Projekta mērķis ir palielināt privāto investīciju apjomu reģionā, veicot ieguldījumus komercdarbības attīstībai, atbilstoši Rēzeknes pilsētas domes attīstības programmā noteiktajai teritoriju ekonomiskajai specializācijai un balstoties uz komersantu vajadzībām.Projekta ietvaros plānots pārbūvēt Viļakas ielas posmu no Rēzeknes pilsētas robežas līdz Atbrīvošanas alejai 714,63 m garumā. Ielas posmā izbūvējot 7,00 m platu brauktuvi ar 3,5 m platām braukšanas joslām, veloceliņu (662,60m) un gājēju ietvi (513,85 m un 665,35 m). Ielas kreisajā pusē visā ielas garumā gājēju ietvi kopā ar veloceliņu 3,10 m platumā, labajā pusē gājēju ietvi 2,00 m platumā. Ietves platums kopā ar veloceliņu plānots 3,10 m, maksimāli veidojot viena platuma gājēju pārvietošanās koridoru. Ietvei veidosies mainīgs platums, lai nešķērsotu blakus esošo privātīpašumu robežas, un standartizētu autobusu pieturvietu platformu, kā arī pēc iespējas vairāk tiktu saglabāti esošie koki un citi apstādījumi. Projekta ietvaros plānots veikt kompleksu inženierkomunikāciju rekonstrukciju.Projektā plānoto darbību rezultātā tiks atbalstīti 4 komersanti, radītas 25 jaunas darba vietas un piesaistītas papildus nefinanšu investīcijas 1 289 553.00 EUR apmērā.Projekta īstenošanas laiks ir 15 mēneši.Projekta kopējās izmaksas ir 1 311 599.33 EUR, t.sk.1 225 839.24 EUR attiecināmās izmaksas, kuras tiek finansētas ar sekojošiem finanšu avotiem:ERAF 1 041 963.35 EUR, kas sastāda 85% no kopējā budžeta; Valsts budžeta dotācija 45968.97 EUR (3,75%);Pašvaldības finansējums 137906.92 EUR (11,25%). The aim of the project is to increase the amount of private investments in the region by investing for commercial development, in accordance with the economic specialisation of the territories defined in the development programme of Rezekne City Council and based on the needs of merchants. Construction of a carriageway 7.00 m wide with 3.5 m wide lanes, bicycle path (662.60 m) and footpath (513.85 m and 665.35 m) at the section of the street. On the left side of the street, all along the street side footpath together with a bicycle path in width of 3.10 m, on the right side footpath in width of 2.00 m. The width of the pavement together with the cycle path is planned to be 3.10 m, creating a maximum of one width of pedestrian movement corridor. The pavement will form a variable width so as not to cross the boundaries of adjacent private property and to standardise the bus stop platform, as well as to keep existing trees and other greenery as much as possible. Within the framework of the project it is planned to reconstruct complex engineering communications.The project’s planned activities will result in 4 merchants, 25 new jobs created and additional non-financial investments attracted in the amount of EUR 1289553.00.The duration of the project is 15 months.The total cost of the project is EUR 1311599.33, incl. EUR 1 225839.24 eligible costs, which are financed by the following financial sources:ERAF EUR 1041963.35, which is 85 % of the total budget; State budget grant EUR 45968.97 (3.75 %); Local Government funding EUR 137906.92 (11.25 %). L’objectif du projet est d’augmenter le montant des investissements privés dans la région en investissant pour le développement d’activités commerciales, conformément à la spécialisation économique des territoires définis dans le programme de développement du conseil municipal de Rezekne et en fonction des besoins des commerçants. Construction d’une chaussée de 7,00 m de large sur le tronçon de la rue avec des voies de circulation de 3,5 m de large, une piste cyclable (662,60 m) et un trottoir piétonnier (513,85 m et 665,35 m). Sur le côté gauche de la rue le trottoir piéton avec la piste cyclable en largeur de 3,10 m, sur le côté droit du trottoir piéton 2,00 m de large. La largeur du trottoir et de la piste cyclable devrait être de 3,10 m, créant un couloir de circulation piétonne d’une largeur. Le trottoir aura une largeur variable, afin de ne pas franchir les limites de la propriété privée adjacente, une plate-forme d’arrêt de bus normalisée, ainsi que l’entretien des arbres existants et d’autres verdures autant que possible. Dans le cadre du projet, il est prévu de reconstruire des communications d’ingénierie complexes. À la suite du projet envisagé, 4 commerçants seront soutenus, 25 nouveaux emplois créés et des investissements non financiers supplémentaires de 1 289 553,00 EUR sont attirés. La période de mise en œuvre du projet est de 15 mois. Le coût total du projet s’élève à 1 311 599,33 EUR, dont 122 839,24 EUR coûts éligibles, qui sont financés par le financement suivant avotiem:ERAF 1 041 963,35 EUR, ce qui représente 85 % du budget total; Subvention du budget de l’État: 45 968,97 EUR (3,75 %); financement local 137 906,92 EUR (11,25 %). Ziel des Projekts ist es, den Umfang der privaten Investitionen in der Region zu erhöhen, indem Investitionen in die Entwicklung kommerzieller Tätigkeiten im Einklang mit der wirtschaftlichen Spezialisierung der im Entwicklungsprogramm des Stadtrats von Rezekne festgelegten Gebiete und auf der Grundlage der Bedürfnisse der Händler getätigt werden. Gebäude 7,00 m breite Fahrbahn auf dem Straßenabschnitt mit 3,5 m breiten Fahrspuren, Radweg (662,60 m) und Fußgängersteig (513,85 m und 665,35 m). Auf der linken Seite der Straße der Fußgängersteig zusammen mit dem Radweg in der Breite von 3,10 m, auf der rechten Seite des Fußgängersteiges 2,00 m breit. Die Breite des Gehsteigs zusammen mit dem Radweg soll 3,10 m betragen, wodurch ein Gang der Fußgängerbewegung von einer Breite geschaffen wird. Der Gehweg wird eine variable Breite haben, um die Grenzen des angrenzenden Privateigentums, einer standardisierten Bushalteplattform sowie die Erhaltung bestehender Bäume und anderer Grünflächen so weit wie möglich zu überqueren. Im Rahmen des Projekts soll die komplexe technische Kommunikation rekonstruiert werden. Als Ergebnis des geplanten Projekts werden 4 Händler unterstützt, 25 neue Arbeitsplätze geschaffen und zusätzliche nichtfinanzielle Investitionen in Höhe von 1 289 553,00 EUR angezogen. Die Projektdurchführungsfrist beträgt 15 Monate. Die Gesamtkosten des Projekts belaufen sich auf 1 311 599,33 EUR, einschließlich der zuschussfähigen Kosten in Höhe von 225 839,24 EUR, die aus folgenden Finanzmitteln finanziert werden: avotiem:ERAF 1 041 963,35 EUR, was 85 % des Gesamtbudgets entspricht; Staatliche Zuschüsse in Höhe von 45 968,97 EUR (3,75 %);Lokale Finanzierungen 137 906,92 EUR (11,25 %).
