(1.) Az Egyházmegye célul tűzte ki a minőségi foglalkoztatás elősegítését a kisgyermekes szülők munkaerőpiacra történő visszajutásával oly módon, hogy egy jövőbe tekintő, barátságos légkört alakít ki az óvodában. Ezáltal még több szülő tudja nyugodtan az óvoda nappali ellátását igénybe venni kisgyermeke számára, hiszen gyermeke a lehető legnagyobb szakmai odafigyelésben részesül egy korszerű és biztonságos intézmény falain belül. Ennek eredményeképpen mindkét szülő nyugodtabban vállal munkát, és tud saját munkavégzésére összpontosítani, ha tisztában van azzal, hogy gyermeke egészségére, szellemi és fizikai fejlődésére összpontosítva a lehető legalaposabb módon odafigyel a nevelőtestület. (2.) Az épület üzemeltetési költségei éves szinténjelentőskiadásokat jelentenek az üzemeltető számára. Ennek oka főként a fűtési hőigényből származó magas gázenergia-költség. Az épületet napi rendszerességgel használják. A fentiek alapján javasolt a fűtési korszerűsítés, a fűtési energiaigény csökkentése érdekében. Ez az épület homlokzatának hőszigetelésével valamint a nyílászárók cseréjével valósítható meg. A beruházás infrastrukturális fejlesztései tevékenységei közül az épület energetikai korszerűsítése valósul meg (külső hőszigetelés, a fűtési rendszer szabályozhatóságának kialakítása, a nyílászárók cseréje, az elektromos hálózat teljes felújítása). A beruházás önállóan támogatható tevékenységei közül a közösségi terek padlóburkolatának cseréje, valamin a kijelölt helyeken 1,6 m magasságig mosható festékkel való újrafestése történik meg. Az önállóan nem támogatható, kötelezően megvalósítandó tevékenységek közül az épület energetikai korszerűsítése, akadálymentesítés és a nyilvánosság tájékoztatása valósul meg az elvártaknak megfelelően. Az akadálymentesítés keretein belül az intézményben akadálymentes illemhely kerül kialakításra, az udvari illetve a főbejárat, valamint a belső folyosói ajtó is átalakításra kerül, rámpa kialakításának segítségével. Az infokommunikációs akadálymentesítés szintén tervezett. (3.) A projekt illeszkedik a felhívás 3.2-es pontjához. (4.) A tervezett beruházás elősegíti a kisgyerekes szülők munkavállalási esélyeinek növekedését, valamint növeli az óvodai szolgáltatás elérhetőségét. A fejlesztés illeszkedik a felhívás céljához, azokat teljesíti, illetve teljesítésükhöz hozzájárul. A projektben elszámolni tervezett tevékenységek megfelelnek a támogatható tevékenységeknek és nem tartalmaznak a Felhívás 3.1.4. pontjában felsorolt nem támogatható tevékenységeket. A fejlesztési elképzelés kivitelezhetősége, megvalósíthatósága a rendelkezésre álló információk alapján megítélhető. A betervezett mérföldkövek reálisak és a felhívásban rögzített ütemezéssel összhangban vannak. A projekt infastrukturális fejlesztést és akadálymentesítést tartalmaz. A fejlesztés eredményeként a szolgáltatások hozzáférhetővé válnak, kiegyenlítődnek vagy javulnak a területi különbségek, különösen a szegény családok és a hátrányos helyzetű gyermekek számára. A beruházás költséghatékony módon, reális és takarékos költségvetéssel tervezett. (5.) A tervezett fejlesztési projekt hozzájárul a városi területfejlesztési programban nevesített stratégiai célok teljesüléséhez. (6.) A projekt az akadálymentesítés munkanembe un. rehabilitációs környezettervező szakmérnököt/szakértőt von be, aki részt vesz a tervezés és műszaki előkészítés, megvalósítás munkálatokba valamint a megvalósulásról a projekt végén nyilatkozatot tesz (7.) A fejlesztési igény az óvodai infrastruktúra és az ellátás minőségének javulására irányul, azaz ide tartozik az épület energetikai korszerűsítése, a nyílászárók illetve padlóburkolatok cseréje, az elektromos hálózat teljeskörű felújítása valamint a komfortérzet növelése érdekében a higiéniás festés és a gyermekmosdó felújítása. Az épület energetikai szempontból elavult. Meglévő fa homlokzati nyílászárók mind energetikai, mind funkcionális szempontból elavultak, nem elégítik ki energetikai szempontból a ma elvárt igényeket. A projekt keretein belül a nyílászárók cseréje megtörténik, ügyelve az épület homlokzatának egységességére. Az elektromos hálózatfelújítása megtörténik. Ez kihatással lesz az üzemeltetési költségekre is, melyek mérséklődnek a projekt megvalósítása után. A mosdófelújítása valamint a padlóburkolat cseréje megnövekedett komfortszintet eredményez. (1.) The Diocese has set itself the objective