The project aims to solve the following problems/issues: 1) Absence of proper conditions for safe border crossing by pedestrians. 2) Insufficient throughput capacity. 3) Bottleneck and road impassibility before the border crossing point “Paternieki” due to overloaded road section. 4) Violations of customs law. The specific objectives, results of the project: 1. Improvement of infrastructure of "Paternieki" and "Grigorovshchina" border crossing points, to ensure pedestrian movement across the border. 2. Enhancement of the cargo traffic security and safety of people crossing the border at "Grigorovshchina" and "Paternieki" border crossing points. 3. Improvement of transport flow management and efficiency near BCP "Paternieki". The planned activities are: improvement of infrastracture of BCP "Paternieki" and "Grigorovshchina" - enlarging the road section between the BCPs increasing the number of driving lanes in both direction, as well as providing new parking facilities for transport vehicles before cross border point “Paternieki” (fenced parking lot). The partnership consists of the institutions who have de-jure/de-facto monopoly in implementation of the planned activities: Lead Beneficiary: State Joint Stock Company "State Real Estate" (LV), Beneficiary 2: Kraslava municipality council (LV), Beneficiary 3: The State Customs Committee is the Republic of Belarus (BY), Beneficiary 4: Vitebsk Custom House (BY). As a result of the project implementation, the basic transport infrastructure of the BCPs will be improved, which will lead to time saving and safety at the border for car owners and people crossing the border in both directions (BY-LV, LV-BY). The result will also be increased capacity of the BCPs to manage increasing traffic flows for all modes of transport. Another result will be improved safety conditions which will formally enable people to cross the border on foot. (English)
