Le syndicat mixte ouvert Berry Numérique mène sur le département du Cher une politique volontariste en matière d'aménagement numérique de son territoire. Suite à l'adoption du schéma directeur territorial d'aménagement numérique en juin 2012, en cohérence avec le SRADDT, un ambitieux projet de déploiement du très haut débit a été initié. Le déploiement de la fibre optique à l'abonné (FttH) est la mission principale du syndicat mixte ouvert Berry Numérique afin de mettre en oeuvre les orientations du SDTAN du Cher et aboutir à une couverture de la population en fibre optique à l'abonné d'au moins 70% en 2021. Le réseau FttH déployé dans le cadre de l’opération objet de la présente demande de financement constitue une phase, autonome et techniquement indépendante d’un réseau plus global déployé par Berry Numérique sur la période 2016-2035 et qui comporte d’autres déploiements FttH non éligibles, ainsi que des opérations de montées en débit sur les zones les plus rurales (émargeant sur le FEADER). Pour répondre aux objectifs du SDTAN, le syndicat mixte Berry Numérique doit assurer le déploiement de la fibre optique à l’abonnée (FttH) sur les communes les plus importantes du département par la population, en dehors de la zone d’intention d’investissement dans laquelle les opérateurs privés interviennent, conformément au cadre de réglementation national défini par l’ARCEP (Autorité de régulation des communications électroniques et des postes) Suite cf rapport instruction Word (French)

The open mixed union Berry Numérique conducts a proactive policy on the digital planning of its territory on the Cher department. Following the adoption of the territorial digital planning blueprint in June 2012, in line with SRADDT, an ambitious very high-speed deployment project was initiated. The deployment of fibre to the subscriber (FttH) is the main mission of the Berry Digital Open Joint Union to implement the directions of the Cher’s SDTAN and lead to at least 70 % of the subscriber’s fibre optic coverage in 2021. The FttH network deployed in the context of the operation covered by this request for funding constitutes a phase, autonomous and technically independent of a more comprehensive network deployed by Berry Numérique over the period 2016-2035 and which includes other non-eligible FttH deployments, as well as flow-up operations in the most rural areas (on the EAFRD). In order to meet the objectives of the SDTAN, the Berry Digital Union must ensure the deployment of fibre optic to the subscriber (FttH) in the most important municipalities of the department by the population, outside the area of intention of investment in which private operators intervene, in accordance with the national regulatory framework defined by ARCEP (Authority for Electronic Communications and Posts) (English)