of promoting quality employment by returning parents with young children to the labour market by creating a future-looking, friendly atmosphere in kindergarten. In this way, even more parents can safely use day care in the kindergarten for their young children, as their children receive the greatest possible professional attention within the walls of a modern and safe institution. As a result, both parents work more calmly and can focus on their own work if they are aware that the education body pays the utmost attention to their child’s health, mental and physical development. (2.) The operating costs of the building also represent significant annual expenditure for the operator. This is mainly due to the high cost of gas energy from heating heat demand. The building is used on a daily basis. Based on the above, it is proposed to upgrade heating in order to reduce the energy demand for heating. This can be achieved by thermal insulation of the facade of the building and by replacing doors and windows. Among the infrastructure development activities of the project, energy modernisation of the building will be carried out (external thermal insulation, development of the controllability of the heating system, replacement of doors and windows, complete renovation of the electrical network). Among the independently eligible activities of the investment, the floor covering of public spaces will be replaced and re-painted with washable paint up to 1.6 m height in designated places. Among the activities that cannot be supported independently, the mandatory implementation of the building will be energy renovation, accessibility and information to the public as expected. Within the framework of accessibility, a barrier-free toilet is established in the institution, the courtyard entrance and the main entrance, as well as the inner corridor door will be modified with the help of the ramp. ICT accessibility is also planned. (3.) The project is in line with point 3.2 of the call. (4.) The planned investment will help increase employment opportunities for parents with children and increase the availability of pre-school services. The development is consistent with the aim of the call, fulfilling them or contributing to their fulfilment. The activities planned to be declared in the project correspond to the eligible activities and do not include the ineligible activities listed in point 3.1.4 of the Call. The feasibility and feasibility of the development concept can be assessed on the basis of the available information. The planned milestones are realistic and in line with the timetable set out in the call. The project includes infrastructure development and accessibility. As a result of this development, services become accessible, equalised or improved territorial disparities, especially for poor families and disadvantaged children. The investment is planned in a cost-effective manner, with a realistic and cost-effective budget. (5.) The planned development project contributes to the achievement of the strategic objectives set out in the Urban Spatial Development Programme. (6.) The project involves an environmental engineer/expert for rehabilitation in the field of accessibility, who participates in the design and technical preparation and implementation works and declares the realisation at the end of the project (7.) The development needs are aimed at improving the quality of the kindergarten infrastructure and care, i.e. the energy modernisation of the building, the replacement of doors and windows and floor coverings, the complete renovation of the electrical network and the refurbishment of hygienic painting and the refurbishment of the children’s washroom in order to increase comfort. The building is outdated from an energy point of view. Existing wooden facade doors are outdated both from an energetic and functional point of view, they do not meet today’s demands from an energy point of view. Within the framework of the project, the doors and windows will be replaced, ensuring the uniformity of the facade of the building. The electrical grid is being refurbished. This will also have an impact on the running costs, which will be reduced after the implementation of the project. The renovation of the washbasin and the replacement of the floor covering result in an increased level of comfort. (English)
