В изпълнение на изискванията на проекта на „Регламент на Европейския парламент и на Съвета за определяне на общоприложими разпоредби за Европейския фонд за регионално развитие, Европейския социален фонд, Кохезионния фонд, Европейския фонд за морско дело и рибарство, както и финансови правила за тях и за фонд „Убежище и миграция“, фонд „Вътрешна сигурност“ и инструмента за управление на границите и визите“ № COM(2018) 375 от 29.5.2018 г. е необходимо да бъде изготвена предварителна екологична оценка на проекта на Оперативна програма „Транспортна свързаност“ 2021 -2027 г. Извършването на стратегическа екологична оценка (СЕО) на проекта на Оперативна програма „Транспортна свързаност“ 2021-2027 г. обхваща оценка на очакваните въздействия на програмата върху околната среда и човешкото здраве, в съответствие с нейните цели, приоритети и дейности. В обхвата на проекта са включени изготвяне на необходимата документация по процедурата за СЕО за програмата, в т. ч. изготвяне на доклад за оценка за съвместимостта с предмета и целите на опазване на защитените зони, предвид че процедурата по оценка за съвместимост се провежда чрез процедурата по СЕО. In order to meet the requirements of the draft Regulation of the European Parliament and of the Council laying down common provisions on the European Regional Development Fund, the European Social Fund, the Cohesion Fund, and the European Maritime and Fisheries Fund and financial rules for those and for the Asylum and Migration Fund, the Internal Security Fund and the Border Management and Visa Instrument COM(2018) 375 of 29.5.2018, it is necessary to prepare an ex-ante environmental assessment of the draft Operational Programme on Transport Connectivity 2021-2027. The Strategic Environmental Assessment (SEA) of the draft Operational Programme Transport Connectivity 2021-2027 covers an assessment of the expected environmental impacts of the Programme on the environment and human health, in line with its objectives, priorities and activities. The scope of the project includes the preparation of the necessary documentation under the SEA procedure for the programme, including the preparation of an assessment report on the compatibility with the object and conservation objectives of the protected areas, given that the conformity assessment procedure is carried out through the SEA procedure. Afin de satisfaire aux exigences du projet de règlement du Parlement européen et du Conseil portant dispositions communes relatives au Fonds européen de développement régional, au Fonds social européen, au Fonds de cohésion et au Fonds européen pour les affaires maritimes et la pêche, ainsi qu’aux règles financières applicables à celles-ci et au Fonds «Asile et migration», au Fonds pour la sécurité intérieure et à l’instrument relatif à la gestion des frontières et aux visas, COM(2018) 375 du 29.5.2018, il est nécessaire de préparer une évaluation environnementale ex ante du projet de programme opérationnel sur la connectivité des transports 2021-2027. Le champ d’application du projet comprend la préparation de la documentation nécessaire dans le cadre de la procédure EES pour le programme, y compris l’élaboration d’un rapport d’évaluation de la compatibilité avec l’objet et les objectifs de conservation des zones protégées, étant donné que la procédure d’évaluation de la conformité est effectuée dans le cadre de la procédure d’EES. Um den Anforderungen des Entwurfs einer Verordnung des Europäischen Parlaments und des Rates mit gemeinsamen Bestimmungen über den Europäischen Fonds für regionale Entwicklung, den Europäischen Sozialfonds, den Kohäsionsfonds und den Europäischen Meeres- und Fischereifonds sowie die Finanzvorschriften für diese und den Asyl- und Migrationsfonds, den Fonds für die innere Sicherheit und das Instrument für Grenzmanagement und Visa (KOM(2018) 375 vom 29.5.2018) zu entsprechen, ist es erforderlich, eine Ex-ante-Umweltbewertung des Entwurfs des operationellen Programms für die Verkehrsanbindung 2021-2027 auszuarbeiten. Der Umfang des Projekts umfasst die Erstellung der erforderlichen Unterlagen im Rahmen des SUP-Verfahrens