Au regard de ces problématiques, et conformément au Programme pour l'insertion et pour l'emploi en Guyane (PIEG) adopté en 2015, l'ex-Département de la Guyane a décidé de développé une politique volontariste d’insertion sociale en faveur des bénéficiaires du RSA : 1. En renforçant le maillage territorial des interventions du Département. En effet, à ce jour, les projets développés par les partenaires locaux en faveur des BRSA, bénéficiant d’un soutien financier du Département, se concentrent principalement sur l’Ile de Cayenne et le bassin de Kourou. L'achat d'actions d'insertion par le biais d'un Marché à procédures adaptées (MAPA) doit permettre de rééquilibrer l’offre de services, notamment en faveur de l’Ouest guyanais. 2. En adaptant l’offre d’actions d’insertion aux besoins spécifiques des BRSA et des demandeurs d'emplois (DE), identifiés par les antennes locales d’insertion présentes sur l’ensemble du territoire. 29 actions sont mises en place dans le cadre du marché public lancé par le Département, réparties comme suit : * 5 actions d’insertion psychosociale: par le biais d’ateliers d’accompagnement à la santé psychique et d’ateliers de restauration de l’image/estime de soi * 24 actions d'insertion sociale soutenant l'autonomie sociale et familiale, l'initiation aux NTIC, l'accompagnement socio-professionnel, l'acquisition de savoir de base et l'apprentissage de la langue française par des ateliers FLE. Ces actions visent : * d’une part, à optimiser les démarches d’accompagnement social et professionnel des bénéficiaires du RSA/DE * Permettre aux BRSA/DE d’acquérir des connaissances de base et favoriser la cohésion sociale. * renforcer l'autonomie des BRSA/DE Grace à ces dispositifs, les usagers prennent conscience de leurs potentialités et de leurs compétences, et reprennent confiance en eux. Cela recrée une dynamique autour des individus et leur permet d’engager une réelle démarche d’insertion sociale et professionnelle. (French)

In view of these problems, and in accordance with the Programme for Integration and Employment in Guyana (PIEG) adopted in 2015, the former Department of Guyana decided to develop a proactive policy of social inclusion in favour of the beneficiaries of the RSA: 1. Strengthening the territorial linkage of the Department’s interventions. To date, the projects developed by the local partners in favour of the BRSAs, supported by the Department, mainly focus on the Isle of Cayenne and the Kourou Basin. The purchase of integration shares through a contract with adapted procedures (MAPA) must help to rebalance the supply of services, particularly in favour of the West of Guyana. 2. Adapting the offer of integration measures to the specific needs of the BRSAs and jobseekers (DEs), identified by the local integration offices present throughout the territory. 29 actions are implemented within the framework of the public procurement launched by the Department, broken down as follows: * 5 psychosocial integration actions: through psychological health support workshops and workshops to restore image/self-esteem * 24 social integration actions supporting social and family autonomy, introduction to NTICs, socio-professional support, basic knowledge acquisition and French language learning through FLE workshops. These actions are aimed at: * on the one hand, to optimise the social and professional support of the beneficiaries of the RSA/DE * To enable the BRSA/DE to acquire basic knowledge and promote social cohesion. * strengthen the autonomy of BRSA/DE thanks to these devices, users become aware of their potential and their skills, and regain confidence in them. Angesichts dieser Probleme und im Einklang mit dem 2015 verabschiedeten Programm für Integration und Beschäftigung in Guyana (PIEG) hat das ehemalige Departement Guyana beschlossen, eine proaktive Politik der sozialen Eingliederung zugunsten der Begünstigten der RSA zu entwickeln: 1. Stärkung des territorialen Netzes der Interventionen der Abteilung. Bis heute konzentrieren sich die von den lokalen Partnern für die BRSA entwickelten Projekte, die von der Abteilung finanziell unterstützt werden, hauptsächlich auf die Insel Cayenne und das Becken von Kourou. Der Erwerb von Eingliederungsaktien über einen Markt mit angepassten Verfahren (MAPA) soll dazu beitragen, das Dienstleistungsangebot, insbesondere zugunsten des Westguyanes, wieder ins Gleichgewicht zu bringen. 2. Anpassung des Angebots an Eingliederungsmaßnahmen an die spezifischen Bedürfnisse der BRSA und der Arbeitssuchenden (DE), die von den lokalen Integrationsbüros im gesamten Gebiet ermittelt werden. 29 Maßnahmen werden im Rahmen des öffentlichen Auftrags der Abteilung durchgeführt, der wie folgt aufgeteilt ist: * 5 psychosoziale Eingliederungsmaßnahmen: durch Workshops zur psychischen Gesundheit und Workshops zur Wiederherstellung des Images/Selbstwertgefühls * 24 soziale Eingliederungsmaßnahmen zur Unterstützung der sozialen und familiären Autonomie, der Einführung in NTIC, der sozialen und beruflichen Begleitung, des Erwerbs von Grundkenntnissen und des Erlernens der französischen Sprache durch FLE-Workshops. Diese Maßnahmen zielen auf Folgendes ab: * einerseits die sozialen und beruflichen Begleitmaßnahmen der Empfänger von RSA/DE zu optimieren * den BRSA/DE den Erwerb von Grundkenntnissen zu ermöglichen und den sozialen Zusammenhalt zu fördern. * die Autonomie der BRSA/DE durch diese Vorrichtungen zu stärken, macht es den Nutzern möglich, ihr Potenzial und ihre Fähigkeiten zu erkennen und wieder Vertrauen in sie zu erlangen. Dies schafft eine neue Dynamik bei den Menschen und ermöglicht es ihnen, eine echte soziale und berufliche Eingliederung einzuleiten. (German)

