PORT COMMUNITY SYSTEM (PCS) е стандартизирана електронна платформа, която свързва няколко информационни системи и позволява интелигентен и сигурен обмен на информация между заинтересованите страни. Платформата цели както подобряване конкурентноспособността на морските пристанища, така и оптимизиране и управляване на пристанищни и логистични процеси, чрез единно подаване на данни. PCS предоставя огромно разнообразие от услуги като например лесен, бърз и ефективен обмен на информация, електронна обработка на митнически декларации и цялата информация относно вноса и износа на контейнери, генерални и насипни товари и др. Към момента в Република България няма разработена визия за изграждане на PORT COMMUNITY SYSTEM (PCS). В тази връзка настоящият проект предвижда разработване на обща визия за изграждане и внедряване на PCS, разработване на модел и основни функции на системата за електронен обмен на информация в българските пристанища, разработване на документация за избор на изпълнител, изготвяне на изменения в нормативната база, свързана с изграждането на информационна система за пристанищната общност. Проектът „Предпроектно проучване за изграждане на система за електронен обмен на информация в българските пристанища (Рort Community System - PCS)” е подготовка за изграждане на централизирана и автоматизирана система за обмен на информация и документация между морските транспортни власти и различни потребители на пристанищата. Системата ще улесни пристанищните операции и обмена на информация в пристанището, като същевременно ще гарантира високо ниво на качество и цялост на данните.Стартирането на проекта е предвидено за месец април 2017 г. Port COMMUNITY SYSTEM (PCS) is a standardised electronic platform that connects several information systems and allows smart and secure exchange of information between stakeholders. The Platform aims both to improve the competitiveness of seaports and to optimise and manage port and logistics processes through a single submission of data. Pcs provides a huge variety of services such as easy, fast and efficient exchange of information, electronic processing of customs declarations and all information about the import and export of containers, general and bulk cargoes, etc. Currently, in the Republic of Bulgaria there is no vision for the construction of PORT COMMUNITY SYSTEM (PCS). In this regard, this project provides for the development of a common vision for the construction and implementation of PCS, the development of a model and basic functions of the system for electronic exchange of information in Bulgarian ports, the development of documentation for the selection of a contractor, the preparation of amendments to the legal framework related to the establishment of an information system for the port community. The project “Preliminary Study for Establishing a System for Electronic Exchange of Information in Bulgarian Ports (Port Community System — PCS)” is a preparation for the establishment of a centralised and automated system for the exchange of information and documentation between maritime transport authorities and various port users. The system will facilitate port operations and the exchange of information in the port, while ensuring a high level of data quality and integrity.The start of the project is foreseen for April 2017. Port COMMUNITY SYSTEM (PCS) est une plate-forme électronique normalisée qui relie plusieurs systèmes d’information et permet un échange intelligent et sécurisé d’informations entre les parties prenantes. La plateforme vise à la fois à améliorer la compétitivité des ports maritimes et à optimiser et gérer les processus portuaires et logistiques grâce à une transmission unique de données. Pcs fournit une grande variété de services tels que l’échange facile, rapide et efficace d’informations, le traitement électronique des déclarations en douane et toutes les informations sur l’importation et l’exportation de conteneurs, marchandises générales et en vrac, etc. Actuellement, en République de Bulgarie, il n’y a pas de vision pour la construction du SYSTÈME COMMUNAUTAIRE PORT (PCS). À cet égard, ce projet prévoit l’élaboration d’une vision commune pour la construction et la mise en œuvre du SCP, l’élaboration d’un modèle et des fonctions de base du système d’échange électronique d’informations dans les ports bulgares, l’élaboration d’une documentation pour la sélection d’un contractant, l’élaboration d’amendements au cadre juridique relatif à la mise en place d’un système d’information pour la communauté portuaire. Le projet «Étude préliminaire pour la mise en place d’un système d’échange électronique d’informations dans les ports bulgares (système communautaire portuaire — SCP)» est une préparation à la mise en place d’un système centralisé et automatisé d’échange d’informations et de documentation entre les autorités de transport maritime et les différents utilisateurs du port. Le système facilitera les opérations portuaires et l’échange d’informations dans le port, tout en garantissant un niveau élevé de qualité et d’intégrité des données. Port COMMUNITY SYSTEM (PCS) ist eine standardisierte elektronische Plattform, die mehrere Informationssysteme verbindet und einen intelligenten und sicheren Informationsaustausch zwischen Interessenträgern ermöglicht. Ziel der Plattform ist es, die Wettbewerbsfähigkeit der Seehäfen zu verbessern und die Hafen- und Logistikprozesse durch eine einheitliche Datenübermittlung zu optimieren und zu verwalten. PC bietet eine Vielzahl von Dienstleistungen wie einfachen, schnellen und effizienten Informationsaustausch, elektronische Bearbeitung von Zollanmeldungen und alle Informationen über den Import und Export von Containern, allgemeinen und Massengütern usw. Derzeit gibt es in der Republik Bulgarien keine Vision für den Bau des PORT COMMUNITY SYSTEM (PCS). In diesem Zusammenhang sieht dieses Projekt die Entwicklung einer gemeinsamen Vision für den Bau und die Umsetzung von PCS, die Entwicklung