La asistencia técnica consiste en el apoyo de expertos externos pertenecientes a la base de datos de la Agencia Estatal de Investigación en el marco de la Iniciativa de Compra Pública Precomercial de CDTI, financiada con fondos FEDER._x000D_ Los expertos podrán participar en todas las fases de la licitación:_x000D_ - Revisando los anexos técnicos de los pliegos, para asegurar que las especificaciones funcionales son coherentes y que requieren de la realización de servicios de I+D, dado que las tecnologías que actualmente pueden dar respuesta a la necesidad pública propuesta se encuentran en un grado de desarrollo inferior o igual a TRL 6._x000D_ - Evaluando las ofertas técnicas presentadas a la licitación, en base a la guía de evaluación que se les adjunta, particularizada para los criterios de adjudicación de cada iniciativa._x000D_ - Asistiendo a las reuniones necesarias para explicar sus informes/evaluaciones y para llegar a un consenso con los integrantes de los grupos técnicos de trabajo en los que también participan las administraciones públicas con las que se firman los convenios de compra pública._x000D_ - Emitiendo informes que ayuden a la evaluación y certificación en fase de ejecución de los contratos, y haciendo las visitas presenciales que sean necesarias en este caso. The technical assistance consists of the support of external experts belonging to the database of the State Research Agency within the framework of the CDTI Pre-commercial Public Procurement Initiative, financed with ERDF funds._x000D_ The experts will be able to participate in all phases of the tender:_x000D_ - Reviewing the technical annexes of the specifications, to ensure that the functional specifications are coherent and that they require the performance of R&D services, given that the technologies that can currently respond to the proposed public need are at a degree of development less than or equal to TRL 6._x000D_ - Evaluating the technical offers submitted to the tender, based on the attached evaluation guide, specific to the award criteria for each initiative._x000D_ - Attending the necessary meetings to explain their reports / evaluations and to reach a consensus with the members of the technical working groups in which the public administrations with which the public purchase agreements are signed also participate._x000D_ - Issuing reports that help in the evaluation and certification in the execution phase of the contracts, and making the face-to-face visits that are necessary in this case.
