    Obiectivul general al proiectului consta in imbunatatirea conditiilor de viata a locuitorilor din municipiul Craiova si promovarea coeziunii sociale prin realizarea unor investitii in eficienta energetica a blocurilor de locuinte. Obiectivul general va permite realizarea unor masuri de interventii care vor conduce la o clasificare mai buna din punct de vedere al consumului de energie al gospodarilor reabilitate prin intermediul proiectului. De asemenea, prin obiectivul pe care si-l propune proiectul va contribui la îndeplinirea obiectivului general al Programului Operational Regional 2014-2020 „Cresterea competitivitati economice si imbunatatirea conditiilor de viata ale comunitatilor locale si regionale prin sprijinirea dezvoltării mediului de afaceri, a condiţiilor infrastructurale şi a serviciilor, care să asigure o dezvoltare sustenabilă a regiunilor, capabile să gestioneze în mod eficient resursele, să valorifice potenţialul lor de inovare şi de asimilare a progresului tehnologic”.Realizarea reabilitarii termice a anvelopei blocurilor care fac obiectul proiectului de fata va conduce la cresterea eficientei energetice prin economia de energie folosită, reducerea poluării şi scăderea consumurilor. Obiectivele propuse prin aplicarea solutiilor de reabilitare a instalatiilor existente, avand la baza evaluarea starii existente a acestora, sunt urmatoarele: reducerea consumurilor de energie termica pentru asigurarea necesarului de caldura, cresterea confortului termic al locatarilor blocurilor, cresterea randamentului si optimizarea exploatarii sistemului de incalzire si reducerea cheltuielilor de intretinere a instalatiilor. Astfel, pentru cresterea performantei energetice a cladirii trebuie sa se realizeze masuri de eliminare a pierderilor de agent termic de incalzire si apa calda de consum menajer, in mod deosebit din demisol. De asemenea, trebuie sa se reduca necesarul de caldura furnizat blocurilor de catre instalatia interioara existenta,la nivelul optim rezultat din reabilitarea anvelopei blocurilor. Acest lucru se realizeaza prin aplicarea unui pachet de solutii in care sunt cuprinse urmatoarele masuri: sporirea rezistentei termice corectate a peretilor exteriori prin placarea acestora cu panouri termoizolante tip sandwich alcatuite dintr-un miez de spuma poliuretanica rigida cu grosimea de 5 cm; inlocuirea tamplariei existente de pe fatade, intrarea in bloc si inchiderea balcoanelor/logiilor, cu tamplarie termoizolanta etansa cu rama de PVC, avand minim 5 camere si geamuri duble, tratate low-e si eventual cu strat de argon; sporirea rezistentei termice a terasei prin reabilitarea acesteia cu polistiren expandat ignifugat de inalta densitate de 16 cm grosime; sporirea rezistentei termice a placii peste demisol prin termoizolarea acesteia cu vata minerala bazaltica de 10 cm; inlocuirea totala a distributiei instalatiei de incalzire centrala de la demisol cu conducte noi si inlocuirea totala a distributiei de apa calda menajera de la demi (Romanian)

    The general objective of the project is to improve the living conditions of the inhabitants of Craiova and to promote social cohesion by making investments in the energy efficiency of housing blocks. The general objective will allow for measures of intervention that will lead to a better classification in terms of energy consumption of rehabilitated households through the project. Also, through its objective, the project will contribute to the achievement of the general objective of the Regional Operational Programme 2014-2020 “Enhancing economic competitiveness and improving the living conditions of local and regional communities by supporting the development of the business environment, infrastructure conditions and services, ensuring a sustainable development of the regions, able to efficiently manage resources, exploit their potential for innovation and assimilation of technological progress”. The objectives proposed by applying the solutions for the rehabilitation of existing installations, based on the assessment of their existing status, are the following: reduce thermal energy consumption to ensure heat demand, increase the thermal comfort of block tenants, increase efficiency and optimise the operation of the heating system and reduce the maintenance costs of the installations. Thus, in order to increase the energy performance of the building, measures must be made to eliminate heat loss and domestic hot water consumption, especially from the semi-basement. Also, the heat needs provided to the blocks by the existing inner installation must be reduced to the optimal level resulting from the renovation of the tire of the blocks. This is done by applying a package of solutions containing the following measures: increasing the corrected thermal resistance of the exterior walls by plating them with sandwich-type thermal insulation panels made up of a rigid polyurethane foam core with a thickness of 5 cm; replacing the existing carpentry on the facades, entering the block and closing the balconies/logs, with insulating joinery sealed with PVC frame, having a minimum of 5 double rooms and windows, treated low-e and possibly with argon layer; increasing the thermal resistance of the terrace through its rehabilitation with high density flame retardant polystyrene 16 cm thick; increasing the thermal resistance of the plate over the basement by thermal insulation with 10 cm basalt mineral wool; total replacement of the distribution of the central heating installation from the basement with new pipes and the total replacement of the distribution of domestic hot water from the demi (English)

    L’objectif général du projet est d’améliorer les conditions de vie des habitants de Craiova et de promouvoir la cohésion sociale en investissant dans l’efficacité énergétique des blocs d’habitation. L’objectif général permettra des mesures d’intervention qui permettront une meilleure classification en termes de consommation d’énergie des ménages réhabilités dans le cadre du projet. En outre, à travers son objectif, le projet contribuera à la réalisation de l’objectif général du programme opérationnel régional 2014-2020 «Renforcer la compétitivité économique et améliorer les conditions de vie des communautés locales et régionales en soutenant le développement de l’environnement des entreprises, des infrastructures et des services, en assurant un développement durable des régions, capable de gérer efficacement les ressources, d’exploiter leur potentiel d’innovation et d’assimilation du progrès technologique». Les objectifs proposés par l’application des solutions pour la réhabilitation des installations existantes, sur la base de l’évaluation de leur état actuel, sont les suivants: réduire la consommation d’énergie thermique pour assurer la demande de chaleur, augmenter le confort thermique des locataires de blocs, augmenter l’efficacité et optimiser le fonctionnement du système de chauffage et réduire les coûts d’entretien des installations. Ainsi, afin d’accroître la performance énergétique du bâtiment, des mesures doivent être prises pour éliminer les pertes de chaleur et la consommation d’eau chaude domestique, en particulier du semi-sous-sol. En outre, les besoins en chaleur fournis aux blocs par l’installation intérieure existante doivent être réduits au niveau optimal résultant de la rénovation du pneu des blocs. Pour ce faire, on applique un ensemble de solutions contenant les mesures suivantes: augmenter la résistance thermique corrigée des parois extérieures en les plaçant avec des panneaux d’isolation thermique de type sandwich constitués d’un noyau en mousse de polyuréthane rigide d’une épaisseur de 5 cm; le remplacement de la menuiserie existante sur les façades, l’entrée dans le bloc et la fermeture des balcons/logus, par des menuiseries isolantes scellées avec cadre en PVC, ayant un minimum de 5 chambres doubles et fenêtres, traitées low-e et éventuellement par couche d’argon; augmentation de la résistance thermique de la terrasse grâce à sa réhabilitation avec polystyrène ignifuge haute densité 16 cm d’épaisseur; augmentation de la résistance thermique de la plaque sur le sous-sol par isolation thermique avec de la laine minérale basalte de 10 cm; remplacement total de la distribution de l’installation de chauffage central à partir du sous-sol par de nouveaux tuyaux et le remplacement total de la distribution d’eau chaude domestique de la demi-sol (French)
