    Municipalities are facing challenges regarding shortage of employees within LSS assistance and services (LSS is an entitlement law and entails supplementary support for persons with significant and long-term functional disabilities), the same challenges prevail in health and social services as a whole. The demand of human resources within the field are increasing while the supply is short. There is also a need to increase the level of skills development. Municipalities need to find new ways of developing and retaining existing staff. HÅPP aims at strengthening employees position in the labour market by skills development within gender equality, anti-discrimination and availability which is crucial particularly within LSS and health and social services. A method consisting of flipped classroom, practical application of skills in the work place and leadership with special regards to gender equality, anti-discrimination and availability for disabled will be used. HÅPP offers skills development for 368 employees. The methodology will be implemented in other similar work places. The project is a joint effort between the City of Malmö, Malmö University and representatives of trade unions. (Swedish)
