Tekintettek a költségvetés 70%-os megfelelőségének módosítási szükségességére, módosítások voltak szükségesek az indikátorokban. (továbbá adminisztrációs hiba történt a műszaki eredmények rögzítésekor, így azok is pontosításra kerültek a szakmai tartalomban is. A projekt a füzesabonyi járásban valósul meg, amely a 290/2014-es (XI. 26.) kormányrendelet értelmében komplex programmal segítendő járások közé tartozik, 16 települést fed le. A lakosságszám 29 910 fő. A területen egyre nagyobb problémát okoz a vállalkozások számára megfelelő minőségű és mennyiségű munkaerő megtalálása, amely már veszélyezteti a napi működést és a fejlesztések sikerességét. A munkavállaló korú népesség száma a 2014. év végén a füzesabonyi járásban 15 509 fő volt. A regisztrált munkanélküliek/ nyilvántartott álláskeresők száma a 2000-es évek elejétől fokozatosan emelkedett, 2014. végén a nyilvántartott álláskeresők száma 291 fő volt. A projekt a Megyei Kormányhivatallal konzorciumi együttműködésben valósul meg Füzesabony Város Önkormányzata részvételével, ahol a paktumiroda kerül kialakításra. A projekt megvalósításáért a pályázó Önkormányzat felelős. Célunk a munkahelyek megtartása által a lakosság megtartása, munkaképességük megteremtése, helyi és térségi munkahelyek teremtése; a munkaerő-piaci szolgáltatások és vállalkozási tanácsadás rendszerének fejlesztése; a foglalkoztatási partnerségek és menedzsment kapacitások erősítése, az információáramlás javítása; és a hátrányos helyzetű csoportok foglalkoztatásának elősegítése. Közvetlen célcsoport 45 fő: mélyszegénységben élők és romák; a különböző társadalmi csoportokba tartozó fiatalkorúak; nők; fogyatékkal élők és megváltozott munkaképességűek; foglalkoztatást helyettesítő támogatásban részesülők; tartós munkanélküliséggel veszélyeztetettek, közmunkarendszerben lévő személyek, egyéb inaktív személyek, határ menti ingázók, csoportok létszámleépítésben érintettek, álláskeresők, állásváltoztatók, alacsony iskolai végzettségű személyek. A létrehozandó paktum szereplői részére elkészült a részvételi szándéknyilatkozat, valamint felkérésre kerültek az érintett Önkormányzatok és az Iparkamara. Tervezett tevékenységek: A projekt elsődleges célja a célcsoport munkaerő-piaci integrálása, foglalkoztatásának elősegítése, kereslet – kínált találkozásának megteremtése, beruházások generálása, működésük segítése. Foglalkoztatási paktum létrehozása. A paktum megállapodás területi szintjére vonatkozó helyzetelemzés, stratégia, igényfelmérések, munkaprogram készítése alapján. Az igényfelmérések megkezdődtek pl. vállalkozói tájékoztató fórum szervezésével, az igényfelmérés érdekében, a helyi igényekre történő igazodás megteremtése érdekében. Egyéb munkaerő-piaci tevékenységek, melyeket a megyei kormányhivatalon kívül, egyéb szervezetek is elláthatnak. Célja szakmai, módszertani segítségnyújtással hozzájárulni a foglalkoztatási helyzet javításához. A. Helyi termék- vagy szolgáltatásfejlesztéshez kapcsolódó tevékenységek – VP figyelembevételével. A projekt indikátorai összhangban vannak az ITP-ben szereplő mutatókkal. A létrehozandó helyi foglalkoztatási megállapodás a megye közigazgatási határait nem lépi át. A helyi paktumok földrajzi lehatárolása a helyi javaslatok alapján, a megyei önkormányzat és a megyei fejlesztési biztos által koordinált egyeztetések során alakult ki, oly módon, hogy a helyi paktumok között se legyen területi átfedés. A projekt keretében 18 fő részesül majd képzésben. Legalább 16 fő támogatott foglalkoztatásban, 8 fő munkatapasztalat szerzésben, 3 fő vállalkozóvá válási támogatásban részesül. Összesen 45 fő jelenti a közvetlen célcsoporttagok azon körét, akik valamilyen szolgáltatásban, képzésben vagy támogatott foglalkoztatásban részesülnek. Hozzájárul a TOP 8. tematikus cél keretében támogatott gyermekellátási kapacitásokhoz kapcsolódó humánerőforrás-igény fejlesztéséhez (tervezünk szociális képzés megvalósítását). A projekt támogatja az atipikus foglalkoztatási formákat. A 3.1.1 B. b) Egyéb munkaerő-piaci tevékenységek esetében a munkaerőpiaci szolgáltatásokhoz kapcsolódó minimális szakmai elvárások teljesítése érdekében, a TOP keretében szerveződő szolgáltatásoknak megfelelünk a 30/2000. (IX.15.) GM rendeletben támasztott szakmai elvárásoknak. Minden munkaerőpiaci szolgáltatást nyújtó szervezet, aki beszállító szerepkörben lesz megvalósító, szerepelni fog az Flt. 13/A. § (2) bekezdése alapján létrehozott szolgáltatói nyilvántartásban. A megvalósíthatósági tanulmányban ismertetésre kerül az egyes tevékenységek kockázati mátrixa, valamennyi tevékenység tekintetében. A tanulmány ad majd lehetőséget a projekt komplexitásának bemutatására, a célcsoporti támogatásoknál előnyben részesülnek a TOP ERFA-ból támogatott üzleti infrastruktúrát igénybe vevő vállalkozások fejlesztéseinek humán szükségletei. A projekt figyelembe veszi az esélyegyenlőségi célkitűzéseket célcsoportja által. (Hungarian)

