Health security in the field of medical services provided by hospitals is a major challenge for border areas of the Bieszczady Poviat and the Old Sambor region. This results from the diagnosed common problem which is the poor technical condition of medical equipment, lack of modern medical equipment and ambulances and failure to adapt the types of medical services to the needs of the demographic and legal conditions. The most common cause of death among the inhabitants of the border are cardiovascular disease, cancer and external causes (accidents). In order to eliminate the threats and the barriers in the healthcare access, it is necessary to equip both hospitals with modern diagnostics equipment and to purchase new ambulances. Modernisation of the emergency room and the operating theater in the hospital in Ustrzyki Dolne is aimed at ensuring access to broad diagnostics, provide new quality of the provided services in the so-called one-day mode, and the cost effectiveness of the hospital operation. Equipping the hospital in Old Sambor with modern equipment and retrofitting the missing one is a necessary action to ensure the safety of the residents and the tourists coming to Ukraine. Joint conferences, specialized training, working meetings will contribute to raising the quality of medical services, especially in medical first aid, joint programs and diagnostic procedures performed at the surgery ward. Ensuring the sense of health safety for the residents of the borderland is necessary due to the levelling of differences, stereotypes, and improving good neighbourly relations. Increased cross-border traffic and tourist crossing in Krościenko forces taking joint action in order to create a common procedure in the provision of medical assistance to the Ukrainian-Polish borderland. Increasing the sense of security on both sides of the border will also contribute to the development of tourism and socio-economic development of the borderland. (Polish)

La sécurité sanitaire dans le domaine des services médicaux fournis par les hôpitaux constitue un défi majeur pour les zones frontalières de Bieszczady Poviat et de la région du Vieux Sambor. Cela résulte du problème commun diagnostiqué, à savoir le mauvais état technique de l’équipement médical, le manque d’équipement médical moderne et d’ambulances et l’incapacité d’adapter les types de services médicaux aux besoins des conditions démographiques et juridiques. La cause de décès la plus répandue parmi les habitants de la frontière est la maladie cardiovasculaire, le cancer et les causes externes (accidents). Afin d’éliminer les menaces et les obstacles à l’accès aux soins de santé, il est nécessaire d’équiper les deux hôpitaux d’équipements de diagnostic modernes et d’acheter de nouvelles ambulances. La modernisation de la salle d’urgence et de la salle d’opération de l’hôpital d’Ustrzyki Dolne vise à garantir l’accès à de larges diagnostics, à fournir une nouvelle qualité des services fournis dans le mode dit d’une journée et à assurer la rentabilité de l’opération hospitalière. Équiper l’hôpital du Vieux Sambor d’équipements modernes et rénover celui qui manque est une mesure nécessaire pour assurer la sécurité des résidents et des touristes venant en Ukraine. Des conférences conjointes, une formation spécialisée et des réunions de travail contribueront à améliorer la qualité des services médicaux, en particulier dans les premiers soins médicaux, les programmes conjoints et les procédures diagnostiques effectuées au service de chirurgie. Il est nécessaire d’assurer le sens de la sécurité sanitaire pour les habitants de la zone frontalière afin de niveler les différences, les stéréotypes et d’améliorer les bonnes relations de voisinage. L’augmentation du trafic transfrontalier et du passage des touristes à Krościenko prend des mesures communes afin de créer une procédure commune pour la fourniture d’une assistance médicale à la frontière entre l’Ukraine et la Pologne. Le renforcement du sentiment de sécurité des deux côtés de la frontière contribuera également au développement du tourisme et au développement socio-économique du territoire frontalier. (French)