für das Programm, einschließlich der Erstellung eines Bewertungsberichts über die Vereinbarkeit mit den Objekt- und Erhaltungszielen der Schutzgebiete, da das Konformitätsbewertungsverfahren im Rahmen des SUP-Verfahrens durchgeführt wird. Om te voldoen aan de vereisten van de ontwerpverordening van het Europees Parlement en de Raad houdende gemeenschappelijke bepalingen inzake het Europees Fonds voor regionale ontwikkeling, het Europees Sociaal Fonds, het Cohesiefonds en het Europees Fonds voor maritieme zaken en visserij en de financiële regels voor die verordening en voor het Fonds voor asiel en migratie, het Fonds voor interne veiligheid en het Instrument voor grensbeheer en visa COM(2018) 375 van 29.5.2018, moet een milieubeoordeling vooraf van het ontwerp van operationeel programma inzake vervoersconnectiviteit 2021-2027 worden opgesteld. De strategische milieubeoordeling van het ontwerp van het operationele programma Vervoerconnectiviteit 2021-2027 omvat een beoordeling van de verwachte milieueffecten van het programma voor het milieu en de menselijke gezondheid, in overeenstemming met de doelstellingen, prioriteiten en activiteiten. De reikwijdte van het project omvat de opstelling van de nodige documentatie in het kader van de SMEB-procedure voor het programma, met inbegrip van de opstelling van een beoordelingsrapport over de verenigbaarheid met het voorwerp en de instandhoudingsdoelstellingen van de beschermde gebieden, aangezien de conformiteitsbeoordelingsprocedure wordt uitgevoerd via de SMEB-procedure. Al fine di soddisfare i requisiti del progetto di regolamento del Parlamento europeo e del Consiglio recante disposizioni comuni sul Fondo europeo di sviluppo regionale, sul Fondo sociale europeo, sul Fondo di coesione e sul Fondo europeo per gli affari marittimi e la pesca e le regole finanziarie applicabili a tali fondi e al Fondo Asilo e migrazione, al Fondo Sicurezza interna e allo Strumento per la gestione delle frontiere e i visti COM(2018) 375 del 29.5.2018, è necessario preparare una valutazione ambientale ex ante del progetto di programma operativo sulla connettività dei trasporti 2021-2027. La valutazione ambientale strategica (VAS) del progetto di programma operativo "Connettività dei trasporti" 2021-2027 comprende una valutazione degli impatti ambientali attesi del programma operativo sull'ambiente e sulla salute umana, in linea con i suoi obiettivi, priorità e attività. L'ambito del progetto comprende la preparazione della documentazione necessaria nell'ambito della procedura VAS per il programma, compresa l'elaborazione di una relazione di valutazione sulla compatibilità con l'oggetto e gli obiettivi di conservazione delle zone protette, dato che la procedura di valutazione della conformità è effettuata attraverso la procedura VAS. Con el fin de cumplir los requisitos del proyecto de Reglamento del Parlamento Europeo y del Consejo por el que se establecen disposiciones comunes relativas al Fondo Europeo de Desarrollo Regional, al Fondo Social Europeo, al Fondo de Cohesión y al Fondo Europeo Marítimo y de Pesca, así como normas financieras para estos y para el Fondo de Asilo y Migración, el Fondo de Seguridad Interior y el Instrumento de Gestión de las Fronteras y Visados COM(2018) 375 de 29.5.2018, es necesario preparar una evaluación medioambiental ex ante del proyecto de programa operativo sobre conectividad en el transporte 2021-2027. La evaluación medioambiental estratégica del proyecto de programa operativo «Conectividad en el transporte» 2021-2027 abarca una evaluación de los impactos medioambientales previstos del programa en el medio ambiente y la salud humana, en consonancia con sus objetivos, prioridades y actividades. El alcance del proyecto incluye la preparación de la documentación necesaria en el marco del procedimiento EAE para el programa, incluida la elaboración de un informe de evaluación de la compatibilidad con el objeto y los objetivos de conservación de las zonas protegidas, dado que el procedimiento de evaluación de la conformidad se lleva a cabo a través del procedimiento de evaluación de la conformidad.