The project will be carried out in cooperation with the County Government Office with the participation of the Municipality of Füzesabony, where the Pact Office will be established. The applicant Municipality is responsible for the implementation of the project. Our aim is to maintain the population by maintaining jobs, to create their ability to work and to create local and regional jobs; developing the system of labour market services and entrepreneurship advice; strengthening employment partnerships and management capacities, improving the flow of information; and promoting employment for disadvantaged groups. Direct target group 45 persons: people living in extreme poverty and Roma; minors belonging to different social groups; women; people with disabilities and disabled working capacity; recipients of substitutable employment subsidies; people at risk of long-term unemployment, people in public works, other inactive persons, cross-border workers, groups affected by redundancies, jobseekers, job changers, people with low educational attainment. A declaration of interest has been drawn up for the actors of the pact to be established, and the relevant local governments and the Chamber of Industry have been invited. Planned activities: The primary objective of the project is to integrate the target group into the labour market, to promote its employment, to create a demand meeting, to generate investments and to help them operate. Establishment of an Employment Pact. Based on an analysis of the situation, strategy, needs assessments and work programme on the territorial level of the Pact. Needs assessments have started, e.g. by organising a business information forum to assess needs and to adapt to local needs. Other labour market activities that may be provided by organisations other than the county government office. It aims to contribute to improving the employment situation through professional and methodological assistance. A. Activities related to the development of local products or services — taking into account VP. The project indicators are consistent with the indicators in the ITP. The local employment agreement to be established does not cross the administrative boundaries of the county. The geographical delineation of the local pacts was established on the basis of local proposals, through consultations coordinated by the county government and the county development commissioner, in such a way that there is no territorial overlap between the local pacts. The project will provide training for 18 people. At least 16 people will receive subsidised employment, 8 people will receive work experience, 3 will receive an entrepreneur grant. A total of 45 people represent the direct target group of people receiving a service, training or subsidised employment. Contribute to the development of human resources for child care capacities supported under TOP Thematic Objective 8 (we plan to implement social training). The project supports atypical forms of employment. In the case of other labour market activities, in order to meet the minimum professional requirements related to labour market services, the services organised in the framework of the TOP shall be complied with in accordance with Article 30/2000. Professional expectations set out in GM Decree (IX.15.) of the Minister for Agriculture and Rural Development. All organisations providing labour market services, who will act as suppliers, will be included in Flt. In the register of service providers established pursuant to Section 13/A(2). The feasibility study describes the risk matrix for each activity for each activity. The study will provide an opportunity to demonstrate the complexity of the project and the human needs of the development of enterprises using TOP ERDF-supported business infrastructure will be prioritised in the target groups. Une déclaration d’intérêt a été établie pour les acteurs du pacte à établir et les autorités locales compétentes et la Chambre de l’industrie ont été invitées. Activités prévues: L’objectif premier du projet est d’intégrer le groupe cible dans le marché du travail, de promouvoir son emploi, de créer une rencontre de la demande, de générer des investissements et de les aider à fonctionner. Mise en place d’un pacte pour l’emploi. Sur la base d’une analyse de la situation, de la stratégie, des évaluations des besoins et du programme de travail au niveau territorial du pacte. Les évaluations des besoins ont commencé, par exemple en organisant un forum d’information sur les entreprises pour évaluer les besoins et s’adapter aux besoins locaux. Autres activités sur le marché du travail qui peuvent être assurées par des organisations autres que le bureau du gouvernement de comté. Il vise à contribuer à l’amélioration de la situation de l’emploi grâce à une assistance professionnelle et méthodologique. A. Activités liées au développement de produits ou de services locaux — en tenant compte du vice-président. Les indicateurs de projet sont cohérents avec ceux de l’ITP. Le contrat d’emploi local à établir ne franchit pas les limites administratives du comté. La délimitation géographique des pactes locaux a été établie sur la base de propositions locales, grâce à des consultations coordonnées par le gouvernement du comté et le commissaire au développement des comtés, de telle sorte qu’il n’y ait pas de chevauchement territorial entre les pactes locaux. Le projet fournira une formation à 18 personnes. Au moins 16 personnes recevront un emploi subventionné, 8 personnes recevront une expérience professionnelle, 3 recevront une bourse d’entrepreneur. Au total, 45 personnes représentent le groupe cible direct des personnes bénéficiant d’un service, d’une formation ou d’un emploi subventionné. Contribuer au développement des ressources humaines pour les capacités de garde d’enfants soutenues dans le cadre de l’objectif thématique no 8 du TOP (nous prévoyons de mettre en œuvre une formation sociale). Le projet soutient des formes d’emploi atypiques. Dans le cas d’autres activités du marché du travail, afin de satisfaire aux exigences professionnelles minimales relatives aux services du marché du travail, les services organisés dans le cadre du TOP sont respectés conformément à l’article 30/2000.
