Obiectivul general al proiectului, consecinta a indeplinirii obiectivelor specifice, consta in consolidarea capacitatii Societatii Nationale de Cruce Rosie Filiala Satu Mare de a formula si promova o alternativa cu impact national, la politicila publica initiata de Guvern in domeniul migratiei, care sa faciliteze procesul de integrare al imigrantilor cu implicarea si responsabilizarea societatii civile precum si pregatirea, dobandirea de noi competente pentru reprezentanti ai societati civile si ai institutiilor publice in scopul co-participarii in situatii de risc. In perioada de implementare a proiectului se va analiza, la nivel national, impactul fenomenului de migratie, contextul geopolitic ce influenteaza fenomenul precum si gradul de cunoastere/implicare al institutiilor publice si al societatii civile in situatii de aflux de imigranti. Analiza contextuala va conduce la elaborarea unui set de masuri si actiuni, cu preluarea unor modele de bune practici din state membre confruntate masiv cu fenomenul (expert extern) concretizate intr-o alternativa la politica publica, acceptata de catre Inspectoratul General pentru Imigrari, denumita Politica de ajutor umanitar in domeniul migratiei (PAUDM) Totodata, proiectul urmareste dezvoltarea unei retele nationale de facilitatori care sa promoveze si sa sustina responsabilitatea sociala in randul comunitatilor, egalitatea de sanse si nediscriminarea, precum si colaborarea permanenta cu unitatile administratiei publice locale in concordanta cu Politica de ajutor umanitar elaborata in cadrul proiectului. Obiectivul general al proiectului raspunde obiectivului specific 1.1 al POCA, respectiv dezvoltarea si introducerea de sisteme si standarde comune in administratia publica, ce optimizeaza procesele decizionale orientate catre cetateni si mediul de afaceri in concordanta cu SCAP. The general objective of the project, as a consequence of achieving the specific objectives, is to strengthen the capacity of the National Red Cross Society of Satu Mare Branch to formulate and promote an alternative with national impact, to the public policies initiated by the Government in the field of migration, to facilitate the integration process of immigrants with the involvement and accountability of the civil society as well as the preparation, acquisition of new competences for representatives of civil society and public institutions in order to co-participate in risk situations. During the implementation of the project will be analysed, at national level, the impact of the migration phenomenon, the geopolitical context that influences the phenomenon as well as the degree of knowledge/engagement of public institutions and civil society in situations of influx of immigrants. Contextual analysis will lead to the elaboration of a set of measures and actions, taking over models of good practices from Member States massively confronted with the phenomenon (external expert) embodied in an alternative to public policy, accepted by the General Inspectorate for Immigration, called the Humanitarian Aid Policy in the field of migration (PAUDM) At the same time, the project aims to develop a national network of facilitators to promote and support social responsibility among communities, equal opportunities and non-discrimination, as well as permanent collaboration with local public administration units in accordance with the humanitarian aid policy developed within the project. The general objective of the project responds to POCA’s specific objective 1.1, namely the development and introduction of common systems and standards in public administration, which optimises decision-making processes oriented towards citizens and the business environment in accordance with SCAP.