Die Gesundheitssicherheit im Bereich der medizinischen Dienstleistungen von Krankenhäusern stellt eine große Herausforderung für die Grenzgebiete des Bieszczady Poviat und der Region Old Sambor dar. Dies ergibt sich aus dem diagnostizierten gemeinsamen Problem, dem schlechten technischen Zustand der medizinischen Ausrüstung, dem Mangel an moderner medizinischer Ausrüstung und Krankenwagen und der mangelnden Anpassung der Arten medizinischer Dienstleistungen an die Bedürfnisse der demografischen und rechtlichen Bedingungen. Die häufigste Todesursache bei den Bewohnern der Grenze sind Herz-Kreislauf-Erkrankungen, Krebs und äußere Ursachen (Unfälle). Um die Bedrohungen und Barrieren beim Zugang zur Gesundheitsversorgung zu beseitigen, ist es notwendig, beide Krankenhäuser mit moderner Diagnoseausrüstung auszustatten und neue Krankenwagen zu kaufen. Die Modernisierung des Notfallraums und des Operationssaals im Krankenhaus in Ustrzyki Dolne zielt darauf ab, den Zugang zu einer breiten Diagnostik zu gewährleisten, neue Qualität der erbrachten Dienstleistungen im sogenannten Eintagesmodus und die Kosteneffizienz des Krankenhausbetriebs zu gewährleisten. Die Ausstattung des Krankenhauses in Old Sambor mit moderner Ausrüstung und Nachrüstung der fehlenden ist eine notwendige Maßnahme, um die Sicherheit der Bewohner und der Touristen zu gewährleisten, die in die Ukraine kommen. Gemeinsame Konferenzen, spezialisierte Schulungen, Arbeitstreffen werden dazu beitragen, die Qualität der medizinischen Dienstleistungen zu erhöhen, insbesondere in der medizinischen Erstversorgung, gemeinsamen Programmen und diagnostischen Verfahren, die auf der Operationsstation durchgeführt werden. Die Gewährleistung des Gesundheitsschutzes für die Bewohner des Grenzlandes ist notwendig, um Unterschiede, Stereotypen und gute Nachbarschaftsbeziehungen zu vereinheitlichen. Verstärkte grenzüberschreitende Verkehrs- und Touristenkreuzung in Krościenko-Truppen, die gemeinsame Maßnahmen ergreifen, um ein gemeinsames Verfahren für die medizinische Versorgung der ukrainisch-polnischen Grenze zu schaffen. Die Erhöhung des Sicherheitsgefühls auf beiden Seiten der Grenze wird auch zur Entwicklung des Tourismus und zur sozioökonomischen Entwicklung des Grenzlandes beitragen. (German)

De veiligheid van de gezondheidszorg op het gebied van medische diensten van ziekenhuizen is een grote uitdaging voor de grensgebieden van de Bieszczady Poviat en de regio Old Sambor. Dit is het gevolg van het gediagnosticeerde gemeenschappelijke probleem, namelijk de slechte technische toestand van medische apparatuur, het gebrek aan moderne medische apparatuur en ambulances en het niet aanpassen van de soorten medische diensten aan de behoeften van de demografische en juridische omstandigheden. De meest voorkomende doodsoorzaak onder de inwoners van de grens zijn hart- en vaatziekten, kanker en externe oorzaken (ongevallen). Om de bedreigingen en belemmeringen in de toegang tot de gezondheidszorg weg te nemen, is het noodzakelijk om beide ziekenhuizen uit te rusten met moderne diagnostische apparatuur en om nieuwe ambulances aan te schaffen. De modernisering van de spoedeisende hulp en de operatiekamer in het ziekenhuis in Ustrzyki Dolne heeft tot doel de toegang tot brede diagnostiek te waarborgen, nieuwe kwaliteit van de geleverde diensten in de zogenaamde eendaagse modus en de kosteneffectiviteit van de ziekenhuisoperatie te waarborgen. Het uitrusten van het ziekenhuis in Old Sambor met moderne apparatuur en het aanpassen van de ontbrekende is een noodzakelijke actie om de veiligheid van de bewoners en de toeristen die naar Oekraïne. Gezamenlijke conferenties, gespecialiseerde opleiding, werkvergaderingen zullen bijdragen tot het verhogen van de kwaliteit van de medische diensten, met name op het gebied van medische eerste hulp, gezamenlijke programma’s en diagnostische procedures uitgevoerd op de operatieafdeling. Het waarborgen van het gevoel van veiligheid van de gezondheid voor de bewoners van het grensgebied is noodzakelijk om verschillen, stereotypen en goede betrekkingen met de buurlanden te egaliseren. Toegenomen grensoverschrijdend verkeer en toeristische oversteek in Krościenko troepen die gezamenlijk actie ondernemen om een gemeenschappelijke procedure op te zetten voor het verlenen van medische bijstand aan het Oekraïens-Poolse grensgebied. Het vergroten van het gevoel van veiligheid aan beide zijden van de grens zal ook bijdragen tot de ontwikkeling van het toerisme en de sociaal-economische ontwikkeling van het grensgebied. (Dutch)