Die offene gemischte Gewerkschaft Berry Digital verfolgt eine proaktive Politik der digitalen Raumplanung im Departement Cher. Im Anschluss an die Annahme des territorialen Masterplans für die digitale Raumordnung im Juni 2012 im Einklang mit dem SRADDT wurde ein ehrgeiziges Projekt zum Ausbau des Hochgeschwindigkeitsbreitbandes eingeleitet. Die Einführung von Glasfasern für Abonnenten (FttH) ist die Hauptaufgabe der offenen Gewerkschaft Berry Digital, um die SDTAN-Leitlinien von Cher umzusetzen und 2021 eine Glasfaser-Bevölkerung von mindestens 70 % zu erreichen. Das FttH-Netz, das im Rahmen des Vorhabens, das Gegenstand dieses Finanzierungsantrags ist, eingesetzt wird, ist eine eigenständige und technisch unabhängige Phase eines umfassenderen Netzes, das Berry Digital im Zeitraum 2016-2035 errichtet hat und das weitere nicht förderfähige FttH-Einsätze sowie Aufwärtsflüge in ländlichen Gebieten (im Rahmen des ELER) umfasst. De open gemengde vakbond Berry Numérique voert een proactief beleid inzake de digitale planning van haar grondgebied op het departement Cher. Na de goedkeuring van de blauwdruk voor territoriale digitale planning in juni 2012, in overeenstemming met SRADDT, werd een ambitieus project voor de invoering van zeer hoge snelheid opgestart. De uitrol van glasvezel aan de abonnee (FttH) is de belangrijkste missie van de Gezamenlijke Unie van Berry Digital Open om de aanwijzingen van de SDTAN van de Cher uit te voeren en in 2021 tot ten minste 70 % van de glasvezeldekking van de abonnee te leiden. Het FttH-netwerk dat wordt ingezet in het kader van de concrete actie waarop dit verzoek om financiering betrekking heeft, vormt een fase die autonoom en technisch onafhankelijk is van een uitgebreider netwerk dat in de periode 2016-2035 door Berry Numérique is uitgerold en dat andere niet-subsidiabele uitrol van FttH omvat, alsook stroomopwaartse operaties in de meest plattelandsgebieden (in het ELFPO). Om de doelstellingen van het SDTAN te verwezenlijken, moet de Berry Digital Union ervoor zorgen dat glasvezel in de belangrijkste gemeenten van het departement door de bevolking wordt ingezet bij de abonnee (FttH), buiten het investeringsgebied waarin particuliere exploitanten optreden, overeenkomstig het nationale regelgevingskader dat is vastgesteld door ARCEP (Autoriteit voor elektronische communicatie en berichten). L'unione mista aperta Berry Numérique conduce una politica proattiva sulla pianificazione digitale del suo territorio nel dipartimento Cher. In seguito all'adozione del piano di pianificazione digitale territoriale nel giugno 2012, in linea con lo SRADDT, è stato avviato un ambizioso progetto di diffusione ad altissima velocità. Lo spiegamento della fibra presso l'abbonato (FttH) è la missione principale dell'Unione comune aperta di Berry digitale di attuare le direzioni dello SDTAN di Cher e portare almeno il 70 % della copertura in fibra ottica dell'abbonato nel 2021. La rete FttH dispiegata nel contesto dell'operazione oggetto della presente richiesta di finanziamento costituisce una fase, autonoma e tecnicamente indipendente da una rete più globale dispiegata da Berry Numérique nel periodo 2016-2035 e che comprende altri dispiegamenti FttH non ammissibili, nonché operazioni di flusso nelle zone più rurali (sul FEASR). Al fine di conseguire gli obiettivi dello SDTAN, l'Unione Digitale Berry deve garantire la diffusione della fibra ottica all'abbonato (FttH) nei più importanti comuni del dipartimento da parte della popolazione, al di fuori dell'area di intenzione di investimento in cui intervengono operatori privati, conformemente al quadro normativo nazionale definito dall'ARCEP (Autorità per le comunicazioni e le poste elettroniche) (Italian)

La unión mixta abierta Berry Numérique lleva a cabo una política proactiva sobre la planificación digital de su territorio en el departamento de Cher. Tras la adopción del plan de planificación digital territorial en junio de 2012, en consonancia con SRADDT, se inició un ambicioso proyecto de despliegue de muy alta velocidad. El despliegue de fibra al abonado (FttH) es la principal misión de la Berry Digital Open Joint Union para implementar las instrucciones del SDTAN de Cher y conducir a al menos el 70 % de la cobertura de fibra óptica del abonado en 2021. La red FttH desplegada en el contexto de la operación objeto de la presente solicitud de financiación constituye una fase, autónoma y técnicamente independiente de una red más completa desplegada por Berry Numérique durante el período 2016-2035 y que incluye otros despliegues FttH no subvencionables, así como operaciones de flujo en las zonas más rurales (en el Feader). Para cumplir los objetivos de la SDTAN, la Unión Digital Berry debe garantizar el despliegue de fibra óptica al abonado (FttH) en los municipios más importantes del departamento por parte de la población, fuera del ámbito de intención de inversión en el que intervengan operadores privados, de conformidad con el marco normativo nacional definido por ARCEP (Autoridad de Comunicaciones Electrónicas y Correos) (Spanish)
