Główny Urząd Statystyczny jest instytucją kluczową odpowiedzialną za działania związane z monitorowaniem polityki spójności w latach 2014-2020. Rola ta, wynikająca z zapisów dokumentów strategicznych, w szczególności KSRR 2010-2020, KPZK 2030 oraz Umowy Partnerstwa, wiąże się z koniecznością zaspokojenia nowych potrzeb informacyjnych, a w rezultacie m.in. rozszerzenia systemu badań statystyki publicznej o nowe tematy i przekroje, opracowania nowych mierników, metod szacowania wybranych kategorii na niższych poziomach agregacji przestrzennej, opracowania danych dla odrębnie delimitowanych obszarów (funkcjonalnych i innych). Zadania te wymagają zaangażowania wysoko wykwalifikowanej kadry specjalistów. Celem projektu jest zapewnienie i utrzymanie na odpowiednim poziomie zasobów ludzkich Głównego Urzędu Statystycznego, zaangażowanych w realizację działań związanych z monitorowaniem polityki spójności, poprzez sfinansowanie kosztów zatrudnienia na poziomie 10 etatów w okresie marzec – grudzień 2015 r. The Central Statistical Office is the key institution responsible for the monitoring of cohesion policy for the period 2014-2020. This role, resulting from the provisions of strategic documents, in particular KSRR 2010-2020, NCP 2030 and the Partnership Agreement, entails the need to meet new information needs, as a result, among others, the extension of the system of surveys of public statistics to new topics and cross-sections, development of new meters, methods of estimating selected categories at lower levels of spatial aggregation, development of data for separately delimited areas (functional and other). These tasks require the involvement of highly qualified specialists. The aim of the project is to ensure and maintain at an appropriate level the human resources of the Central Statistical Office involved in the implementation of cohesion policy monitoring activities by financing staff costs of 10 posts between March and December 2015. L’Office central de statistique est l’institution clé chargée du suivi de la politique de cohésion pour la période 2014-2020. Ce rôle, résultant des dispositions des documents stratégiques, en particulier KSRR 2010-2020, KPZK 2030 et l’accord de partenariat, implique la nécessité de répondre aux nouveaux besoins d’information et, par conséquent, d’étendre le système d’enquêtes sur les statistiques officielles à de nouveaux thèmes et sections transversales, d’élaborer de nouvelles métriques, des méthodes d’estimation de catégories sélectionnées à des niveaux inférieurs d’agrégation spatiale, de développer des données pour des zones délimitées séparément (fonctionnelles et autres). Ces tâches nécessitent la participation de professionnels hautement qualifiés. L’objectif du projet est de garantir et de maintenir à un niveau approprié les ressources humaines de l’Office central de statistique participant à la mise en œuvre des activités liées au suivi de la politique de cohésion, en finançant les frais de personnel au niveau de 10 postes entre mars et décembre 2015. Das Statistische Zentralamt ist die wichtigste Institution, die für die Überwachung der Kohäsionspolitik im Zeitraum 2014-2020 zuständig ist. Diese Rolle, die sich aus den Bestimmungen strategischer Dokumente, insbesondere der KSRR 2010-2020, der KPZK 2030 und der Partnerschaftsvereinbarung, ergibt, erfordert unter anderem die Notwendigkeit, neuen Informationsbedarf zu decken und unter anderem das System der Erhebungen amtlicher Statistiken auf neue Themen und Querschnitte auszuweiten, neue Metriken zu entwickeln, Methoden zur Schätzung ausgewählter Kategorien auf niedrigeren Ebenen der räumlichen Aggregation zu entwickeln, Daten für getrennt abgegrenzte Bereiche (funktionelle und andere) zu entwickeln. Diese Aufgaben erfordern die Einbeziehung hochqualifizierter Fachkräfte. Ziel des Projekts ist es, die Humanressourcen des zentralen Statistischen Amtes, das an der Durchführung der Maßnahmen im Zusammenhang mit der Überwachung der Kohäsionspolitik beteiligt ist, durch die Finanzierung der Personalkosten auf der Ebene von 10 Planstellen zwischen März und Dezember 2015 auf angemessenem Niveau zu gewährleisten und auf angemessenem Niveau zu halten. Het centraal bureau voor de statistiek is de belangrijkste instelling die verantwoordelijk is voor het toezicht op het cohesiebeleid in 2014-2020. Deze rol, die voortvloeit uit de bepalingen van strategische documenten, met name KSRR 2010-2020, KPZK 2030 en de partnerschapsovereenkomst, houdt in dat moet worden voorzien in nieuwe informatiebehoeften en dat onder meer het systeem van enquêtes van officiële statistieken moet worden uitgebreid tot nieuwe thema’s en dwarsdoorsneden, nieuwe statistieken moeten worden ontwikkeld, methoden voor het schatten van geselecteerde categorieën op lagere niveaus van ruimtelijke aggregatie moeten worden ontwikkeld, gegevens voor afzonderlijk afgebakende gebieden (functionele en andere gebieden) moeten worden ontwikkeld. Deze taken vereisen de betrokkenheid van hooggekwalificeerde professionals. Het project heeft tot doel de personele middelen van het centraal bureau voor de statistiek die betrokken zijn bij de uitvoering van de activiteiten in verband met het toezicht op het cohesiebeleid op een passend niveau te waarborgen en op peil te houden, door de personeelskosten tussen maart en december 2015 op 10 posten te financieren. L'Istituto centrale di statistica è l'istituzione principale responsabile del monitoraggio della politica di coesione nel periodo 2014-2020. Tale ruolo, derivante dalle disposizioni dei documenti strategici, in particolare il KSRR 2010-2020, il KPZK 2030 e l'accordo di partenariato, comporta la necessità di soddisfare nuove esigenze di informazione e di conseguenza, tra l'altro, di estendere il sistema di indagini delle statistiche ufficiali a nuovi temi e sezioni trasversali, di sviluppare nuove metriche, di metodi per stimare categorie selezionate a livelli inferiori di aggregazione spaziale, di sviluppare dati per aree delimitate separatamente (funzionali e altri). Questi compiti richiedono il coinvolgimento di professionisti altamente qualificati. L'obiettivo del progetto è garantire e mantenere ad un livello adeguato le risorse umane dell'Ufficio statistico centrale coinvolte nell'attuazione delle attività connesse al monitoraggio della politica di coesione, finanziando i costi del personale a livello di 10 posti tra marzo e dicembre 2015. Esta función, resultante de las disposiciones de los documentos estratégicos, en particular KSRR 2010-2020, KPZK 2030 y el Acuerdo de Asociación, implica la necesidad de satisfacer las nuevas necesidades de información y, como consecuencia, entre otras cosas, de ampliar el sistema de encuestas de estadísticas oficiales para incluir nuevos temas y secciones transversales, desarrollar nuevas métricas, métodos para estimar categorías seleccionadas en niveles inferiores de agregación espacial, desarrollar datos para zonas delimitadas por separado (funcionales y otras). Estas tareas requieren la participación de profesionales altamente cualificados. El objetivo del proyecto es garantizar y mantener a un nivel adecuado los recursos humanos de la Oficina Central de Estadística que participan en la ejecución de las actividades relacionadas con el seguimiento de la política de cohesión, financiando los costes de personal de 10 puestos entre marzo y diciembre de 2015.
