Celem projektu jest opracowanie nowej usługi i metodyki wykonywania pomiarów stanowiących wsparcie w dokumentacji wypadków drogowych i szkód majątkowych za pomocą fotogrametrycznej inwentaryzacji miejsc zdarzania przy użyciu bezzałogowego systemu latającego UAV (Unmanned Aerial Vehicle) - drona. Nowe rozwiązanie dostarczy dane do opracowania cyfrowego modelu miejsca zdarzeń z niewielkiej wysokości. Dane z powietrza dają znacząco lepszy pogląd na sytuację zarówno dla Policji, biegłych, ubezpieczycieli jak i pozostałych uczestników procesu, a przy zastosowaniu odpowiedniej procedury zapewniają wymaganą dokładność. Założeniem Wnioskodawcy jest przygotowanie kompletnego rozwiązania, aby wykonanie dokumentacji nie wymagało znaczących umiejętności i uprawnień, proces dokumentacji zdarzenia był uproszczony, a wynikowy model był wystarczająco dokładny i wykonany zgodnie z procedurami zaakceptowanymi przez użytkowników końcowych. Kluczowym wymaganiem jest opracowanie metodyki dokumentowania zdarzeń zgodnie z wytycznymi Policji. Policja ma najwyższe wymagania formalne w zakresie sposobu wykonywania dokumentacji, dlatego dostosowanie procesu do wymagań Policji otwiera drogę do stosowania metodyki w innych obszarach (ubezpieczeń, biegłych sądowych i innych). Opracowanie nowej usługi i metodyki dokonywania pomiarów zostanie zlecone jednostce naukowej. Zakres prac obejmie następujące zagadnienia: 1. Określenie oczekiwań usługobiorców oraz określenie wstępnej metodyki; 2. Pozyskanie i opracowanie danych; 3. Analiza wyników i opracowanie proponowanej metodyki; 4. Testy proponowanej metodyki z udziałem potencjalnych usługobiorców oraz opracowanie ostatecznej metodyki. Rynkiem docelowym dla usługi Wnioskodawcy jest województwo mazowieckie, a następnie kolejne obszary kraju. Potencjalni odbiorcy usług to Policja i firmy ubezpieczeniowe. Pośrednimi odbiorcami usług mogą być także towarzystwa kryminalistyczne oraz biegli sądowi. (Polish)

The aim of the project is to develop a new service and measurement methodology supporting the documentation of road accidents and property damage by means of photogrammetric inventory of occurrence sites using unmanned Aerial Vehicle (UAV) – drone. The new solution will provide data for the development of a digital model of the place of events from a small height. The data from the air offer a significantly better view of the situation for both police, experts, insurers and other participants in the process, and ensure the required accuracy when using the appropriate procedure. The Applicant’s assumption is to prepare a complete solution to ensure that the documentation does not require significant skills and permissions, the event documentation process is simplified and the resulting model is sufficiently accurate and executed in accordance with procedures accepted by end-users. The key requirement is to develop a methodology for documenting events in accordance with police guidelines. The police have the highest formal requirements regarding the way in which the documentation is executed, so adapting the process to the requirements of the Police opens the way to the use of methodology in other areas (insurance, judicial experts and others). The development of a new service and measurement methodology will be commissioned to the scientific unit. The scope of the work will cover the following issues: 1. Defining the expectations of the recipients and determining the initial methodology; 2. The collection and development of data; 3. Analysis of the results and development of the proposed methodology; 4. Tests of the proposed methodology with the participation of potential recipients and the development of a final methodology. The target market for the Applicant’s service is Mazowieckie voivodship and then further areas of the country. Potential recipients of services are Police and insurance companies. Indirect recipients of services may also be criminal societies and forensic experts. (English)
