make any necessary adjustments * Relay of information/communication (collective information, job offers, training, etc.) to the partners in the territory. This local support promotes a better appropriation of Plie tools and more broadly of action that can be mobilised as well as better dissemination of job offers and training * Administrative management of documents linked to the Plie routes * Support for operators in the use of Ma Démarche FSE for the seizure of participants in actions co-financed by the ESF This close monitoring of the accompaniment allows the setting up of a precise observatory of the public participating in the operations agreed. It makes possible, among other things, a fine knowledge of the obstacles encountered and of the shortcomings in terms of local and intercommunal response. Of course, this monitoring also makes it possible to ensure compliance with the specifications and therefore the proper use of public funds. The animation of the PLIE is available through different instances: * The inter-communal steering committee of the Plie co-chaired by the State, composed of the members of the Uni-East Board of Directors and institutional partners. * The Local Committee composed of the services of the city concerned, the State, the Metropolis (or General Council), Pole Emploi, CCAS, and any other funding partner. The objective of this body is to define the local strategy and gives an opinion of opportunity on the actions proposed by project promoters. * The Operators’ Committee: sharing of diagnostics on the problems encountered, the emergence of new and innovative actions. All local partners are invited to: services of cities, operators, financers, elected representatives, “experts” on a specific theme, etc. * The monitoring committee: examination of files for the integration and exit of the device. Study and decision on applications for financial aid. Exchanges on pathways that “patinent” in order to find a solution. The career referents, the Employment Department, the MDR and the CASC are members of this committee. All the quantitative and qualitative objectives are set out in an annual “local animation agreement” signed between Uni Est and each of the member municipalities, which localise the strategy and objectives set out in the PLIE Memorandum of Understanding signed by all the member municipalities and institutional and financial partners (English)