eines Modells und der grundlegenden Funktionen des Systems für den elektronischen Informationsaustausch in bulgarischen Häfen, die Entwicklung von Dokumentationen für die Auswahl eines Auftragnehmers, die Vorbereitung von Änderungen des Rechtsrahmens im Zusammenhang mit der Einrichtung eines Informationssystems für die Hafengemeinde vor. Das Projekt „Vorstudie zur Einrichtung eines Systems für den elektronischen Informationsaustausch in bulgarischen Häfen (Port Community System – PCS)“ ist eine Vorbereitung auf die Einrichtung eines zentralisierten und automatisierten Systems für den Austausch von Informationen und Dokumentationen zwischen den Seeverkehrsbehörden und verschiedenen Hafennutzern. Das System wird den Hafenbetrieb und den Informationsaustausch im Hafen erleichtern und gleichzeitig ein hohes Maß an Datenqualität und -integrität gewährleisten.Der Projektbeginn ist für April 2017 vorgesehen. Port COMMUNITY SYSTEM (PCS) is een gestandaardiseerd elektronisch platform dat verschillende informatiesystemen verbindt en slimme en veilige informatie-uitwisseling tussen belanghebbenden mogelijk maakt. Het platform heeft tot doel het concurrentievermogen van zeehavens te verbeteren en haven- en logistieke processen te optimaliseren en te beheren door middel van één enkele indiening van gegevens. PCs biedt een enorme verscheidenheid aan diensten zoals eenvoudige, snelle en efficiënte uitwisseling van informatie, elektronische verwerking van douaneaangiften en alle informatie over de in- en uitvoer van containers, algemene en bulkladingen, enz. Momenteel is er in de Republiek Bulgarije geen visie voor de bouw van PORT COMMUNITY SYSTEM (PCS). In dit verband voorziet dit project in de ontwikkeling van een gemeenschappelijke visie op de bouw en uitvoering van PCS, de ontwikkeling van een model en basisfuncties van het systeem voor elektronische uitwisseling van informatie in Bulgaarse havens, de ontwikkeling van documentatie voor de selectie van een contractant, de voorbereiding van wijzigingen in het rechtskader voor de invoering van een informatiesysteem voor de havengemeenschap. Het project „Voorlopige studie voor het opzetten van een systeem voor de elektronische uitwisseling van informatie in Bulgaarse havens (Port Community System — PCS)” is een voorbereiding op de invoering van een gecentraliseerd en geautomatiseerd systeem voor de uitwisseling van informatie en documentatie tussen de zeevervoersautoriteiten en verschillende havengebruikers. Het systeem zal de havenactiviteiten en de uitwisseling van informatie in de haven vergemakkelijken en tegelijkertijd een hoog niveau van gegevenskwaliteit en -integriteit garanderen. Port COMMUNITY SYSTEM (PCS) è una piattaforma elettronica standardizzata che collega diversi sistemi di informazione e consente uno scambio intelligente e sicuro di informazioni tra le parti interessate. La piattaforma mira sia a migliorare la competitività dei porti marittimi sia a ottimizzare e gestire i processi portuali e logistici attraverso un'unica trasmissione dei dati. Pcs fornisce una grande varietà di servizi come facile, veloce ed efficiente scambio di informazioni, l'elaborazione elettronica delle dichiarazioni doganali e tutte le informazioni sull'importazione e l'esportazione di container, carichi generali e alla rinfusa, ecc Attualmente, nella Repubblica di Bulgaria non vi è alcuna visione per la costruzione di PORT COMMUNITY SYSTEM (PCS). A questo proposito, il progetto prevede lo sviluppo di una visione comune per la costruzione e l'attuazione di PCS, lo sviluppo di un modello e delle funzioni di base del sistema di scambio elettronico di informazioni nei porti bulgari, lo sviluppo di documentazione per la selezione di un contraente, la preparazione di modifiche al quadro giuridico relative all'istituzione di un sistema d'informazione per la comunità portuale. Il progetto "Studio preliminare per l'istituzione di un sistema per lo scambio elettronico di informazioni nei porti bulgari (sistema comunitario dei porti — PCS)" è una preparazione per l'istituzione di un sistema centralizzato e automatizzato per lo scambio di informazioni e documentazione tra le autorità di trasporto marittimo e i vari utenti dei porti. El SISTEMA DE COMUNIDAD Portuaria (PCS) es una plataforma electrónica estandarizada que conecta varios sistemas de información y permite un intercambio inteligente y seguro de información entre las partes interesadas. La Plataforma tiene como objetivo mejorar la competitividad de los puertos marítimos y optimizar y gestionar los procesos portuarios y logísticos a través de una única presentación de datos. Pcs ofrece una gran variedad de servicios tales como un intercambio de información fácil, rápido y eficiente, el procesamiento electrónico de declaraciones aduaneras y toda la información sobre la importación y exportación de contenedores, cargas generales y a granel, etc. Actualmente, en la República de Bulgaria no hay visión para la construcción del SISTEMA COMUNIDAD PORT (PCS). A este respecto, este proyecto prevé el desarrollo de una visión común para la construcción y aplicación del PCS, el desarrollo de un modelo y funciones básicas del sistema de intercambio electrónico de información en los puertos búlgaros, el desarrollo de documentación para la selección de un contratista y la preparación de modificaciones del marco jurídico relacionado con el establecimiento de un sistema de información para la comunidad portuaria. El proyecto «Estudio preliminar para el establecimiento de un sistema de intercambio electrónico de información en puertos búlgaros» es una preparación para el establecimiento de un sistema centralizado y automatizado de intercambio de información y documentación entre las autoridades de transporte marítimo y diversos usuarios del puerto. El sistema facilitará las operaciones portuarias y el intercambio de información en el puerto, garantizando al mismo tiempo un alto nivel de calidad e integridad de los datos.
