    Zbog niskog stupnja razvijenosti VPŽ se oslanja na mogućnosti korištenja ESI fondova kao način pokretanja regionalnog razvoja, smanjenja migracija i smanjenja nezaposlenosti. RK pomoću ESI fondova ima mogućnost obučiti JLS-e kako pripremati i provoditi projekte. Pomoću ciljnih skupina-15 JLS-a i 6 djelatnika reg. koordinatora ostvaruju se ciljevi projekta-jačanje savjetodavne potpore regionalnog koordinatora JLS-ima, jačanje znanja šire javnosti i JLS-a za pripremu i provedbu projekata i jačanje kapaciteta regionalnog koordinatora za podršku u pripremi i provedbi ESI fondova.