La sicurezza sanitaria nel campo dei servizi medici forniti dagli ospedali è una sfida importante per le zone di confine del Bieszczady Poviat e della regione del vecchio Sambor. Ciò deriva dal problema comune diagnosticato, che è la cattiva condizione tecnica delle attrezzature mediche, la mancanza di attrezzature mediche moderne e ambulanze e il mancato adeguamento dei tipi di servizi medici alle esigenze delle condizioni demografiche e legali. La causa di morte più comune tra gli abitanti del confine sono le malattie cardiovascolari, il cancro e le cause esterne (incidenti). Al fine di eliminare le minacce e le barriere nell'accesso all'assistenza sanitaria, è necessario dotare entrambi gli ospedali di moderne attrezzature diagnostiche e acquistare nuove ambulanze. L'ammodernamento del pronto soccorso e della sala operatoria dell'ospedale di Ustrzyki Dolne ha lo scopo di garantire l'accesso a un'ampia diagnostica, fornire una nuova qualità dei servizi forniti nella cosiddetta modalità di un giorno e l'efficacia in termini di costi dell'operazione ospedaliera. Dotare l'ospedale di Old Sambor con attrezzature moderne e retrofitting quello mancante è un'azione necessaria per garantire la sicurezza dei residenti e dei turisti che arrivano in Ucraina. Conferenze congiunte, formazione specializzata, incontri di lavoro contribuiranno a migliorare la qualità dei servizi medici, in particolare nei settori del pronto soccorso medico, dei programmi congiunti e delle procedure diagnostiche eseguite nel reparto di chirurgia. Garantire il senso della sicurezza sanitaria per i residenti della zona di confine è necessario per livellare le differenze, gli stereotipi e migliorare le buone relazioni di vicinato. Aumento del traffico transfrontaliero e dell'attraversamento turistico delle forze di Krościenko che intraprendono azioni congiunte al fine di creare una procedura comune per la fornitura di assistenza medica alla frontiera ucraino-polacca. L'aumento del senso di sicurezza su entrambi i lati della frontiera contribuirà anche allo sviluppo del turismo e allo sviluppo socioeconomico del territorio frontaliero. (Italian)

La seguridad sanitaria en la esfera de los servicios médicos prestados por los hospitales es un gran desafío para las zonas fronterizas de Bieszczady Poviat y la región del Viejo Sambor. Esto se debe al problema común diagnosticado, que es el mal estado técnico de los equipos médicos, la falta de equipos médicos modernos y de ambulancias y la falta de adaptación de los tipos de servicios médicos a las necesidades de las condiciones demográficas y jurídicas. La causa más común de muerte entre los habitantes de la frontera son las enfermedades cardiovasculares, el cáncer y las causas externas (accidentes). Con el fin de eliminar las amenazas y las barreras en el acceso a la salud, es necesario equipar a ambos hospitales con equipos de diagnóstico modernos y comprar nuevas Ambulancias. La modernización de la sala de emergencias y del quirófano del hospital de Ustrzyki Dolne tiene por objeto garantizar el acceso a diagnósticos amplios, proporcionar una nueva calidad de los servicios prestados en el llamado modo de un día y la rentabilidad de la operación hospitalaria. Equipar el hospital de Old Sambor con equipos modernos y readaptar el que falta es una acción necesaria para garantizar la seguridad de los residentes y los turistas que vienen a Ucrania. Las conferencias conjuntas, la formación especializada y las reuniones de trabajo contribuirán a mejorar la calidad de los servicios médicos, especialmente en los primeros auxilios médicos, los programas conjuntos y los procedimientos diagnósticos realizados en la sala de cirugía. Garantizar el sentido de seguridad sanitaria de los residentes de la frontera es necesario para nivelar las diferencias, los estereotipos y mejorar las relaciones de buena vecindad. Aumento del tráfico transfronterizo y el cruce de turistas en las fuerzas de Krościenko que adoptan medidas conjuntas para crear un procedimiento común en la prestación de asistencia médica a la frontera entre Ucrania y Polonia. El aumento de la sensación de seguridad a ambos lados de la frontera también contribuirá al desarrollo del turismo y al desarrollo socioeconómico de las zonas fronterizas. (Spanish)