In het licht van deze problemen en overeenkomstig het programma voor integratie en werkgelegenheid in Guyana (PIEG) dat in 2015 is goedgekeurd, heeft het voormalige departement Guyana besloten een proactief beleid van sociale inclusie te ontwikkelen ten gunste van de begunstigden van de RSA: 1. Versterking van de territoriale samenhang van de interventies van het ministerie. Tot op heden richten de door de lokale partners ontwikkelde projecten ten gunste van de BRSA’s, ondersteund door het departement, zich voornamelijk op het eiland Cayenne en het Kourou-bekken. De aankoop van integratieaandelen via een contract met aangepaste procedures (MAPA) moet bijdragen tot het herstel van het evenwicht van de dienstverlening, met name ten gunste van het westen van Guyana. 2. Aanpassing van het aanbod aan integratiemaatregelen aan de specifieke behoeften van de BRSA’s en werkzoekenden (DE’s), die door de lokale integratiebureaus op het gehele grondgebied zijn vastgesteld. 29 acties worden uitgevoerd in het kader van de door de Afdeling uitgeschreven overheidsopdrachten, die als volgt zijn verdeeld: * 5 acties voor psychosociale integratie: door middel van psychologische gezondheidsondersteuning workshops en workshops om het imago/zelfwaarde te herstellen * 24 acties voor sociale integratie ter ondersteuning van sociale en gezinsautonomie, introductie tot NTIC’s, sociaal-professionele ondersteuning, basiskennisverwerving en het leren van Franse talen door middel van FLE-workshops. Deze acties zijn gericht op: * enerzijds de sociale en professionele ondersteuning van de begunstigden van de RSA/DE te optimaliseren * Om de BRSA/DE in staat te stellen basiskennis te verwerven en de sociale samenhang te bevorderen. * versterk de autonomie van BRSA/DE dankzij deze apparaten, gebruikers worden zich bewust van hun potentieel en hun vaardigheden, en herwinnen het vertrouwen in hen. Dit creëert een dynamiek rond individuen en stelt hen in staat om deel te nemen aan een echt proces van sociale en professionele integratie. (Dutch)

Alla luce di questi problemi e conformemente al programma per l'integrazione e l'occupazione in Guyana (PIEG) adottato nel 2015, l'ex dipartimento della Guyana ha deciso di sviluppare una politica proattiva di inclusione sociale a favore dei beneficiari dell'RSA: 1. Rafforzare il legame territoriale degli interventi del Dipartimento. Ad oggi, i progetti sviluppati dai partner locali a favore delle BRSA, sostenuti dal Dipartimento, si concentrano principalmente sull'Isola di Cayenne e sul bacino di Kourou. L'acquisto di azioni di integrazione attraverso un contratto con procedure adeguate (MAPA) deve contribuire a riequilibrare la prestazione di servizi, in particolare a favore della Guyana occidentale. 2. Adeguare l'offerta di misure di integrazione alle esigenze specifiche dei BRSA e delle persone in cerca di lavoro (DE), individuate dagli uffici di integrazione locali presenti su tutto il territorio. 29 azioni sono attuate nell'ambito degli appalti pubblici avviati dal Dipartimento, suddivisi come segue: * 5 azioni di integrazione psicosociale: attraverso workshop di sostegno psicologico alla salute e workshop per ripristinare l'immagine/autostima * 24 azioni di integrazione sociale a sostegno dell'autonomia sociale e familiare, introduzione alle NTIC, sostegno socio-professionale, acquisizione di conoscenze di base e apprendimento della lingua francese attraverso workshop FLE. Tali azioni mirano a: * da un lato, ottimizzare il sostegno sociale e professionale dei beneficiari della RSA/DE * Per consentire alla BRSA/DE di acquisire conoscenze di base e promuovere la coesione sociale. * rafforzare l'autonomia di BRSA/DE grazie a questi dispositivi, gli utenti diventano consapevoli del loro potenziale e delle loro competenze, e riconquistare la fiducia in loro. Questo ricrea una dinamica intorno agli individui e permette loro di impegnarsi in un vero e proprio processo di integrazione sociale e professionale. (Italian)
